Job Description:

Business Oregon, the state's economic development agency, is currently hiring a Procurement & Contracts Services Manager (Procurement Manager 2). This position will direct and manage the procurement and contract services staff. This position is responsible for ensuring good internal controls exist with contract and procurement processes, and will develop and monitor annual work plans and key performance indicators.

What you will do:

  • Provide strong technical competence and leadership in all aspects of grantmaking, loan contracting and direct procurement. Lead the Agency's procurement program by creating and maintaining policies, as well as Agency specific procurement rules and procedures.

  • Ensure the activities are accomplished through a legal and ethical framework that maintains compliance with the Public Contracting Code, AG rules, DAS rules, and policies and procedures.

  • Reviews, analyzes, and/or applies all existing or changes to state and federal statutes, rules, policies, and procedures that apply to procurement or grant making in Oregon. Develops and directs strategies to minimize potential risks to the agency.

  • Recommends all agency procurement and grant-making policies and procedures by analyzing the impact of policies on agency mission, goals, and objectives.

  • Develop and manage the section budget.

  • Develop and revise section work plans and monitor progress against Department and division goals, objectives and performance measures. Reports on performance of the section based upon agreed formats and schedules.

  • Oversee the flow of work in order to ensure timely service and that priorities are met. Coordinate the overall work of the staff and provide direction. Delegate authority to subordinate members of section to provide delivery of services.

  • Hire, plan work, approve work assignments, assign/reassign work, conduct performance evaluations. Coach and mentor staff to achieve high performance and career development goals. Review individual development plans and recommend approval of training and expenditure requests that are appropriate and effective in accomplishing goals. Build an empowered and productive team environment.

  • Proactive planning and forecasting to manage upcoming grant and contract renewals to support early and timely contracting and procurement effort. Collaboratively work with stakeholders to identify upcoming work and minimize incidences of rush requests.

  • Serves as a trusted advisor to the Director, Deputy Director, Chief Operating Officer, Program Directors, and other agency leadership on state policies and budgetary issues that impact procurement and contract matters.

The ideal candidate will possess a combination of some or all of the following skills:

  • Strong experience in grant management and loan contracting.

  • Experience working with and facilitating groups/committees of stakeholders with diverse backgrounds and opinions to develop program recommendations.

  • Experience working with and communicating highly technical information to non-technical customers clearly and concisely.

  • Experience working with DOJ and programs to facilitate resolution of compliance and legal matters.

  • Work experience with making presentations and testifying to governing bodies including legislative committees, state commissions, boards of directors, and/or other decision-making bodies.

  • Management work experience providing proactive leadership in a diverse organization, with a commitment to recruiting and retaining a diverse, well-trained performance driven team.

What you need to qualify:

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

The Procurement and Contracts Services (PaCS) section has eight positions. The section is responsible for development and oversight of all agency procurements and contracts in support of the department. PaCS is responsible for the development and execution of the goods/services contracts, and department's grants/loans and ensuring compliance with all legal requirements. It supports all other divisions in the department in delivering resources and services to Oregon companies, business and industry groups and communities. This section exists to support and collaborate with all sections and provide operational support for the Department's programmatic service delivery.

  • This is a PERS qualifying position. After a six-month waiting period eligible Management Service, Executive Service, and Unrepresented employees will have their base pay increased by 6.95% and the 6% PERS contribution deducted from their base pay rather than a direct 6% contribution by the State of Oregon to the employees PERS account. This will mirror the bargained SEIU and AFSCME PERS process.
