The Health & Compliance Programs (HCP) Business Engineering Team seeks a Policy and Proposal Analyst to maintain a broad understanding of business unit related initiatives with the goals of:
Understanding requirements from policy and legislation
Identifying project and business impacts and solutions
Monitoring news from the health care, IT, and broader government contracting industry
Building policy knowledge across the HHS, HUD, SSA, DHA, and VA Sectors
Helping CGI provide proactive consulting to our client
Policy analysts strive to be at the forefront of all business unite policy and other relevant legislative matters. They ensure project leadership and solutions teams have the policy information they need to fulfill their mission and support their clients
Assisting the team in writing and editing proposals in response to Government solicitations, working with other proposal managers, opportunity pursuit leads, account teams, and subject matter experts to analyze solicitations, determine proposal requirements, develop the response strategy, and submit a compliant, responsive proposal.
Working autonomously as well as collaboratively, managing multiple deadlines in a fast-paced, often changing environment.
Supporting strategic messaging, tailoring proposal content, and contributing to the strategy and/or editing of management, technical, past performance, and other volumes as appropriate.
Your future duties and responsibilities:
Key Responsibilities (Policy):
Monitor and analyze policies and reforms relevant to the business unit
Identify policies that affect projects and systems
Track/monitor hearings, legislation, OIG/GAO reports, and the private sector (interest groups, think tanks, industry groups like PSC)
Review laws, regulations, government reports, and presidential directives, etc.
Develop expertise in policy matters pertaining to specific systems and the overall project
Collaborate closely with project team members (and the client as needed) to clarify policy ambiguities or uncertainties
Respond to project team's requests for specific policy analysis
Articulate findings in a clear and concise manner in a variety of methods, including reports and presentations
Drive toward on-time, quality deliverables in a highly complex and dynamic business environment, while actively managing stakeholder expectations
Leverage expertise to engage in thought leadership and business development
Key Responsibilities (Proposals):
Provide writing and editing support and/or lead responses to RFPs, RFQs, TOs, and RFIs.
Develop storyboards, outlines, and other documentation associated with the proposal development process
Participate in color team reviews and recovery, solution meetings, and other collaborative events to further the proposal development process
Conduct interviews with key personnel, subcontractors, program managers, and subject matter experts to develop resumes, past performance, management, and technical content
Edit proposals for spelling, typographical , and grammatical errors; proper syntax; as well as readability, ease of comprehension, and consistency
Required qualifications to be successful in this role:
5-7 years of directly related experience
B.S., in political science, public policy, communications or other related fields
Knowledge of laws, regulations, directives, and policies related to healthcare, housing, and military health, and Social Security
Outstanding writing, research, and analytical skills.
Expertise drafting and coordinating policy documents, analytical products, and briefing documents
Experience writing competitive proposals in the Federal Government space
Experience supporting complex federal programs with frequent aggressive and/or competing deadlines
Expert oral and written communication skills
Excellent interpersonal skills working in a team environment
Superior ability to facilitate communication and coordination among federal partners, organizations, and working groups
Superior ability to self-start and take initiative with minimal support or guidance
Outstanding attention to detail
Skill using MS Office Suite (Word, Excel, and PowerPoint) software
Maintains professional demeanor at all times regardless of the circumstances
Ability to comfortably and professionally interact with individuals at all levels of the organization
All potential candidates will be required to provide a writing sample
Master's Degree in Public Policy or Public Administration preferred
Shipley Associates or other industry training
Familiarity with Privia and SharePoint
