The Space and Intelligence Division provides professional services to the US Space Force, Combatant Commands, Intelligence Community, and NASA. Our work includes enterprise architectural assessments, systems engineering and integration, test, planning and execution, cost estimating and analysis, acquisition support, and cybersecurity. The Intelligence Programs Group, part of SPA's Space and Intelligence Division, is a specialized provider of systems engineering and trusted advisory services to the Space and National Intelligence community. We utilize mission-proven, data-driven advisory tools and capabilities. We provide highly technical support to ensure the government acquires cutting edge technology necessary for our National Defense. Our portfolio includes the National Geospatial-Intelligence Agency (NGA), National Reconnaissance Office (NRO), and National Aeronautics and Space Administration (NASA). SPA has an immediate or near term need for a Policy Analyst to support the Intelligence Community in Chantilly, Virginia. As a member of the COLOSSUS program providing Enterprise Planning and Management support to our customer, you will serve as a trusted agent to the customer's Policy and Governance Staff (PGS). You will work as a member of the Policy Development and Coordination team. The team is regularly called upon to provide advice and guidance on policy issues to senior-level management, and are expected to validate the alignment of draft policies with NRO, IC, and DoD interests.

Responsibilities

  • Conceptualize, develop, facilitate, and promulgate NRO-wide Information Technology, Information Assurance, and Information Management policies applicable to NRO employees and industry partners.

  • Solicit and consolidate inputs from multiple sources (Government, FFRDC, SETA, developer, etc.) and produces high-quality policy documents and reports in accordance with the customer formats and guidelines for internal and external consumption upon government approval.

  • Gather information and drafts/coordinates background and papers on selected topics of interest to customer and division leadership.

  • Produce high-quality written materials.

  • Track and status activities against the team workplan.

  • Liaise across offices/groups, enabling policy development and coordination.

  • Represent NRO in the development and coordination of policies in a wide variety of forums across the Intelligence Community (IC).

Qualifications

Required Qualifications:

  • Active TS/SCI clearance, with CI Poly or willing to take a CI Poly

  • NRO or IC experience

  • MS/MA degree with 10+ years or BS/BA degree with 12+ years of demonstrated performance related to the responsibilities outlined above

  • Ability to excel as a member of a collaborative team through open communication, transparency, and flexibility

  • Ability to relate professionally with senior Government customers and colleagues

  • Strong written and verbal communication skills

Desired Qualifications:

  • Bachelor's or Master's degree in Science, Technology, Engineering, or Mathematics

  • Knowledge and understanding of Intelligence Community IT Enterprise (IC ITE) service offerings, architectures, and service adoption
