Develops, analyzes and/or revises existing operations and management controls including standard practices, operating procedures, management systems, and reporting documentation. Develops and/or coordinates improved policies, methods, procedures, instructions, and forms to achieve greater operations efficiency and cost-effectiveness.

REQUIRED QUALIFICATIONS: Master's degree in international relations or strategic studies, as well as at least five years of experience in international relations with a comprehensive understanding of the current geopolitical environment; a clear understanding of the U.S. national security policies and objectives; and a thorough understanding of the U.S. Government (USG) laws and policies regarding Security Assistance (SA) and Security Cooperation (SC) programs.

The contractor must have the ability to review related national strategic guidance and related documents to identify distribution priorities, agreement capability gaps, and distribution initiatives that facilitate redundancy within the global distribution network.
