POSITION TITLE: Policy Analyst

REPORTS TO: Policy Director

LOCATION AND HOURS: This position is Oregon-based. Currently, most staff work virtually from home, however, are required to occasionally attend in-person meetings at our offices in Kiln Coworking Space, located at 1120 SE Madison St, Portland, OR 97214. Employees may use the office space if desired. During the Legislative Session and Legislative Days, the Policy Analyst often needs to work in the State Capitol in Salem. OCJ's standard work schedule is between 8 AM and 5 PM Pacific, with flexibility possible, but the ability and willingness to occasionally work evenings and/or weekends is necessary for this position. Willingness and ability to travel within Oregon and nationally for meetings and conferences is required.

SUPERVISORY RESPONSIBILITY: The Policy Analyst does not have supervisory responsibilities.

SALARY RANGE: $73,287 - $117,262

ABOUT THE ROLE:

The Policy Analyst is a key member of the policy team, supporting policy development and legislative work through research, analysis, and development of written materials on consumer justice topics. The Policy Analyst will have the opportunity to work on a wide range of consumer issues. The Policy Analyst will work in a highly collaborative environment, requiring communication and coordination with other members of the OCJ team, as well as partners. Work will include both state and federal policy issues.

Essential functions of this position include:

Support OCJ's policy work as policy lead for key consumer justice topics

  • Track outside research on priority policy areas.

  • Attend national policy meetings such as National Consumer Law Center (NCLC) debt collection and credit reporting monthly meetings to track legislation at the federal level and in other states. Share information on relevant work in Oregon on national calls.

  • Analyze proposed legislation and draft OCJ testimony

  • Prepare Issue briefs in collaboration with communications staff to support OCJ issue campaigns

  • Analyze social, economic, court, and other data to identify the impact of public policies on populations most often targeted by predatory practices, including communities of color, older adults, and people living with disabilities.

  • Support community involvement in policy development.

  • Develop written and graphic presentations of findings and present them to constituency groups, policymakers, and the media.

  • Collaborate with partner organizations on policy campaigns.

  • Working with the Policy Director, represent OCJ at coalition tables.

  • Build long-term partnerships and engagement with grassroots organizations, advocates, and coalition partners.

  • Support coalition partners' engagement, including capacity building and technical assistance, particularly within those populations that have been historically targeted by predatory practices, including communities of color, older adults, low-income, rural, and people living with disabilities.

Support OCJ's Legislative Agenda

  • Draft and present testimony

  • Draft letters of support

  • Develop one-pagers

  • Support and collaborate with partners and their work

  • Participate in legislative meetings

  • Review and make recommendations about federal policy sign-on letters

Support OCJ's Regulatory Agenda

  • Serve on Rules Advisory Committees as OCJ's representative

  • Track regulatory actions by the Consumer Financial Protection Bureau, the Federal Trade Commission, and other relevant federal agencies and draft OCJ comments for proposed rules.

ABOUT YOU:

Qualifications:

  • BA in relevant topic. Graduate degree is a plus

  • Experience in policy analysis and research, including familiarity with state and federal data sources

  • Experience with legislative and/or regulatory processes preferred

  • Licensed attorney preferred

  • The ability to communicate in languages in addition to English is a plus. As defined in OCJ's Compensation Policy, a language pay differential may apply.

JOB EFFORT AND CONDITIONS

Salary & Benefits:

  • Salary Range: $73,287 - $117,262. OCJ will review finalist qualifications to determine the most competitive and equitable offer possible within this range.

  • 120 hours of paid vacation time annually for the first 3 years of employment, then 160 hours of paid vacation time annually

  • 12 paid floating holidays, and 3 paid fixed holidays

  • 120 hours of paid sick/personal time annually

  • 8 weeks paid longevity leave after 5 years of employment and upon each subsequent four (4) year anniversary date

What To Expect In The Hiring Process

Our hiring process is set up to move quickly; however, it can span from just a few weeks to a couple of months, depending on the organization's work and the availability of staff to support our robust process.
