Our Location and Design Division is seeking a Policy Analyst Engineer to join our team. The candidate will be assisting the program area in several tasks to include technical writing, drafting, research and policy creation/editing. The candidate would participate with content owners to incorporate the research and knowledge gained to provide feedback on revisions to VDOT Location and Design Policy.

The selected candidate will be responsible for

  • Project Management: Perform comprehensive reviews on complex construction and maintenance, equipment, or safety projects as assigned within scope of program areas. Evaluate engineering, process, and management actions. Determine compliance with expected requirements of each activity in compliance with applicable Standard Operating Procedures (SOP) and internal management performance goals. Manage time and adjust priorities as needed.

  • Computer and CADD Skills: Use MicroStation software and other non-CADD applications to develop and deliver policies and procedures.

  • Policy Review: Develop, maintain, and communicate identified changes to policies or procedures for periodic review and audit. Ensure all stakeholders are accounted for and full scope of impact of policy changes are considered before implementation. Coordinate any proposed changes with leadership and stakeholders across the agency.

  • Teamwork: Coordinate the flow of information to and from others that contributes to project plan development and execution. Provide excellent customer service to stakeholders.

  • Roadway Design Policies and Procedures: Develop roadway design policies and procedures for application on a wide range of transportation projects. Resolve difficult issues and interpret and apply policies and procedures.

  • Research, Committees and Technical Assistance: Conduct research and provide technical assistance to customers on a wide variety of roadway design, maintenance, equipment, and/or safety related areas as assigned.

  • Project Compliance: Perform evaluation of correctable non-compliance items identified in Improvement Reviews in accordance with applicable law, regulations, and internal processes to determine whether corrective actions have been taken.

Minimum Qualifications

  • Skill in the use of computers, software applications to include CADD and engineering design software.

  • Skill in the delivery of exemplary customer service.

  • Ability to manage electronic files.

  • Ability to develop roadway design policies and procedures for projects.

  • Ability to analyze, interpret, evaluate, and make recommendations.

  • Knowledge of civil engineering practices and principles in roadway design.

  • Knowledge of roadway design criteria, standards, specifications, and construction.

  • Ability to communicate effectively orally and in writing, as well as build effective relationships with diverse audiences.

  • Knowledge of materials used in roadway construction.

Additional Considerations

  • A combination of training, experience, or education in Civil Engineering, Design, Mathematics, Computer Technology, Construction, or related field desired.

  • Experience using MicroStation, MS Office and Adobe.

  • Experience in roadway design, construction, materials and development of roadway and construction plans.

  • Experience using software programs to conduct analysis and store data. Experience with performance metrics.

  • Ability to maintain detailed records, create/analyze reports, and maintain project files.

  • Experience working in a team environment to complete assignments.

  • Ability to manage time to ensure assignments are completed.

  • Ability to use critical thinking to problem solve and make informed decisions.

  • Ability to learn technical concepts and apply those concepts on the job.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.

VDOT utilizes a market-based pay program, which has been approved by DHRM. Therefore, advertised rates of pay may or may not align with the Commonwealth pay bands.

The position you are applying for is an Hourly/Wage position. Hourly (wage) employees may not work more than an average of 29 hours a week and cannot exceed 1500 hours the wage employment year (5/1 - 4/30). This position does not include health insurance, retirement or paid leave benefits.
