The Seattle Police Department (SPD) is seeking qualified candidates for the position of Policy Analyst in the SPD Legal Unit for the implementation of the City of Seattle Surveillance Ordinance, Council Bill 118930. The Surveillance Ordinance is intended to create a publicly transparent and accountable process for the City's procurement and operation of surveillance technologies including surveillance technologies acquired or operated on behalf of the City. The Surveillance Ordinance requires City-wide implementation of new processes for the inventory, management, governance and use of any electronic device, software program, or hosted software solution that is designed or primarily intended to be used for the purpose of observing or analyzing the movements, behavior, or actions of identifiable individuals in a manner that is reasonably likely to raise concerns about civil liberties, freedom of speech or association, racial equity or social justice that the City intends to acquire, controls, uses, or directs a non-City entity to acquire or operate on its behalf. Among City departments, the Surveillance Ordinance will have the greatest impact on SPD.

Job Responsibilities:

  • Maintain liaison with City department staff, project managers, Seattle lT staff, project review committees, businesses, community groups, advisory committees, Seattle City Council and the public to coordinate the Surveillance lmpact Report (SlR) process.

  • Maintain frequent and regular communication with all parties involved in, or affected by, the administration or use of surveillance technologies.

  • Act as liaison to internal and external audiences, receive feedback from various parties and incorporate it into SIR drafts for each existing and anticipated surveillance technology.

  • Guide SIRs through the Council ordinance adoption process.

  • Researches and analyzes a variety of administrative and operational issues or problems; and collects data, prepares statistical, analytical and narrative reports.

  • Establish a records management process for (1) documentation related to each technology and (2) Surveillance Impact Reports from creation to submission.

  • Develop administrative processes related to auditing, retention, deletion, and sharing of these documents. Verifying that the Sections confidential and sensitive communications, documents, and databases comply with 28 Code of Federal Regulations Part 23 and SMC Chapter 14.12.

  • Conduct community engagement meetings about proposed and existing surveillance technologies in advance of City Council review of said technologies, as required by the Seattle Surveillance Ordinance (CB 118930).

  • Act as direct point of contact for the community members who wish to learn more about surveillance technologies and/or offer their input.

  • Prepares and monitors training plans to ensure compliance with legislation and City policies.

  • Draft policies for each existing and proposed surveillance technology.

  • Serve as the department expert on the requirements of CB 118930, training personnel on both the requirements of the legislation and the department-wide policies associated with it.

  • Responsible for monitoring compliance with ordinances and policies.

  • Assist with the collection of data related to the surveillance technologies themselves, associated policies, and the Council approval process.

  • Prepare quantitative and qualitative reports in response to requests for information from sources both inside and outside of the department.


Requires two years of administrative experience and a Bachelor's degree in business or public administration or related field (or a combination of education, training and/or experience that provides an equivalent background to perform the work of the class).


  • Project management experience.

  • Experience implementing, analyzing, and/or ensuring compliance with complex State/Federal laws, regulations, policies, and procedures.

  • Ability and experience working against unusually demanding deadlines and changing priorities.

  • Experience with records management systems.

  • Demonstrated strong technical proficiency in software applications, including Microsoft Access, Excel, Word, SharePoint, etc.

  • Excellent oral and written communications skills; ability to work closely with management, other divisions, and City departments; and to present complex material to varied audiences.

  • Ability to align and prioritize projects with Departmental strategy.

  • Ability to act independently with little direction to meet deadlines.
