Position Overview

QinetiQ U.S. seeks a Policy Management Analyst responsible for tracking, analyzing, developing, and reviewing official agency briefings, policy memos, and correspondence on behalf of a federal law enforcement organization within the Department of Homeland Security. The primary workstreams include developing written products in coordination with programmatic and technical subject matter experts; tracking and succinctly summarizing the impact of recent court rulings; and offering strategic advisory, communications support, policy recommendations, and strategic subject matter expertise. This project supports senior government decisionmakers in a dynamic and fast-paced Headquarters environment, and staff may occasionally be asked to support surge efforts in response to leadership priorities.

Responsibilities

  • Provide strategic advisory and communications support on an array of activities from drafting and editing policy memoranda, to building presentations and briefing materials, to drafting responses to congressional correspondence and requests for information, often operating under tight deadlines.

  • Ensure all work products are high-quality, professionally edited, and suitable for senior government audiences.

  • Quickly analyze, interpret, and convey complex and technical mission-related policies, procedures, and programs using clear and succinct language.

  • Track and report the progress of both fluid and high-profile written tasks, subtasks, and reports.

  • Build and maintain collaborative and strategic relationships with a variety of subject matter experts and division leadership.

  • Adapt and excel in a dynamic environment with an eye for detail.

  • Identify opportunities to introduce QinetiQ solutions that address existing and anticipated client challenges.

  • Occasionally support surge efforts as needed.

Required Qualifications

Qualifications:

  • Three to ten years of experience and a Bachelor's degree, or two to eight years of work experience and a Master's degree.

  • Previous experience in federal management consulting, homeland security, border security, immigration policy, government policy, legislative affairs, or a related field.

  • Strong organizational, interpersonal, verbal, and written communication skills with a high level of attention to detail.

  • Smart, self-directed team player who can work both collaboratively and independently depending on the current needs of the client.

  • Ability to think critically and proactively identify opportunities for improvement.

  • Collaborate with clients, teammates and other stakeholders and build respectful and positive relationships based on mutual trust.

  • Ability to handle sensitive and complex subject matter with judgment and discretion.

  • Ability to maintain a security clearance from the U.S. government.

  • Candidates will be required to provide a writing sample.
