The City of Anaheim Police Department is looking for an experience Police Weapons Training Coordinatorto develop and administer a comprehensive police weapons training program and to assume responsibility for the safe and efficient operation of the police weapons training facility. ThePolice Weapons Training Coordinator will be responsible for the care of weapons, support equipment, and the facilities associated with training as well as weapons storage; and to serve as the department's multipurpose weapons armorer and training coordinator.

Essential Functions

The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices.

  • Develop, design, and administer the Police Department's weapons training program.

  • Participate in the development and implementation of goals, objectives, policies, and priorities for the police weapons training program; identify resource needs; recommend and implement policies and procedures.

  • Develop course curriculum and materials; develop training courses specific to a variety of law enforcement situations in accordance with department standards and legal requirements.

  • Plan, coordinate, and schedule training sessions for all sworn officers of the Police Department.

  • Oversee other trainers and act as course instructor; instruct officers in the use of lethal and non lethal force including courses for lethal and non lethal weapons and tactics; instruct officers in the safe and accurate handling of firearms; instruct officers in the proper cleaning and maintenance of personal and department-issued weapons.

  • Oversee weapons instructors and support personnel; ensure proper training techniques are utilized and safe use of the most modern firearms and equipment.

  • Oversee the safe operation of the Police Department's weapon training facility including shooting range; maintain a modern and safe weapons training facility including related range equipment; identify and correct potential hazards at the facility.

  • Inspect, breakdown, diagnose, repair, and maintain firearms used by the department; perform armory duties on a wide range of police weapons.

  • Develop and coordinate a preventative maintenance program for all department and personal police weapons.

  • Maintain and track inventory and storage of guns, ammunition, equipment, and supplies; order weapons, training, and related equipment; monitor budget expenditures.

  • Serve as advisor and expert witness in weapons related areas; act as the department's expert witness and testify in court regarding firearms training provided to officers.

  • Train and supervise assigned staff; participate in evaluating and disciplining assigned staff.

  • Perform related duties as required.

Qualifications

Experience and Education: Two years of responsible experience in developing and administering police weapons training programs including experience in the operation of a police weapons training facility and experience performing armory duties on a wide range of police weapons supplemented by the completion of the twelfth grade and specialized training in law enforcement, armorer training, or a related field; or, an equivalent combination of experience and education sufficient to perform the essential job functions and provide the required knowledge and abilities is qualifying.

Knowledge of: Safety procedures used in a police weapons training program; principles and practices of police weapons training; operational characteristics and proper use of all police weapons including firearms, chemical agents, baton, and other related paraphernalia; offensive and defensive weapons nomenclature and theory; techniques and applications of self-defense and proper use of force; ammunition; wound ballistics; curriculum development principles and techniques; pertinent federal, state, and local codes, laws, and regulations, including those regarding police weapon specifications; and principles and practices of lead supervision and training.

Ability to:Design, administer, and implement effective police weapons training; effectively assess training needs of department personnel; operate and maintain a safe and efficient police weapons training facility; maintain, diagnose, and repair a wide variety of police weapons; conduct scientific research on police weapons and ammunition; train, supervise, evaluate, and discipline assigned staff; record and maintain departmental records and inventory reports; prepare reports to be used in court testimony; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships with those contacted in the course of work.

Supplemental Information

License/Certification Required:Possession of an appropriate, valid driver's license. Possession of a Peace Officer Standards and Training (P.O.S.T.) certificate in firearms training by date of appointment. Possession of, or ability to obtain, certification to teach all disciplines required by the department including instructor level courses in handgun, shotgun, rifle, and less lethal weapons. Possession of, or ability to obtain, armorer certifications.

Environment/Working Conditions

Environmental Conditions: Work is performed in a standard office setting and at the Police Department's weapons training facility; the employee is occasionally exposed to outside weather conditions; occasionally exposed to fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, risk of radiation, and vibration; the noise level in the work environment is usually moderate; however, the noise level is occasionally very loud due to firearm training.

Physical Conditions: Primary functions require sufficient physical ability and mobility to work in an office and weapons training facility; walk, stand, or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull light to moderate amounts of weight; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; to operate and use specialized law enforcement tools and equipment including firearms, batons, and other specialized equipment and tools; and to verbally communicate to exchange information.

Anaheim Police Department Blueprint - knowledge of the Anaheim Police Department Blueprint is required of all Police Department employees.

Further selection steps include, but are not limited to a background investigation, polygraph examination, psychological evaluation, a medical examination, which includes drug/alcohol screening, and an interview with the Chief of Police. The interview with the background investigator and completion of the background investigation will include, but is not limited to, verification and evaluation of any present and/or past use of drugs, driving and employment history.

  • Illegal use of anabolic steroids previous to three years of application.

  • Illegal use of a hypodermic needle/ syringe.

  • A bankruptcy within the past three years of date of application.

  • More than one moving violation in the past 12 months, and/or three or more moving citations within the past three years, and/or five or more moving citations within the past five years of date of application.
