THIS POSITION IS A PROMOTIONAL OPPURTUNITY FOR A CANDIDATE WHO IS A CURRENT SECURITY OFFICER IN THE UNC HOSPITALS POLICE DEPARTMENT THAT MEETS ALL MINIMUM DEPARTMENT AND CRIMINAL JUSTICE TRAINING AND STANDARDS QUALIFICATIONS.

The primary purpose of the Police Officer Trainee position is to provide a supportive/conducive learning environment for a sponsored Basic Law Enforcement Training (BLET). The candidate will perform general security work in the protection of persons and property while learning hospital law enforcement principles and applications. Additionally the candidate will assist the UNC Hospitals Police Officers with the enforcement of regulatory requirements, applicable federal, state and local laws.

DESCRIPTION OF DUTIES:
1.Patrol: Submits daily activity logs/reports before the end of the shift unless approved otherwise by the supervisor. Is knowledgeable of the security sensitive areas identified in the Security Management plan and patrol area policy. Escorts employees, patients and visitors to parking areas. Provides after-hours access to secured areas for authorized personnel. Collects inventories and secures patient property when cashier's officer is not open. Patrols assigned area and properly documents/reports security or safety hazards. Locks/unlocks designated doors. Assures deceased bodies are entered and properly released from the morgue with proper ID. Escorts staff transporting financial deposits/pharmaceutical products. Transports patient commitment documents to the magistrate's office. Interacts with personnel in patrol areas and challenges all suspicious persons encountered. Completes/documents the required number of patrols as specified by the Shift Lieutenant or Sergeant. Intervenes and redirects persons observed to be in violation of the UNC Health Care Tobacco-Free Workplace policy.
2.Communications: Communicates effectively via two-way radio, computer, email, telephone and via verbal communications within the Hospitals Police Department, as well as with other law enforcement agencies, Hospitals staff members, visitors and patients.
3.Investigations and Incident Report Writing: Enters incident reports into computer in a complete, concise and proper manner. Investigates and documents lost/stolen/damaged property. Takes custody of items found, secures them properly and attempts to return the property to its rightful owner. Initiates risk assessments on D.O.C. inmates, patients and employees as required. Investigates/documents accidents and injury incidents involving visitors. Completes trespasses, patient intervention and use of force reports with complete narrative.
4.Traffic Control: Conducts parking surveys when requested or required. Enforces applicable parking regulations. Initiates towing of vehicles as required. Reports malfunction of citation writing equipment to the proper persons so as to assure they are repaired. Patrols areas of responsibility and writes citations for illegally parked or unauthorized vehicles in a "proactive" manner.
5.Emergency Response: Assists with mental health patient custody issues and also assists in both arranging transportation to other facilities as well as escorting patients to units within the Hospitals. Provides immediate response for calls for assistance in dealing with patient, visitor or employee behavior issues and provides backup for Hospitals police officers dealing with those situations. Responds to smoke, trouble or fire alarms as required. Participates as a functioning part of the Emergency Response Team to provide or prevent access to the involved area as required in emergency situations at the Hospitals. Assists Hospital Police Officers as required in the removal of unauthorized persons from Hospitals property. Maintains a working knowledge of emergency codes and Hospitals police response procedures. Responds appropriately and in a timely manner to any and all emergency situations as well as activated security alarms.
6.Fixed Post Functions Emergency Department: Controls patient and visitor entry into the E.D. as appropriate Operates metal screening system to prevent weapons or other contraband from being brought into the patient treatment areas. Maintains parking lot surveillance to assure safety and ensure parking availability for E.D. customers. Night Entrance - Controls the entrance of visitors and employees after hours at the Hospitals designated night entrance as well as screens for proper authorization and identification.
1 year minimum as a UNC Hospitals Security Officer or approved equivalent and basic IAHSS certificate. The one year minimum must also include a successful performance appraisal.

Chosen candidate is required to meet minimum Master Security Officer (MSO) standards within 12 months of completing BLET.

Must be at least 20 years old and be age 21 by completion of BLET. 1 year minimum as a UNC Hospitals Security Officer or approved equivalent and basic IAHSS certificate. The one year minimum must also include a successful performance appraisal.

Chosen candidate is required to meet minimum Master Security Officer (MSO) standards within 12 months of completing BLET. Must not have any current or pending disciplinary action. Must be in compliance with UNC Healthcare and/or department time and attendance policy.

Must meet or exceed in all areas of the UNC Healthcare performance appraisal system. Must be able to successfully pass physical and medical requirements according to NC Criminal Justice Training and Standards..Must be able to successfully pass firearms qualification for both BLET and department minimums prior to completion of BLET. Must be able to successfully complete the POPAT (Police Officers Physical Agility Test).Must be proficient in the following areas: Shift Lieutenant's Desk Operations; Involuntary Commitment (IVC) Paperwork Processes; Visitor Fast Pass System; Trespass Procedures; Watch Tour Operation; Access Control Procedures (basic door and alarm functions and how they are reset); CCTV (obtaining and storing video); Basic Dispatch Operations and RMS.

Must be able to write a computer generated report, using a computerized form, based on a short fact scenario, which will be provided. Passing score is 70%, objective scoring based on content, grammar, spelling, etc.

Refers non-law enforcement matters to appropriate departments or personnel. Enters pertinent information into (CAD) Computer Aided Dispatch system, generates and distributes reports in RMS report writing system. Conducts want and warrant searches, identity checks, registration checks and vehicle owner information. Maintains contact with all police officers, security, and employees assigned police radios on assignment maintains status and location of all field units. Analyzes situations accurately and takes effective action to help assure officer and public safety. 3. Monitors Fire Alarm Systems Acts as a 24 Hour Liaison for Simplex Fire Emergency Calls (Outside Facilities). Conducts Fire Drills Documents all Fire Alarms and Fire Drills within the Hospital Complex Monitors and dispatches officers according to written protocol for all Hospitals Fire Alarms Acknowledges, Signal Silences and Resets Fire Alarm Conducts Overhead Pages for Fire Alarms Receives Elevator Emergency Calls 4. Regulated High Priority Monitoring systems Monitors State and Federal regulated systems and areas via Camera/Security Alarms and dispatches officers for a Security Breech. Receives Alarms from regulated Central Monitoring stations. Knowledgeable with regulated Security/Environmental Alarm Response Policy, Protocol and Procedures. Communicates with Outside Agency Central Monitoring to resolve alarms. Pages/Contacts the Incident Action Team for immediate alert/notification. 5. Surveillance and Alarms Operates and maintains surveillance and alarm systems. Monitors multiple video monitors and various alarm systems. Operates electronic access system, as requested.
