Job Summary

Hiring Range: $56,222.40 - $79,830.40/Year D.O.Q.

Port of Corpus Christi Authority (PCCA) is currently seeking alert and committed Texas Commission on Law Enforcement (TCOLE) Certified Peace Officers to join our law enforcement team at the PCCA Police Department (PPD). PPD is committed to servicing and protecting PCCA tenants, customers, employees, visitors, and PCCA property.

ESSENTIAL FUNCTION:

  • Enforces and complies with Applicable Federal and State laws, including, but not limited to, Texas Penal Code and Code of Criminal Procedure, PCCA Ordinances and Tariffs

  • Coordinates with Local, State and Federal law enforcement agencies

  • Provides assistance and guidance to PCCA and Contract Security Officers concerning all aspects of port security, particularly access control procedures and screening of personnel requesting access to PCCA

  • Plans, organizes and conducts variety of criminal investigative and analytical assignments with supervisory approval, including but not limited to, analyzing allegations of criminal activities, recommending investigative resources and collateral support of local, state, and federal law enforcement agencies , investigating allegations of crimes, crime scenes, and misconduct; conducting interviews, collecting evidence, conducting employee/ applicant background investigations and periodic updates, planning and conducting surveillance and undercover work, arresting violators of State and U.S. laws, conducting searches and seizures incident to arrest or by warrant

  • Prepares reports, letters and correspondence in an accurate, comprehensible, and professional manner maintaining confidentiality

  • Attends mandatory PCCA training/testing in 33 CFR 105 and training in ICS 100, 200, 700, 800 and adheres to and stays abreast of the contents thereof

  • Prepares and executes Declarations of Security

  • Responds to crimes in progress or calls for service; engages in apprehension, detention, and arrest of individuals in a professional manner

  • Patrols PCCA property by foot, vehicle and vessel as needed and periodically conducts vehicular, vessel, and cargo searches

  • Prepare reports and present findings orally and in writing to managers, prosecutors, and other officials; testify as a government witness before Grand Juries and in courts regarding criminal cases and at administrative hearings in non-criminal cases as necessary and with supervisory approval

  • Communicates effectively with the general public, PCCA employees, tenants, vendors, and those who have official business on PCCA property

  • Adheres to PCCA policy, including department standard operating procedures, maintains good employee relations, competence, professionalism, and ethical standards both on and off-duty

  • Follows proper safety precautions when operating vehicles, vessels, equipment, materials, and weapons

  • Works varying schedules to include a schedule of 12-hour rotating shifts, 4 days on and 4 days off including nights, weekends, and holidays and subject to call in for special needs or emergencies

  • CPR certified or the ability to become CPR certified within the first year of employment

  • Tier 1 status designation

CANDIDATE PROFILE

The preferred candidate for this position should be an organized, thorough, and disciplined individual with a focus on maintaining optimal integrity in support of the PCCA. They must possess the following:

EDUCATION & CREDENTIALS

  • High school diploma or GED

  • Associate degree from an accredited college or university in Criminal Justice, Management, Public Administration, or related field preferred

  • Certification by TCOLE as Texas Peace Officer

  • Currently employed by a Texas Law Enforcement agency or have less than a 180-day separation from a Texas Law Enforcement agency

  • Ability to obtain and maintain a Transportation Worker Identification Credential (TWIC) during course of employment

  • Valid driver's license

EXPERIENCE & JOB KNOWLEDGE

  • Minimum three years full-time police officer or acceptable equivalent experience

  • Working knowledge of the Texas Penal Code and Code of Criminal Procedure

  • Adept with pistol, shotgun, rifle and at operating a motor vehicle

  • Knowledgeable of TCOLE Rules and Regulations, Instructor Certificate preferred

  • Knowledgeable in Chemical Facility Anti-Terrorism Standard (CFATS) preferred

  • Knowledge of maritime procedures and operation of maritime vessels is highly preferred

TECHNICAL SKILLS

  • Proficiency with a personal computer and office equipment

  • Ability to complete accurate, concise written reports, to read and understand policies, rules, regulations, instructions, laws and law enforcement literature

  • Effective collaboration, partnership and problem-solving skills; ability to foster cooperative working relationships with and among federal, state, local and private industry partners

  • Demonstrated proficiency of the English language; effective verbal and written communication skills

  • Oral and written proficiency in the Spanish language preferred

  • Ability to fit well within an energetic and dedicated team and be responsive/responsible to supervision

  • Must possess self-control, tact, good judgment, emotional and mental stability; must be reliable, trustworthy, dependable and maintain a good attendance and on-time record

  • Promote positive, professional customer service to PCCA industry partners

  • Maintain good employee relations and encourages and fosters a helpful environment where teamwork prevails

ESSENTIAL PHYSICAL JOB FUNCTIONS

  • Ability to perform essential job functions, including but not limited to, standing, walking, reaching, grabbing, grasping, stooping, kneeling, twisting, squatting, crouching, crawling, lifting, dragging, pulling and pushing varying amounts of weights, with or without reasonable accommodation

  • Ability to respond physically and verbally to physical encounters and attacks and pursue and apprehend assailants on foot or by vehicle, encounter physical danger and hazards associated with protecting persons and PCCA property

  • Ability to work in a general office environment, and on a work site with exposure to adverse weather conditions, fumes and /or air particulates, working in high precarious places, risk of electrical shock and moving mechanical parts, moderate noise levels and working at heights, ability to wear personnel protective equipment when performing work functions

  • Maintaining balance in adverse conditions, including while underway in patrol boat, rough waters, sudden and abrupt up and down, side to side motions

  • Ability to operate various types of motor vehicles, patrol boats, and firearms (including handgun, rifle, and shotguns), patrol car mobile data terminals (MDT's) and in-car audio/video systems; Body Worn Cameras (BWC)

  • Communicating verbally, in writing, and over devices such as the phone, mobile radios, and portable handheld radios

  • Available to work varying schedules including nights, weekends, holidays, and on call

  • Foster cooperative working relationships with and among various federal, state, local, and private industry partners. Must not have had any TCOLE adverse actions, received any traffic citations, or been involved in any chargeable traffic accidents in the past two years

Under the supervision of a PPD Police Sergeant, PCCA Certified Peace Officers are responsible for the enforcement of laws and the protection of life and property within the jurisdiction of PCCA. The PPD utilizes certified Texas peace officers, port employed & contract security officers, land and marine patrols, video surveillance, and physical barriers to provide for the safe, secure, and efficient flow of commerce through PCCA.
