The City of Rocklin is located in South Placer County at the intersection of Interstate 80 and State Highway 65, and is characterized by rolling hill terrain with 360-degree panoramic views of the Sierra Nevada Mountains to the northeast and to the Sutter-Butte mountain range in the West. With an estimated population of 70,000 people, Rocklin is one of the fastest growing cities in California, with approximately 65% of its growth since 2000. Rocklin was first recognized as a destination along the transcontinental railroad in 1864, about the same time granite mining began. The City was incorporated in 1863 during the heyday of railroad and granite mining activity. By 1910, 22 quarries operated in Rocklin, and in 1912, nearly 2,000 train carloads of granite were sent out of town to become part of the state capitol building and buildings in San Francisco.

THE POSITION

Rocklin Police Officers perform law enforcement and crime prevention duties involved in the protection of life and property; perform traffic control and enforce state and local traffic regulations; perform a variety of technical and administrative tasks in support of law enforcement services and activities; and perform related duties as assigned. An example of duties are:

  • Assumes responsibility for the preservation of the public peace and the protection of life and property by preventing crime and enforcing all laws.

  • Patrols an assigned area in an automobile, other vehicle, or on foot for the purpose of preventing criminal activity and enforcing traffic laws and regulations; issues citations and makes arrests as necessary; responds to calls for protection of life and property and performs enforcement duties.

  • Conducts interviews with victims, complainants, witnesses, and suspects; searches crime scenes for evidence; collects, packages, and preserves evidence; testifies in court.

  • Detects, pursues, apprehends, and arrests or detains persons involved in crimes or misconduct; confronts and arrests violent combative subjects; books and transports prisoners; serves warrants and subpoenas.

  • Conducts preliminary or follow-up investigations; prepares reports on arrests made, activities performed, and unusual incidents observed.

  • Directs traffic and/or performs crowd control during special events and in emergency situations.

  • Perform field training officer duties as assigned.

  • Coordinates and cooperates with outside agencies, other law enforcement agencies, and organizations to provide information or assistance as needed.

  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.

  • Actively develops and fosters community partnerships and demonstrates integrity and professionalism within the organization and community.

  • Represents the City and the department in a courteous, professional manner

MINIMUM REQUIREMENTS

Equivalent to graduation from high school, supplemented by 30 college-level semester units from a regionally accredited educational institution;

AND

Current employment as a full-time, sworn peace officer in a California POST participating law enforcement department or agency AND one (1) year of full-time experience as a sworn law enforcement officer in a California POST participating law enforcement department or agency;

OR

Current employment as a full-time, sworn peace officer in another state AND one (1) year of fulltime experience as a sworn law enforcement officer AND possess a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Licenses and Certifications

  • Possession of, or ability to obtain and maintain, a valid California Class C Driver License and a satisfactory driving record is required. Individuals who do not meet this requirement due to a disability will be reviewed on a case-by-case basis.

  • Possession of a POST Basic Certificate or possession of a Basic Course Waiver from the California Commission on Peace Officer Standards and Training (POST).

Working Conditions

Must be 21 years of age at time of appointment. Must be legally authorized to work in the United States under federal law. Candidates must pass a thorough background investigation.

Must be willing to work emergencies as well as evenings, weekends, and holidays.

Must meet physical, psychological, and background standards established by POST as well as ongoing peace officer requirements pursuant to federal, state, and local legislation. This classification requires wearing respiratory protective equipment at times. When assigned to such work, facial hair must be shaven when it interferes with the safe fitting of respiratory protective equipment. This classification functions as a peace officer within the authority and limits of California Penal Code Sections 830.1(a) and 832.

APPLICATION PROCESS

Applicants will be screened against the minimum requirements. Candidates who meet the minimum requirements will be invited to attend a Physical Ability Test (PAT).

Those who receive a passing score on the PAT will be invited to a Structured Oral Examination.

Depending on the number of applications received, additional screening may be conducted.

Medical & Retiree Health

A variety of plans are offered through CalPERS. The City pays $1,200 per month to active employees and eligible retirees and the employee pays any difference.

Dental and Vision

City-paid for employee and dependents.

Retirement

  • CalPERS
  • Classic Members: 3% @ 50
  • PEPRA Members: 2.7% @ 57

Deferred Compensation

Up to $100 per month match. PEPRA employees receive $200 per month (no match).

Insurance

City-paid $50,000 life insurance and Accidental Death and Dismemberment.

Uniform Allowance

$36.54 paid in each biweekly pay period.

Education Incentive

Ranges from $65 - $275 per month based on level of education and/or POST certificate.

Leave Accruals

  • PTO: 234 hours first year; progresses up to 298 hours per year based on years of service

  • Sick Leave: 56 hours first year; 72 hours after one year of service
