SUPERVISOR: MSO Sergeant

SALARY: $18.50 Per Hour

GENERAL JOB DESCRIPTION

The Municipal Security Officer (MSO) fills a limited authority uniformed position. Municipal Security Officers fill an armed limited authority uniformed position and are primarily responsible to ensure the safety and security of the Cheyenne Municipal Court and court employees against unauthorized, illegal, and potentially life threatening activities. MSOs also provide security services for all municipal property and surrounding premises. Municipal Security Officers may be tasked to assist Patrol CSOs with specific duties/functions.

PRIMARY DUTIES AND RESPONSIBILITIES

The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all inclusive.

  • Interpret and respond to disruptive scenarios quickly and be trained in Use of Force techniques to appropriately handle the scenario, as needed to protect life, limb, and property.

  • Control court facility entry and identification systems which includes operating security screening equipment to detect weapons, contraband, and prohibited items, checking items such as handbags, briefcases, computers, packages, baby carriages, wheelchairs, etc.

  • Responsible for providing security presence in the courtroom, enforcing local and state law and judicial orders within the courtroom, enforcing local court rules regarding prohibited items, and providing protection to court proceedings as circumstance dictate.

  • Manning of court and municipal facility stationary posts which may include (but are not limited to) monitoring closed circuit television, duress alarm systems and other security equipment, courtrooms, judge's chambers, and jury rooms.

  • Responsible for securing unattended courtrooms, inspection of courtrooms prior to a proceeding, testing of security devices, and other duties concerning security of the court area.

  • Maintain custody of prisoners and perform secure transport as required within the court facility, and to and from detention facilities as directed.

  • Patrol court facilities, parking facilities and other municipal grounds in accordance with applicable post orders.

  • Enforce city municipal codes and state statutes while in the performance of assigned duties. This includes (but is not limited to) preventing any person from attempting to gain unauthorized access to city property, or a court proceeding(s) or attempting to commit acts that imperil the safety and security of city employees, property, and the public.

  • Prepare various reports and records regarding unusual court room incidents or unlawful acts that occurred within the court facility area or other municipal properties.

SECONDARY DUTIES AND RESPONSIBILITIES

  • Attend department-sponsored training.

  • Provide escort to individuals requiring entry to the police department.

  • Handle non emergency calls for service involving abandoned motor vehicles, petty crimes, VIN Checks, traffic complaints, parking complaints, investigating, and assisting at traffic crash scenes and similar duties either in the field or lobby of the police department.

  • Patrol city streets in a vehicle or on foot; enforce parking regulations/ordinances.

  • Operate a motor vehicle in various conditions to include adverse and severe weather.

  • Perform related duties and responsibilities as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of and ability to interpret and apply pertinent local laws.

  • Knowledge of first aid principles and infectious disease exposure practices.

  • Knowledge and skills in self defense tactics.

  • Knowledge of interviewing and interrogation techniques.

  • Skills to use and properly care for firearms.

  • Skills to prepare clear, accurate and grammatically correct written reports.

  • Skills to analyze situations quickly and objectively to determine and take emergency action.

  • Ability to maintain a high level of confidentiality.

  • Ability to communicate clearly and concisely, both orally and in writing.

  • Ability to establish and maintain cooperative working relationships.

  • Ability to effectively deal with personal danger during the performance of assigned duties and responsibilities.

  • Ability to exercise sound judgement and rational thinking under dangerous circumstances while choosing an appropriate and reasonable course of action.

QUALIFICATIONS FOR THE JOB

Education and Experience:

  • High School diploma or equivalent.

  • Can speak, read, and write the English language readily and understandably.

  • Be of good moral character, reputation, and personality.

  • Be of good health with average intelligence and general knowledge.

  • Be financially responsible and free of serious criminal record.

  • Be not less than 21 years of age.

  • Be capable of strenuous physical activity and, in the opinion of a physician, have no serious physical defects likely to prevent strenuous physical activity; have eyesight in each eye corrected to 20/20; have no significant hearing deficiency, and have a thumb and either a forefinger or middle finger on each hand.

  • Indicate mature judgement, emotional stability, and an aptitude for police work.

  • Have a valid driver's license from any state.

Special Requirements:

Must be willing to submit to a rigorous background check including polygraph, psychological evaluation, medical examination, and have no prior felony convictions.

Working Environment:

Exposure to potentially hostile environment.

PHYSICAL REQUIREMENTS

Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include sitting, standing, or walking for extended periods of time; operating assigned office equipment; strenuous physical activity; operation of motorized equipment; discharging of firearms. Maintain effective audio visual discrimination and perception needed for making observations, communicating with others, reading, and writing, and operating assigned equipment. Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities. This is a safety sensitive position and is subject to random alcohol and drug screening.
