BASIC PURPOSE

Reporting to the Deputy Chief of Police, the Police Lieutenant is a member of the Lacey Police Department Chiefs management team and is responsible for performing professional administrative, operational, and supervisory duties relating to assigned functions or divisions of the Police Department. This position will also perform duties which include, but are not limited to, providing administrative supervisory support for day-to-day operations in assigned division; anticipating and troubleshooting problems where needed; assuring staff respond quickly and appropriately to citizen inquiries, requests for service and/or complaints; recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiency; and assisting with the development of the goals, priorities and work program for assigned area(s) of responsibility. The position may be required to take charge of a critical event or situation and may be assigned to perform work on special projects or task force issues. Assignments are on a rotational basis as determined by the Chief of Police with work being performed both in the office and the field. Patrol assignments may work alternate shifts (swing, power, graveyard) for proper supervisory oversight, and other assignments may be asked to work alternate shifts for proper supervisory oversight.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The following statements reflect essential duties and functions of this classification but should not be considered an all-inclusive listing. The incumbent is also expected to meet the technical performance standards developed for the position and the City's standards for interpersonal and team behaviors, customer contacts, and supervision. Assignments for Lieutenants will be rotational as ordered by the Chief:

  • Manages performance of employees and the areas of assigned responsibility; directs, motivates, coaches, monitors, conducts annual performance evaluations and addresses performance problems as needed when they occur. Facilitates resolution of interpersonal conflicts between staff and staff in other divisions or departments of the City.

  • Initiates frequent contact with officers and citizens to identify community and department needs with respect to the effective delivery of law enforcement services. Develops and implements resolutions to those problems in coordination with the Chief and the Department's management team.

  • Monitors day to day operations, anticipates and troubleshoots problems where needed, and administers operations of substations.

  • Leads by example. Maintains high standards of behavior, work ethic and performance. Creates and fosters a work environment characterized as contemporary, innovative and progressive in dealing with public safety operations and policing challenges.

  • Ensures that close cooperation is maintained between the various divisions and units within the Lacey Police Department, and with other operating units of the City.

  • Regularly takes initiative in recommending changes in work methods, policies, and procedures to improve levels of service delivery and improve overall operating efficiency.

  • Administers and monitors budget for assigned areas with objective of achieving and/or maintaining cost-effective operating costs for delivery of law enforcement services. Assists with overall Lacey Police Department budget process. Monitors expenditures to ensure compliance; and conducts analysis as needed to measure productivity and operating costs, need, and/or the cost-benefit of specific program proposals or proposed equipment. Prepares budget submittals and creates staff reports for consideration of the Chief of Police as assigned.

  • Schedules and authorizes training for employees directly supervising.

  • Coordinates hiring process for positions within areas of program responsibility in collaboration with Human Resources and various divisions of the police department. Makes recommendations to Chief on hiring decisions and conducts reference checks.

  • Handles special projects and assignments as needed.

  • Lieutenants will have administrative overview and oversight of positions currently being overseen by sergeants, while sergeants will continue to perform direct supervision and hands on training functions at the operational level.

Patrol Lieutenant

  • Supervises Sergeants and other employees assigned to division. Arranges for division employee selection, training, evaluation, and related actions. Recommends appointments, disciplinary actions, discharges, and assignment transfers. Evaluates performance; coaches and instructs as necessary; participates in training and completes related records.

  • Provides administrative overview and oversight for Crisis Negotiator, Tactical Team, Civil Disturbance Squad, Bike Patrol, Boat Patrol, Community Service Officers, Traffic Unit and towing company contracts.

  • Responsible for the administration of various department and community programs including DUI Task Force and Night of 1000 Stars, Traffic Safety Grants, Child Restraint Safety Training, Bike Rodeo's, liaison with the Traffic Safety Commission, traffic control requests (marathons, Military Family Support and Independence Day Fireworks Detail).

  • Responsible for scheduling of personnel on assigned shift, addressing complaints or cases to be investigated. Provides advice and instructions on situations requiring expertise of a manager, briefs and debriefs employees on shift activities and incidences.

  • Reviews reports of subordinates for accuracy and completeness and inspects uniforms and equipment.

  • Manages vehicle fleet and ancillary equipment; including purchasing, record keeping, maintenance and inspection programs, administers operations of substations, represents the department in meetings with internal and external stakeholder groups and administers related department programs, tasks, or policy issues as needed.

Support Services

Administrative Lieutenant

  • Supervises employees in the Support Services Unit, including but not limited to, Administration/Training Sergeant, Crime Prevention, Contract Officers, Facilities, IS, Quartermaster, Volunteers, Explorers, building maintenance, supplies and Car Washers. Arranges for division employee selection, training, evaluation, and related actions. Recommends appointments, disciplinary actions, discharges, and assignment transfers. Evaluates performance; coaches and instructs as necessary; participates in training and completes related records.

  • Provides overview and oversight of programs such as Body Worn Camera (BWC), CISM, Firearms, Less Lethal, Drones and inventory of equipment (Portable radios, uniforms, etc).

  • Supervises the Administrative/Training Sergeant(s), the Customer Service Supervisor and other staff, and other functions as assigned by the Chief of Police or Deputy Chief.

  • Administers internal affairs operations; including conducting investigations of citizen complaints against officers, officer misconduct cases, use of force reviews, accident reviews, pre-hire investigations including background, polygraph, and psychological and/or other special investigations as needed.

  • Administers support services programs including Records, Crime Prevention, Evidence, Jail Management, Department Accreditation and maintenance of accreditation files, Department Policies and Procedures Manual, Department Training Program, Contract Officers, Sr. Patrol Program, Volunteers, Building Maintenance, Supplies, and Vehicle Cleaning.

  • Plans and coordinates emergency service activities for the Police Department and the City. Updates Emergency Plan as necessary and represents the City at meetings regarding emergency planning.

  • Represents the Department with the AGEIS User Group, IS User Group, and the Evergreen Gun Range. Administers related Department programs, tasks, or policy issues.

  • Participates in departmental policy research and developments. Composes drafts of manuals, policies, and other official documents for review and discussion.

  • Assists with administration, preparation, and management of grants for the department.

Investigations Lieutenant

  • Supervises employees assigned to the Investigations Unit, including but not limited to, Detectives, Community Response Unit (C.R.U.), Evidence Technician and Police Services Specialist. Arranges for division employee selection, training, evaluation, and related actions. Recommends appointments, disciplinary actions, discharges, and assignment transfers. Evaluates performance; coaches and instructs as necessary; participates in training and completes related records.

  • Develops pro-active enforcement programs to solve crimes, develops and maintains crime statistics for the Department. Monitors cases for completion rates, ensures cases are properly prepared for the Prosecutor, and administers seizure hearings. Maintains records and statistics on criminal activity, cases, and related law enforcement activities.

  • Administers Investigations Operations, reviews and monitor's work. Responsible for scheduling of personnel, coordinates investigations of major felony crimes, assigns tasks, oversees preparation of sufficient information for prosecution of violators of state and/or City laws, and works closely with prosecutor in presentation of case in court.

  • Supervises, the School Resource Officer Program, and other staff and functions as may be assigned by the Chief of Police.

  • Manage, supervise and/or assists with administration of Crime Prevention Programs, the Crime Prevention Officer, to include the Multi-housing Program, Community Academy's, scheduling the Roundtable Meetings (African American Leadership and Chief's Roundtable); National Night-out; Social media supervision and coordinate with Department members to continually up-date, work law enforcement tip lines; organize emphasis patrols for problem areas.

  • May serve as the Capital Metro Independent Investigation Team Lieutenant. Oversees detectives working under IIT. May act as the Public Information Officer for the Department/IIT in absence of the Detective Sergeant.

  • Represents the Department with the North Thurston Public Schools and administers related Department programs, tasks, special events, or policy issues as needed.

  • Performs background investigations of new employees.

QUALIFICATIONS

REQUIRED QUALIFICATIONS:

An Associate's DegreeANDsix (6) years of full-time continuous experience as a law enforcement officer with at least two (2) years of that experience at the rank of Sergeant with the Lacey Police Department

  • Must have skills and capabilities which demonstrate the ability to excel in the performance of the duties of this position and meet the knowledge and ability requirements identified below.

  • May have an equivalent number of credit/semester hours in lieu of Associates Degree.

  • May have a combination of experience, education and training that would provide the level of knowledge and ability required to substitute for the above.

PREFERRED QUALIFICATIONS:

  • Additional consideration will be given to college level education in law enforcement, public administration, or a related field and training related to command and leadership in the law enforcement field.

SPECIAL REQUIREMENTS OR LICENSE(S):

  • Must have graduated from an accredited law enforcement academy in Washington State or an equivalent academy in another state with a passing score on the Washington State equivalency examination within 12 months of hire.

  • Must have successfully completed law enforcement supervisory certification training per the requirements and timelines set forth in RCW 43.101.350.

  • Must pass pre-employment medical testing for the ability to perform the essential functions of the position and maintain a level of physical and mental fitness necessary to perform the essential functions of the position.

  • Must serve as a role model and inspiration to fellow officers to maintain high levels of fitness when working in the law enforcement profession.

  • Must pass a testing process.

  • Must have a valid Washington State driver's license and a driving record acceptable to the City and the City's insurance carrier.

  • Verification of identity and United States work authorization must be complete as required by the Immigration Reform and Control Act.

  • Failure to obtain or maintain the mandatory qualifications within the specified time limits may be grounds for termination.
