The successful candidate may be offered a position as either the Police Fiscal Affairs Analyst or Police Fiscal Affairs Analyst, Senior. The salary range for the Police Fiscal Affairs Analyst is $24.90 - $28.63 hourly rate and for the Police Fiscal Affairs Analyst, Senior position is $28.82 - $33.15 hourly rate.

Summary of Duties: Under basic supervision, the Police Fiscal Affairs Analyst is responsible for providing support to the Police Fiscal Affairs Manager to maintain the Police Department's annual operating budgets. This will include, but is not limited to, having knowledge of, and reviewing all aspects of the Police Department's various budgets/spending and assisting with ensuring funding is available for Police Department needs and projects.

EXAMPLES OF ESSENTIAL JOB FUNCTIONS

  • Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Calculates, updates, and maintains the Traffic Safety Fund database.

  • Assists in the preparation of decision packages submitted with the Police budgets, and proofreads, enters, copies, and compiles budget notebooks.

  • Prepares quarterly budget reports for distribution to include a year-end budget report.

  • Reviews and verifies calculations for multiple Task Force Reimbursements, tracks requests, follows up when necessary to ensure reimbursement when appropriate.

  • Maintains and reconciles the Police fund balance spreadsheets for funds 11, 12, and 88.

  • Prepares spreadsheets for project tracking along with their funding source.

  • Prepares and responds to various emails, correspondence, and phone calls.

  • Assists the manager with maintaining budget spreadsheets and project/position cost analysis.

  • Maintains and reconciles the Police Equipment Replacement Fund.

  • Completes monthly billing and facility adjustments for the Plano-Richardson Training Center.

  • Assists with purchasing approvals when Police Fiscal Affairs Manager is unavailable.

  • Completes various audits of funds related to the Police Department (i.e., Employee Fund, Investigative Fund).

  • Collects, verifies, and enters payroll for the Quartermaster Unit (or any unit assigned to Fiscal Affairs as needed).

Marginal Duties:

Performs other duties as assigned.

Typical Decisions: Interprets budget expense and revenue reports to ensure appropriate resource management. The Police funding received from the state and federal government comes with their own rules and regulations on how the funding can be used, who has the authority to approve expenditures, and deadlines as to when the funding shall be used. This position must be well versed in the city of Plano's purchasing and accounting regulations along with the regulations required by the state and federal governments for utilization during their daily duties.

Additionally, since these are highly regulated funds we are routinely audited by the independent certified public accountants for the City's annual single audit and have been audited by the Department of Treasury. The Fiscal Affairs Analyst will not only have to reconcile and review their own work but will also be working with their manager and the auditors who will also be verifying the accuracy of their work.

Minimum Qualifications:

Knowledge of: Police operations and expenditure patterns; principles and methods of budget analysis; standard accounting processes and practices; standard office computer software including spreadsheet, word processing, and electronic mail.

Skill in: Researching, analyzing, compiling, and reporting a wide variety of data; preparing reports and projections; using the standard office software to include databases, spreadsheets, and word processing; planning and organizing workloads; ability to plan and organize workload and multiple projects to meet deadlines; communicating clearly both verbally and in writing. Some Excel experience is necessary.

Education: High school diploma or GED equivalent, Associate degree in accounting, finance, or related field preferred.

Experience: Two (2) years of accounting experience, which includes budget development and management. Prior experience working in a law enforcement environment is also preferred.

Skilled in using JD Edwards, and standard office software including databases, spreadsheets, and word processing.

Any work-related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements.

Licenses and Certifications: None.

Conditions of Employment: Must pass a drug test, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily an office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees may be required to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Distinguishing Characteristics: This is the advanced journey-level classification in the Fiscal Affairs Analyst series. The incumbent plans detailed methods to attain desired objectives working within established policy. Methods require use of initiatives and resourcefulness in developing processes and procedures. Works under indirect supervision, conferring with supervisor on unusual matters.
