Job Description Summary:

This position is providing communication services for the Department of Public Safety. The position provides communication services via the use of CCTV, Computer, telephone, two-way radio console. The position is responsible for monitoring all alarm, access and fire alarm systems for the complex.

Job Description:

45% Operates radio console consisting of numerous frequencies / talkgroups both with campus and area public safety agencies. Operates telephone system with 911, Direct line, and regular lines. Operates National and local computer systems in addition to department CAD system. Operates and monitors 2 fire alarm and detection systems, and 2 card access control systems. Redirects telephone and radio calls or dispatches officers via radio system for both emergency and non emergency situations.

30% Maintains 24-hour telephone/radio recording system. Monitors closed circuit TVs, 2 Burglary / Intrusion alarm system controllers. Activities observed or detected on these systems could require dispatcher to radio / send an officer to location. Dispatcher also handles walk-in questions, complaints, etc, frequently serving as the first contact from the Police department.

10% Transmits information over the radio net and receives or conveys information over the telephone in a professional and courteous manner. Answers calls within a reasonable timeframe in accordance with departmental policies. Keeps radio traffic brief. Employee will maintain compliance with departmental, Federal Communications Commission (FCC) and Criminal History Record Information (CHRI) regulations.

5% Participates in training opportunities to improve or enhance performance. Maintains any required certifications. Assist in training and review of work of trainees.

5% Maintains department issued equipment. Report damaged or faulty equipment to their supervisor as soon as possible; and prior to the end of their shift. Performs other duties as assigned.

5% The Communications Center is an area that falls under the auspices of the Kansas Bureau of Investigation Audit Unit which deals with the maintenance of Criminal History Record Information. Employee maintains compliance with CHRI regulations, daily. Maintains a working knowledge of formats required for various entries and queries.

Required Qualifications

  • High school diploma.

  • Two years experience in a Communications related field.

  • Free of any felony convictions.

  • Hearing that will allow normal radio and telephone conversation.

  • Vision that will allow reading and/or viewing of computer display terminals, maps, printouts and CCTV quickly and accurately.

  • Successfully complete testing for National Crime Information Center (NCIC) certification within six months of employment.

  • Successful recertification is required every two years.

  • Must submit to and successfully complete a background investigation and psychological examination.

Preferred Qualifications

  • Proficient computer skills

  • Fluent understanding of NCIC, NLETS, ALERT II.

  • Two years experience in a law enforcement or public safety call center environment.

Communication Center Operators simultaneously operate law enforcement multi-channel radio console, multi-line telephone, advanced life-safety systems (fire, security, access control) and, other computer and data base systems efficiently with a focus on strong customer service. Operators are responsible for receiving and disseminating routine and critical (emergency) information from various sources while maintaining radio contact with Federal Reserve Law Enforcement Officers (FRLEOs) to monitor response progress. May require performing duties in emergency or crisis without being relieved for extended periods of times.</p><p>Starting Salary Range: $36,000-$42,000</p><p>Key Activities:</p><ul><li><p>Answers, evaluates and prioritizes incoming telephone calls, effectively communicating with callers to obtain information needed to prioritize dispatching FRLEOs and/or communicating information with other Bank resources (facilities management, business continuity, etc.).</p></li><li><p>Dispatches FRLEOs to routine calls for service, emergencies, critical incidents and life-safety events.</p></li><li><p>Provides critical information (evacuation, medical instructions, etc.) to persons calling the Law Enforcement Communications Center.</p></li><li><p>Enters data into the Department Computer Aided Dispatch (CAD) / incident management software program; tracks and maintains locations of FRLEOs during an assigned shift.</p></li><li><p>Monitors and prioritizes critical life-safety alarm systems, radios and telephones, including fire, medical, intrusion detection, access control and suspicious activity from multiple Tenth District Federal Reserve facilities; also monitors severe weather alert systems, the Homeland Security and Federal Reserve System threat alert system.</p></li><li><p>Maintains close contact with FRLEOs and communicates with other law enforcement staff (including management) via radio, telephone or computer. May be responsible for communicating with FRLEOs at multiple Tenth District Federal Reserve locations during all or part of a shift.</p></li><li><p>Communicates with other criminal justice agencies, local fire/EMS departments in multiple metro areas within the Tenth District via telephone or radio to coordinate response to incidents involving FRELOs and Bank facilities.</p></li><li><p>Retrieves information from automated and hardcopy files/sources in response to queries from law enforcement and Bank staff, and other Federal Reserve Law Enforcement units.</p></li><li><p>Inputs, updates, requests, transmits and queries information from a variety of law enforcement data bases for information, wants/warrants, intelligence, driver's license and vehicle information, etc. Routinely operates the National Criminal Information Center (NCIC) system.</p></li><li><p>Reads/interprets maps, building layouts, basic fire system designs, etc. in order to provide direction or information to FRLEOs and external first responders, when applicable.</p></li><li><p>Prepares and distributes (radio, computer or hardcopy) urgent and routine law enforcement bulletins (BOLO) and information.</p></li><li><p>Creates and maintains dispatch and law enforcement activity logs in approved automated systems, including Computer Aided Dispatch (CAD) and Incident Management system.</p></li><li><p>Communicates in a clear, concise and calm manner on the radio, telephone and in-person during both routine and emergency situations; gives public address announcements in situations requiring building evacuations.</p></li><li><p>Assists in maintaining document storage and retrieval systems.</p></li><li><p>This position requires overtime work, including unscheduled overtime due to unanticipated staffing shortages from unscheduled absences or operational necessity, such as heightened Law Enforcement alerts. This position requires holiday, weekend, and shift work. This position is subject to shift changes/rotations, based on needs of the department.
