NATURE OF WORK
The Police and Community Support Specialist is a non-sworn professional position performing human services work for a caseload consisting of predominantly highly complex cases. Police and Community Support Specialist is an experienced "professional counselor" or "mental health counselor" who will provide mental health care to Sunrise Police Department police officers and residents. The employee in this position is trained to work with individuals, families, and groups in short-term treatment of mental, behavioral, and emotional problems and disorders. Additionally, services consist of crisis intervention, short-term counseling, advocacy, community outreach and education, and other social service assistance to officers and residents.
Examples of Duties
ESSENTIAL JOB FUNCTIONS
Determines best course of action and provides short-term crisis intervention services in emergency situations, such as, but not limited to: domestic violence, child abuse, sexual abuse, suicide, serious or fatal accidents, other cases involving emotional trauma, and assistance with hospitalizing emotionally disturbed or mentally ill persons.
Provides short-term individual and family counseling in situations involving domestic disputes, substance abuse, mental health issues, trauma, grief and loss, life transitions, adolescent and geriatric issues and provides resources and referrals for additional services and long-term assistance.
Ability to refer an officer or a community member to hospitalization or licensed treatment providers, as needed.
Independently follows-up on referrals from police officers, local schools, hospitals, and the general public and serves as a consultant to police officers regarding management of cases.
Provides a 24-hour, on-call emergency social service to officers in the field or community members as needed. Weekly hours will need to be adjusted accordingly for hours worked outside of the normal schedule.
Conducts assessments and interviews with clients, and possibly their families, and determines applicant eligibility for various services, referrals or benefits.
Facilitates support groups with clients and their families.
Maintains written confidential client records and confidential case file and provides all required documentation, as needed.
Prepares and maintains correspondence, case notes, narrative and program reports, and related documents using computer-based applications.
Interacts and communicates with immediate supervisor, other departmental supervisors and employees, other City personnel, clients/passengers, and the general public.
Maintains compliance with all applicable regulations, laws and statutes.
Assists in program activities and performs related duties, as required.
Assists the Victim Advocate in day-to-day activity as needed and 24-hour on-call Victim Advocate services as needed. To include but not limited to:
Access the situation at a crime scene or other traumatic scene to determine the physical, precise needs of the victim and family member.
Provide an intervention service for victims or family members associated with a crime scene or other traumatic scene. Service will be conducted at the scene or alternate locations.
Provide death notification to family members of a deceased victim.
Advise victims of their rights and options under the criminal justice system and Florida Law and intervenes on the victim's behalf with their employer or creditors explaining the circumstances of the crime.
Refer victims or family members to counseling by appropriate agencies or organizations.
Assist domestic violence victims in safely planning and obtaining restraining orders
Administration of the civil citation program
Requirements
EDUCATION
EXPERIENCE
Considerable full-time professional work experience in Human Services/Social Work field in one or more of the following areas: mental health, substance abuse, victim services, or family counseling.
Experience in conducting critical incident stress debriefings (CISD) highly desired.
Experience in criminal justice system preferred.
Bilingual (Spanish or Creole preferred.)
NECESSARY SPECIAL QUALIFICATIONS
Possession of a valid driver's license with acceptable driving record.
Must obtain a valid Florida driver's license prior to hire.

City-Paid Medical Benefits:
full-time employees and 66.66% of cost for Dependent/Family Coverage. Upon retirement and separation from City employment, employee receives a monthly stipend of $350 per month, applicable toward retiree health coverage.
Retirement:

Vesting = 10 Years
Normal Retirement Benefit = 2.5% of pensionable earnings for each year of
creditable service
Average Final Compensation (AFC) = 3 best consecutive earning years
Maximum Benefit = 80% of AFC, not to exceed $80,000.

Early Retirement = Age 57 and ten (10) years of creditable service, 3% annual reduction for each year prior to normal retirement age

Annual Leave:
Annual leave may be taken as earned after completion of (90) calendar days. Maximum accumulation each fiscal year is 290 hours. At time of resignation or retirement, employee is paid for all annual leave accrued at their current rate of pay. Annual leave is accrued based on continuous, full-time service with the City, as follows:

Annual Leave Cash Out:

Upon completion of (26) weeks of full-time employment with the City, employee shall be entitled to utilize up to five (5) floating holidays per fiscal year. Floating holidays shall not
carry over to the next fiscal year.

Sick Leave:
Each employee earns (96) hours (12 days) of sick leave annually with no waiting period for use and unlimited accrual. Upon separation of City employment due to resignation, employee shall receive payment of all accrued sick leave at a rate of twenty-five percent (25%) of the employee's current rate of pay at time of resignation. Upon separation of employment due to retirement, employee shall receive payment of all accrued sick leave at a rate of fifty percent (50%) of the employee's current rate of pay at the time of retirement.
Sick Leave Conversion:
After completion of one (1) year of continuous, full-time employment with the City, an employee may convert their unused portion of their first six (6) days (maximum of forty- eight (48) hours) of accrued sick leave into annual leave. Conversions are subject to the following: A minimum of 96 unused sick leave hours accrued prior to hours being converted, total eligible sick leave hours to be converted shall be reduced hour-for-hour by any sick leave hours utilized during the eligible benefit period, and conversion subject to annual leave accrual cap.
