PRIMARY FUNCTIONS

The position of Captain, under the general supervision of the Assistant Chief of Police and/or Chief of Police, plans, schedules, organizes, supervises, reviews and evaluates the activities of the Police Department through subordinate levels of supervision. This position is responsible for the day-to-day operational mission of the Police Department including development and implementation of departmental operation programs; the supervisory responsibility for the operation of an assigned division or unit and performance of related work as required.

Work is reviewed through conferences, reports, and evaluation of results. This is highly responsible, technical, and specialized work.

TYPICAL DUTIES AND RESPONSIBILITIES

Plans, directs, coordinates and evaluates the various activities of the New Haven Department of Police Services in its effort to accomplish the department's mission statement and goals. Supervises the operation of any assigned function, division or unit or shift as defined by the organizational chart.

Develops, implements and monitors department programs and activities and assists in formulating the goals, objectives, policies and priorities for enforcement activities and operations using a Community Policing philosophy. Responsible for problem solving in areas of responsibility to include but not limited to: personnel issues, staffing and deployment; crime trends; community concerns; and special events. Plans, schedules, organizes, assigns, reviews and evaluates the work of sworn and non-sworn staff.

Recognizes the need to create, modify and implement operational plans. Completes administrative duties such as daily paperwork and ensures administrative work of subordinate personnel is completed. Participates in daily, weekly, and monthly meetings with employees, supervisors, departments within the city and citizens as required or needed.

Establishes and maintains quality working relationships with other law enforcement jurisdictions, social service agencies and members of the community to promote and foster a positive public service image of the City of New Haven. Attends meetings with citizens' groups concerning crime-related activities and provides police service feedback and proper representation of the department. Communicates effectively with people from a variety of backgrounds.

Attends meetings and various training seminars and conferences as needed and required for job responsibilities. Maintains current training standards and promotes professional staff development. Represents the department on various committees, task forces and organizations.

Practices effective leadership principles. Performs all essential functions of a police officer at all times. Performs related work as required.

EDUCATION, QUALIFICATIONS & EXPERIENCE

Must have completed a minimum of two (2) years in grade as Police Lieutenant in the New Haven Police Department, as well as training and experience which provides for the following knowledge, abilities, and skills:

KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES

Knowledge of management and supervisory practices and principles. Knowledge of federal, State, and local laws and ordinances pertaining to police services.

Knowledge of laws of arrest, search and seizure, and evidence. Knowledge of practices and principles of criminal justice and crime prevention. Knowledge of Community Policing philosophies.

Knowledge of strategic planning methods with emphasis on services related to community policing. Knowledge of departmental procedures, general orders, and rules and regulations. Knowledge of City of New Haven policies.

Knowledge of Department Organizational Chart (structure) and staffing. Knowledge of modern police methods and procedures. Knowledge of Geography of the City Of New Haven.

Knowledge of Staffing needs and levels and specific job requirements. Knowledge of disciplinary procedures. Knowledge of provisions of current collective bargaining agreement.

Knowledge of department's current strategic plan including mission statement. Ability to control and direct dangerous and/or sensitive situations and perform effectively in emergency situations. Ability to develop daily division, unit, or shift goals and objections.

Ability to analyze and evaluate operations and develop and implement corrective action to resolve problems. Ability to monitor and evaluate program, project, division or unit effectiveness and efficiency. Ability to plan programs, details, and deployment.

Ability to maintain good order and discipline. Ability to communicate effectively both orally and in writing with diverse customers, employees (sworn and non-sworn), other agencies, public officials and the general public regarding criminal justice and crime prevention. Ability to establish and maintain effective working relationships.

Ability to deal firmly and courteously with people while respecting their rights and exercising considerable discretion. Ability to identify problems, gather and determine facts, integrate information, draw inferences and make recommendations. Ability to interpret department policies and procedures.

Ability to counsel subordinates. Ability to delegate work effectively. Ability to work independently.

Ability to manage time effectively. Ability to motivate employees. Ability to demonstrate leadership to employees, public officials, other agencies, customers and the general public.

NECESSARY SPECIAL REQUIREMENTS

Candidates for this classification must possess and maintain throughout their course of employment established physical, medical and psychological requirements. The physical, medical and psychological requirements for this classification are the same as for any classification of employee holding arrest powers.

Candidates must maintain all required certifications and licenses as established by Police Officers Standards and Training Council (P.O.S.T.). Open only to members of Elm City Local of the CT Alliance of City Police who satisfy minimum requirements. Must have completed a minimum of two (2) years in grade as Police Lieutenant in the New Haven Police Department.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This position is included in a collective bargaining agreement with Elm City Local of the CT Alliance of City Police, formerly Local 530, Council 15, American Federation of State, County and Municipal Employees, AFL-CIO. Bargaining agreements available to review HERE.

General Funded hires into this class are not covered by Social Security and will not pay Social Security taxes. They instead participate in the City Pension; the employee contribution rate is 12% of pay.
