DEFINITION
Under general supervision, performs parking enforcement activities; occasionally performs a variety of routine law enforcement activities, including serving subpoenas, fingerprinting, relieving at the complaint desk, and processing abandoned vehicles; performs other related duties as required. This is not a sworn Peace Officer position; no weapon will be authorized.
EXAMPLES OF DUTIES
Performs assigned duties relative to parking enforcement which are of a routine and limited nature, including enforcement of parking regulations, observes and marks parked cars, issues parking citations, contacts vehicle tow service for removal of cars parked illegally, and explains parking regulations to motorists. Other responsibilities include directing traffic, carrying out school security checks, police station security checks, and vacation checks, processes abandoned vehicles and animal complaints, handles transportation details, prepares reports of actions taken and unusual incidents observed; testifies in court when citations are contested; and fingerprints citizens.
MINIMUM QUALIFICATIONS
Ability to: Understand and follow verbal and written directions and Department rules and regulations; learn standard broadcasting procedures of a police radio; prepare clear and concise written reports; observe accurately and remember names, faces, numbers, incidents and places, think and act quickly in emergencies, interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.
Education: Graduation from high school or equivalent.
Experience: None required.
Age: Must be 18 years of age for entrance.
Physical: Have the physical strength, stamina, and agility adequate to perform all duties of a Police Assistant I.
License: Possession of a valid Class C California Driver's License.

I HEALTH & WELFARE
A. Section 125 Options
The City's monthly contribution towards the Cafeteria/Flexible Benefits wage supplement to those enrolled in the Teamsters Health & Welfare plan shall be:

From the Wage Supplement Dollars, employees must purchase the following qualified benefits:
City-sponsored dental/orthodontic insurance (if not selecting the Teamsters option). Effective 1/1/20 the premium will be $98.97.
City-sponsored life insurance ($50,000 effective 6/9/2008)
Monthly premium at the current coverage rate of $0.225 per $1K or $11.75.
Premium: $35.00 monthly
City Pays: $26.50 monthly per employee
Employee Pays: $ 8.50 monthly ($4.25 biweekly for 24 pay periods)
OPTIONAL
City agrees to offer the Teamsters Union, Local 856 Health and Welfare Packages, as an option available only to Union members.

IV TRAINING SUPPLEMENT - Police Assistants assigned to train other Police Department employees (including Police Assistants and Police Officers) shall receive one hour of compensatory time for each eight (8) hours of training and pro-rated after eight (8) hours of training, if applicable. The employee may elect to receive equivalent cash payment in lieu of compensatory time off.
V UNIFORM ALLOWANCE
Police Assistant: $800/year paid in equal installments of $30.77 per pay period.
Newly hired Police Assistants will be reimbursed for the initial purchase of two shirts, two pants, one jacket and one cap.
VI SHIFT TRADES
All requests must be submitted in writing by the employee to the Watch Commander on a prescribed D.C.P.D. form. Written determination of requests will be returned to the employee no later than 72 hours after receipt of initial request.
Requests received less than 72 hours prior to the actual trade being requested are considered "Emergency" requests and will be evaluated on a case-by-case basis.
All "pay backs" are to be made within 45 days of the original trade in the same time increments as the original trade. If the trade was for an 8-hour shift, it will be repaid in no less than two 4-hour increments.
VII SICK LEAVE - Full-time employees accrue sick leave at the rate of eight hours per month. The maximum payout is capped at 1,600 hours, and is paid out at 50% of the employee's hourly rate.
Employees hired on or after 7/1/20 shall not be eligible to cash out sick leave upon separation from employment.
VIII RETIREMENT
3% @ Age 60 for Classic Members Effective 01/01/2013; Third Level of 1959 Survivor Benefit, One Year Final compensation, annual cost of living allowance (3%); Credit for Unused Sick Leave, Pre-Retirement Optional Settlement 2 Death Benefit.
2% @ Age 62 for New Members Effective 01/01/2013; Three Year Final Compensation
Employer contribution: 37.916% (includes 7.596% bond) effective 07/01/23
Employee contribution: 8.00% for Classic Members or 8.00%* for New Members
Employees contribute 6.16% towards the employer share of the PERS contribution.
The City pays 0% of employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for employee to elect to have his or her mandated PERS member contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.
