GSS is one of the top ten largest programs in CSRA, providing visa processing services worldwide in 49 countries for the US Department of State. With a staff of over 600 people, this 10-year multi-billion dollar contract provides information services, fee collection, call center support, documentation delivery, greeters, and biometrics collection to embassies and consulates globally. Program includes ten task orders across North America, South America, Europe, and Africa, including subsidiaries in 40 countries and 22 CSRA buildings.

Responsible for the day-to-day operations of the core PMO services on GSS. Identifies and facilitates resolution of operational issues within the PMO. Coordinates project management techniques and controls in the areas of quality assurance, risk management and mitigation, financial management, subcontract terms and conditions, problem resolution, business case development, SLA management and other functions as required. Requires knowledge of project management (PMP preferred), government contracting processes, team-building and resource management, subcontractor management, business process implementation, standardization of complex processes across global markets.

Essential Job Functions:

  • Responsible for the oversight and delivery of call center and help desk services, quality assurance, training and process management, security and reporting/SLA management.

  • Directs and manages teams providing PMO services on GSS, including call center, help desk, quality assurance, training and process management, security and reporting/SLA management.

  • Provides leadership and communicates with PMO team to support business directives.

  • Works closely with IT Director and Regional Operations Managers to manage operational and application-related processes, procedures and policies.

  • Evaluates current, internal processes and maintains currency with industry trends and forecasts. Recommends and implements modifications and/or new processes to maintain competitiveness in the industry.

  • Supports business finance in short and long range forecasting for PMO budgeting.

  • Significant experience managing financials for $15+ M budgets.

  • Identifies and/or develops metrics to assess outsourcing effectiveness. Prepares reports and presents results as appropriate to senior management.

  • Provides leadership and work guidance to less experienced personnel.

DESIRED QUALIFICATIONS:

  • Analyzes business and technical processes to formulate and develop new and modified business processes and policies

  • Requires knowledge of computer system capabilities, business process outsourcing and systems implementation experience

  • BA or equivalent + 10 yrs related experience, or MA + 8 yrs related experience

  • Certified Project Management Professional (Preferred)

  • Strong organizational and time management skills

  • Strong communication, presentation and facilitation skills

  • Strong people management skills

  • Ability to conceptualize, design, develop and apply business and management consulting applications and services

  • Ability to strategically assess clients' business and identify improvement opportunities

  • Ability to define specific solutions within an abstract environment
