ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:

  • Works for the Building Official under the direct supervision of the Chief Plumbing Inspector, conducts Plumbing Plan review for compliance with the Florida Building Code and other State Statutes.

  • Consults with architects, engineers, general, specialty contractors and homeowners on building plan review, to effectively streamline the permitting process.

  • Performssystematicsiteinspectionsofskilledtradesworkfornewandexistingconstructionwithinthe City,to ensure compliance with allapplicable

City, State and

Federalcodeand regulatoryrequirements in the plumbing trade.

  • Verifiescompliancewithapprovedbuildingpermits,plansandspecifications;reviewsandapproves workofcompletedprojects.

  • Collaborateswithindependentcontractors and subcontractors,engineers,architectshomeowners,andinternaladministrativesupporttoensureallrequireddocumentationiscompletedandsubmittedforapprovalofrequestedpermitsandlicenses.

  • Readsandinterpretsblueprintsandspecificationsforconstruction plansand designs;reviews proposed plans for conformance to applicable codes and regulations.

  • Investigates complaints regarding alleged code violations; evaluates and identifies code violations and delineates corrective measures.

  • Identifies compliance problems and issues code violations; meets with violators and general public to explain and interpret applicable codes and advises violator of expected time frame to correct infraction; performs re-inspection to determine if corrections have been made to achievecompliance.

  • Reviews,maintainsandupdatesallfiles,documents,recordsandreportsofinspectionsactivitiesandfindings.

  • Communicates with Chief Plumbing Inspector and the Chief Building Officialon any plumbingproblems, code issues orregulatoryrequirementsthathavenotbeenresolved.

  • Maintainscurrent knowledgeof trendsandregulatorydevelopmentsfor applicationto functionalareasundercharge;attendsannualcontinuingeducationcoursesforre-certification.

  • Provides assistance and support to technical Inspectors with moderately complex issues.

  • Attends seminars and training courses to stay informed on new developments in the related field and to obtain current information of code changes.

  • Must effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.

  • Must establish and maintain effective and professional relationships with work colleagues, supervisors and managers.

The Requirements

EDUCATION/EXPERIENCE:

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Required:

High School Diploma or GED. Must possess a valid Florida Driver's License. Must be certified as required by the State of Florida, BCAIB as a Plumbing Plans Examiner and as a Plumbing Inspector. Engineers are exempt from BCAIB only. Must be certified by Board of Rules and Appeals and meet at least one of the following qualifications:

  • To be eligible for appointment as a Plumbing Plans Examiner, such person shall be certified as required by BCAIB as a Plumbing Plans Examiner and as a Plumbing Inspector. Engineers are exempt from BCAIB certification.

  • Such person shall be certified by BORA and shall meet at least one of the following qualifications:

  • An Engineer in the discipline requested and having practiced for a minimum of five (5) years within the State of Florida.

  • A Plumbing Inspector serving for a minimum of one (1) year for an AHJ or school board within the State of Florida and who complies with at least one (1) of the qualifications listed below.

  • An Engineer in the discipline requested.

  • Five (5) years construction experience in the plumbing discipline in a supervisory capacity and possess a Certificate of Competency as a Master Plumber or Plumbing Contractor.

  • Five (5) years construction experience in the plumbing discipline and five (5) years' experience as a Plumbing Inspector certified by BCAIB and possess a Certificate of Competency as a Master Plumber or Plumbing Contractor.

  • Seven (7) years construction experience in the plumbing discipline and possess a Certificate of Competency as a Journeyman Plumber.

  • Ten (10) years' experience as a Plumbing Inspector certified by BCAIB. A person with multi-discipline certifications can only be certified in one (1) discipline.

Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.

CERTIFICATES, LICENSES, REGISTRATIONS:

  • Each of the applicants shall possess a current Certificate of Competency as a Master Plumber or Plumbing Contractor issued by at least one of the following entities:

  • Florida Construction Industry Licensing Board

  • Broward County Central Examining Board of Plumbers

  • Miami-Dade County Construction Trades Qualifying Board, Block proctored, issued on or after January 1, 1968.

  • Florida Department of Business and Professional Regulation as an Engineer.

  • Valid Driver's License: With proof of automobile insurance

  • Background Check: Must have an acceptable background record

  • Driving Abstract: Must have an acceptable driving record

KNOWLEDGE, SKILLS, ABILITIES:

  • Skill in providing plans review oversight and recommending/developing modifications as necessary to ensure overall project compliance with applicable codes and regulatory standards

  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.

PHYSICAL DEMANDS:

Tasks involve the ability to exert light physical effort in sedentary to light work typically involving some combination of typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and that may involve some lifting, carrying, climbing ladders, pushing and/or pulling of objects and materials of light weight (5-25 pounds). Tasks may involve extended periods of time at a keyboard or workstation, and walking on roofs. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

WORK ENVIRONMENT:

Tasks are performed in outdoor and indoor environments. Due to the nature and non-specific location of the work environment, tasks include potential for intermittent exposure to disagreeable elements, e.g., heat, humidity, inclement weather. Some tasks include working in and around moving vehicles and building equipment/machinery, where heightened awareness to surroundings and observance of established safety precautions is essential in avoidance of injury or accidents.

The Examination

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Closed competitive positions are open only to employees while open competitive positions are open to anyone who meets the minimum qualifications for the position. Evidence of a GED test score is required if submitted for high school diploma. Applicants are responsible for clearly documenting work experience and/or providing all relevant information at the time of application. Additional information will not be accepted after the announcement closing date.

Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.

You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.

Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.

Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Additional Information

All successful applicants will be required to pass an extensive background which may include criminal history searches, driving history checks, credit report, courthouse searches, education verification, employment verification, professional license verification, or other search methods as deemed necessary for the position. In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.

EMPLOYMENT OF RELATIVES: The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees. Effective January 28, 2008, a relative may only be hired under the following additional conditions:

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;

  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;

  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.

As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
