Platform Engineer-Identity & Access Management

Hours: Full Time

Location: Richmond, VA

Automate and monitor identity and access management (IAM) processes to reduce administrative overhead and mitigate security risks.

Provide integration assistance for IAM and SSO to other platforms and services.

Work alongside business units to provide insight on integration solutions with our identity framework.

Assist in the design, implementation and support of the IMB's productivity and collaboration services, including Office 365 (email, team collaboration, IM/chat, video conferencing), telephony, contact center, and emergency notification services.

Assist in the design, implementation and support of the IMB's platform technologies and services, including IDM/authentication services (on-premise AD and Azure AD), EMM services (Intune, JAMF), and site hosting platforms (WPEngine, SharePoint, Heroku, etc.).

Assist in the design, implementation and support of the IMB's worldwide network, storage, server, backup/restore, and data center infrastructure and services, both on-premises and cloud-based (Azure).

Develop and support processes, procedures, policies, and best practices documentation for new and existing solutions.

Work with technology partners to implement solutions that support the business needs.

Support the business users by providing Tier-2/Tier-3 level support for infrastructure, platforms, and services.

Ensure the operation and high availability of the IMB's services and application environment, minimize downtime and unavailability, and resolve issues pertaining to performance.

Automate remediation and recovery processes that are needed to minimize/eliminate downtime.

Analyze platform failures and implement corrective processes/automation in place.

Monitor and test the environment to ensure extreme availability of all application components.

Use Rapid Application Development (RAD) techniques to build process flows and tools to assist team.

Work alongside partners and vendors to implement and support solutions and platforms.

Work with customer support teams to design solutions that optimize efforts to help our end users.


Bachelor's degree or equivalent education and IT experience.
3+ years in IT-related field preferred.

Experience with Identity and Access management solutions or processes.

Understanding of the identity life cycle from on boarding to off boarding.

Ability to understand multiple complex systems and develop integration solutions.

Knowledge of the application development life-cycle regarding site reliability, hosting infrastructure and connectivity issues, security, integrations, etc.

PowerShell or similar scripting language experience.

Experience in the following preferred:

IDM/Authentication services, including on-site AD, Azure AD, Cloudflare, identity integration (SAML/OAUTH)

Office 365 suite (Exchange Online, Sharepoint)

Unified communications and collaboration technologies (Teams, Cisco CallManager, Skype for Business)

Network, server, and storage infrastructure

Microsoft Windows Server

EMM service

Site hosting platforms (Azure App Services, WordPress, SharePoint, Heroku, IIS, etc.)

Github, Azure DevOps or related DevOps tools

Candidates should be self-motivated and collaborative IT professionals with a strong background in software development, systems administration and IT automation.

Ability to independently manage multiple concurrent activities and changing priorities.

Demonstrated problem solving skills and the ability to work collaboratively with other departments to resolve issues.

Possess excellent written and oral communication skills, toward technical and non-technical audiences.

Possess organizational skills with ability to develop a detailed work plan to ensure project success.

Ability to quickly learn and master new technologies.

Additional Preferred Qualifications:

Project management experience

Experience in 24x7 operations

Past experience with any DevOps processes

Hands on experience within the Datacenter and/or Cloud environments

Develops and implements strategic direction that affects project progression and achievement of goals, ensures allocation of resources and resolves resource constraints. Develops and implements department plans and is responsible for controlling resources and policy formation in the project/program management area focused specifically on identity and access management (IAM). Partners with Officer Level positions to ensure alignment with strategic direction. Is responsible for hiring, performance issues and appraisals, and pay reviews. Resolves critical issues and performs additional incidental duties as assigned. Position must have direct reports. Principal Duties and Responsibilities: * Provides senior level leadership to staff and management in the development, coordination and execution of completing critical business objectives and attaining goals of project/program management teams in support of large-scale programs. Establishes vision / strategy for responsible area and identifies the necessary underlying tactical plans required to accomplish the related objectives. * Oversees the implementation and on-going sustainability of strategic business and operational standards and goals to ensure optimal performance of department through efficient and effective operations. * Ensures the execution and adherence of policies, procedures and processes for National IT and further aligns strategies and activities with the business objectives and goals. * Establishes and maintains relationships to allow for effective ongoing communication with National IT and Reserve Bank management and business areas to integrate products, services and process improvements into business areas` strategic objectives and operations. * Reviews and recommends all policy changes/process improvements and ensures alignment with departmental goals and business/client needs. Proactively advocates changes for project/program management teams in support of large-scale programs, and/or operations with focus to improve/increase reliability, maximize performance, and reduce costs. * Provides guidance and counsel to Department Officers on divisional strategies and organization, leadership, and staff performance matters. Provides coaching, guidance and assistance to staff and managers. Responsible for ensuring staff development and is a key participant in management activities. Areas of activity include talent management through proper succession planning programs, training and development programs to help position staff for success, and more significant responsibilities to enhance employee knowledge and understanding of the Federal Reserve System and National IT. Ensures successful and consistent completion of all personnel actions (i.e., hiring, terminations, promotions, performance appraisal, and training). * Oversees department's resource management process with Department Officers.
