PLANT MANAGER

Position: Plant Manager

Location: Takoradi, Western Region, Ghana (West Africa)

Report Directly to: VP of Operations (MID)

Subordinate: Reliability Superintendents (3), Reliability Engineers (3), Operations Superintendent (1), Shift Charge Engineers (4), Operations Engineers (4), Operations Mechanics (4), HSE Associate (1), HSE Analyst (1) Finance & Administration Associate (1), Supply Chain Analyst (1)

Designation Level: Departmental Head

OBJECTIVE: The Plant Manager will be responsible for overseeing all aspects of our Natural Gas Liquids (NGL) Terminal’s operations: lead the team, maintain the facility, manage safety protocols, manage the budget, and ensure compliance with regulatory requirements to ensure the proper storage and exportation of NGL to clients while ensuring the highest standards of safety, environmental responsibility, and operational efficiency.

KEY RESPONSIBILITIES:

  • Operational Leadership: Provide strong leadership to the team to ensure the terminal operates efficiently and safely and ensure that maintenance plans are developed with the use of the CMMS.
  • Safety & Compliance: Establish and enforce safety protocols, operating procedures, and environmental regulations to maintain a safe and compliant facility.
  • Maintenance & Reliability: Implement a proactive maintenance program to maximize terminal uptime and equipment reliability.
  • Process Optimization: Continuously identify opportunities for process improvement, energy efficiency, and cost reduction.
  • Budget Management: Develop and manage the plant’s operational budget, including cost control and expenditure forecasting.
  • Emergency Response: Develop and maintain emergency response plans and ensure all staff are trained for effective response to incidents.
  • Reporting: Prepare regular reports for senior management and for the clients, detailing plant performance, safety, and compliance metrics.
  • Stakeholder Relations: Build and maintain positive relationships with regulatory authorities, local communities, and other stakeholders.


    ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC)

    • Assist the EPC Project Team during the Construction, Installation and Commissioning Phase:
      • Review principal construction drawings, P&ID, and commissioning checklists.
      • Review all Red Lines and As Built Drawings.
      • Make recommendations to the HSE Team to develop strategies to improve health, safety, and environmental standards at all production systems.
      • Supervise the completion of installation tasks during the construction phase, while ensuring adherence to industry regulations and company policies.
      • Ensure that warranty and punch list issues are effectively managed during construction and after commissioning of the NGL terminal.
      • o Ensure adherence with quality assurance and quality control (QAQC) standards.

        OPERATIONS & MAINTENANCE (OM)

  • Lead all operations related to the storage and export of natural gas liquids to foreign markets.

PROCUREMENT & LOGISTICS

  • Manage all Purchase and Service Order Agreements relating to the operations of the terminal.
  • Manage all Procurement & Logistic agreements for consumable and spare parts.
  • Ensure materials and spare are available for overhauls and mandatory inspections.

    FINANCE & COMPLIANCE

  • Work with the Finance department to optimize financial strategies and tax implications.
  • Develop financial targets for the operational systems in accordance with business needs and ensure successful implementation.
  • Comply with the agreed budget and inform if the budget is likely to increase.
  • Work with the Legal & Compliance department to ensure compliance with all corporate rules, local, and international regulations.

    ORGANIZATIONAL DEVELOPMENT

  • Supervise the team to execute assigned projects within deadlines and budget.
  • Develop and implement necessary measures to ensure flexible work practice and team building.
  • Carry out performance appraisals and development plans (including training) with subordinate staff.
  • Participate actively in the recruitment for the terminal.
  • Implement training and development program for staff in line with technical and business needs.
  • Coordinate the rotational schedule (on and off duty) of subordinate staff.

    QUALIFICATIONS:

    • BSc in Mechanical, Chemical, Electromechanical, Electrical, or Instrumentation & Control Engineering.
  • Master in Engineering, Business or Management is a plus.
  • Multicultural experience is preferred.

KNOWLEDGE & EXPERIENCE:

  • A minimum of 10+ years of experience in the oil & gas industry, specifically at gas processing plants and NGL export terminals.
  • A minimum of 8+ years of post-qualification experience and competence in the management and operations of NGL export terminals.
  • Familiarity with regulatory requirements for operating gas plants and terminals, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements.
