General Summary

Provides management expertise and oversight in the energy benchmarking, goal-setting, monitoring and verification of energy flows, training and communications, carbon footprint reduction initiatives, as well as scouting for new technologies and best practices. Manage CEP and supporting department's workload activities and employees, provide guidance to the O&M team in the preventative maintenance, operations, engineering systems improvements, equipment replacement, utilities usage, and long-term efficiencies.

Essential Duties and Responsibilities

  • Provide Energy Management expertise and energy benchmarking for the entire campus.

  • Effectively manages maintenance operations necessary to execute all scheduled maintenance and unscheduled maintenance events described in the project work scope with established regulatory requirements.

  • Responsible for assigning work orders and duties, and reviewing all corrective and preventative maintenance for proper documentation.

  • Provides guidance to the O&M team in the preventive maintenance, operations, engineering systems improvements, equipment replacement, utilities usage and long term efficiencies.

  • Investigate equipment failures and issues to diagnose faulty operation, and to make recommendations to Project Manager, O&M team and FM staff.

  • Coordinates on utility outages.

  • Manages and supervises work orders to ensure timely, accurate, and effective completion.

  • Solicits bids for maintenance work and oversees timely completion.

  • Serves as the preventative and corrective maintenance expert for the team to come to for guidance and direction.

  • Ensures conformance to contract requirements and reviews performance indicators to improve efficiency.

  • Analyzes monthly actions to include labor, expenditures, overtime and collaborates with the management team on areas of improvement.

  • Assist management team with communication between staff and the customer.

  • Ensures building files, drawings and maintenance records are kept up-to-date.

  • Performs frequent Quality Control (QC)/over the shoulder inspections, initiates, oversees, and documents corrective and preventative actions in support of the QC program.

  • Plans, manages, directs, and motivates assigned personnel and long-range activities, and ensures all programs and procedures are being properly implemented.

  • Coordinates on real property replacement/upgrade projects.

  • Responsible for on-the-job and ongoing training for all maintenance employees

  • Responsible for parts and materials needed for on time maintenance coordinates requisitions with the Purchasing Department.

  • Oversees performance of grounds maintenance daily activities.

  • Prepare monthly reports as assigned; review assigned service orders monthly to determine percent complete in order to invoice the government.

  • The EM shall be on site during the Government's regular working hours.

  • Manage other departments as required.

  • Other duties as assigned.

Knowledge, Experience and Skill Requirements

  • Knowledge of the proper repair and maintenance requirements for medical facilities, grounds and utilities.

  • Knowledgeable and skilled in the operation, repair and maintenance of HVAC, electrical, plumbing and mechanical, fire, and security systems.

  • Experienced with computer programs including all applications of Microsoft Suite, CMMS & BAS, DMLSS-FM.

  • Demonstrated capability to work in a dynamic, fast paced environment; Action oriented and able to handle multiple priorities at a time.

  • Effective oral and written communications skills; ability to read and understand blueprints

  • Strong problem-solving skills and experience in managing critical deadlines.

Licenses and Certification Required:

  • Certified Energy Manager (CEM) Certification

  • Experience in working with Building Automation Systems (BAS)

  • 5 years' experience in operations and maintenance, preferably in a hospital environment

  • 2 years' experience in supervision, and a minimum of experience of two trades.

  • High School Diploma or Higher Education

  • Valid Driver's License


  • Minimum of 2 years' experience in working with Building Energy Management Control Systems (EMCS) is desired.
  • OSHA 30-hour Safety

Work Environment

Work is performed indoors and outdoors in extreme heat and a full range of climatic weather conditions. Required to wear uncomfortable protective clothing and devices when working with hazardous chemicals. Subjected to hazardous gases, high pressure gases, hot liquids, dirt, dust, and oil/grease. Requires physical dexterity, standing, stooping, climbing, and lifting heavy objects to perform duties. Must be physically able to work on ladders, scaffolds, platforms, roofs and in cramped equipment rooms and other confined spaces.

  • Must be able to pass background check and obtain NALAC Security Clearance.

  • Excessive temperatures ranging from 10F to 120 F

  • Possible exposure to hazardous materials, requiring use of respirators and personal protective safety attire and equipment.

  • May require entering confined spaces such as ductwork, pits, and crawl spaces.

  • Lifting and carrying varies dependent on location of equipment up to 30-40ft height.

  • Ability to push 50 pounds (maintenance equipment); ability to lift minimum of 50 pounds (supplies and equipment)

They will be part of the plant leadership team and will provide input to the strategic plan and operations of the facility. This incumbent is also responsible for implementing, maintaining and modifying the plant's quality management system to improve business operating systems and to meet the requirements of customers and best practice audits. Essential Responsibilities and Duties: * Manage the plant quality control department and supervise the quality coworkers * Coordinate objectives with production procedures in cooperation with other plant managers to maximize product reliability and minimize costs. * Design, implement and direct the quality assurance program for the plant, including but not limited to plant management responsibilities, and, document and data control * Inspect of incoming purchased materials, work-in-process material, rework materials and finished goods. Assure the required level of quality through visual inspection, statistical sampling and laboratory testing of materials. Ascertain the reasons for nonconforming materials. * Control of customer supplied materials and nonconforming product/material * Establish/monitor/maintain statistical process control (SPC) programs. Advise and instruct local managers in utilization of SPC data * Maintain access to the Amcor corporate database that houses customer specifications and our established guidelines for achieving those requirements related to product safety, quality, legality, process and specification (Windchill and RealSPC or corporate approved equivalent software applications) * Provide consistent ongoing analysis of process capability (CPK) statistics. Determine, recommend, and assist in continuous improvement programs to meet plant/division quality objective and advise the plant manager of appropriate action plans. Suggest improvements in procedures and techniques to improve product and customer acceptance. * Establish/monitor and control hold for inspection (HFI) procedures to ensure nonconforming materials do not enter the production process and are properly identified and segregated. * Analyze quality control test results and provide feedback and interpretation to production management or staff. * Internal quality audits (housekeeping, Good Manufacturing Practices - GMP, etc.) Qualifications: * Education: Bachelor's Degree Engineering or a related technical field * 5 years' experience in a quality assurance role * Experience with ISO quality systems or AIB International, Inc. * Experience with AVID systems helpful. * Knowledge of SPC (statistical process control), various testing/ troubleshooting methods * Knowledge of the chemical composition, structure, and properties of substances and of the chemical processes and transformations that they undergo.
