The State of Connecticut, Department of Mental Health and Addiction Services (DMHAS) is seeking a Plant Facilities Engineer 2 to join their team.

DMHAS is a health care agency whose mission is to promote the overall health and wellness of persons with behavioral health needs through an integrated network of holistic, comprehensive, effective, and efficient services and supports that foster dignity, respect, and self-sufficiency in those we serve.

CVH is the largest of DMHAS facilities, and includes 17 inpatient units over two campuses (Middletown and Hartford). The hospital includes both a general psychiatry and addiction services units. CVH provides comprehensive inpatient and outpatient psychiatric care and substance abuse treatment, including treatment for pregnant women and persons with dual diagnoses. Specialty areas include geriatric and special services, an integrated network of comprehensive mental health services for older adults and young adult services. The facility also runs the Traumatic Brain Injury (TBI) program which addresses the needs of TBI survivors, including; reintegration into community living, independent living skills development, vocational and educational training, psychiatric, cognitive and neurological assessment and treatment, speech and physical rehabilitation as well as individual and family counseling.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Correction, Development Services, and Mental Health and Addiction Services this class is accountable for directing all physical plant operations.

EXAMPLES OF DUTIES

  • Directs the staff and operations of the physical plant;

  • Coordinates, plans and manages physical plant activities;

  • Formulates program goals and objectives;

  • Develops or assists in the development of related policy;

  • Interprets and administers pertinent laws;

  • Evaluates staff;

  • Prepares or assists in the preparation of the physical plant budget;

  • Maintains contacts with individuals both within and outside of the physical plant who might impact program activities;

  • Directs and coordinates maintenance shops on multi-trade projects;

  • Develops and maintains large-scale preventive maintenance programs;

  • Writes specifications and draws plans for minor capital improvement project;

  • Develops specifications for and requisitions maintenance equipment and supplies;

  • Maintains cost and estimate records;

  • Prepares budget and monitors use of allocated funds;

  • Serves as liaison between the agency and the Department of Administrative Services on major capital projects;

  • Leads the recruitment and hiring of staff, including outreach, interview and selection;

  • May serve as safety officer, OSHA compliance officer, energy coordinator and/or fire officer in accordance with agency needs;

  • May develop and administer security programs including training of security personnel;

  • May administer housekeeping operations;

  • Responds to emergencies on a twenty-four basis;

  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of

  • the methods, materials and equipment used in the maintenance, operation and repair of buildings and all utilities services and equipment;

  • relevant State and federal laws, statutes and regulations;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of technical experience in the maintenance and repair of large buildings and utility services.

NOTE: Experience performing technical duties within the maintenance trade area on a military base, aircraft carrier or large compound may be substituted for the General Experience on a year for year basis.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in a first-line supervisory capacity responsible for the direction of a large crew of trades workers, contractors or similar highly skilled maintenance specialists above the apprentice level.

Note, State employees:

  • For positions at the Department of Correction, this is interpreted at the level of a Plant Facilities Engineer 1
  • For all other agency positions, this is interpreted at the level of a Maintenance Supervisor 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in architecture, mechanical or electrical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a bachelor's degree.

PREFERRED QUALIFICATIONS

  • Experience as a mechanical engineer

  • Experience supervising staff

  • Experience managing competing demands and communicating with staff of multiple levels within an organization

  • Experience with mechanical and property management

  • Experience managing operations of multiple physical plant systems within a healthcare facility, including lock shop, power plant, garage (fleet of cars), electric shop, water plant, carpentry, HVAC, plumbing, and grounds/maintenance

  • Experience with Centers for Medicare and Medicaid Services (CMS) and Joint Commission hospitals standards

SPECIAL REQUIREMENTS

Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications.
