This position is responsible for maintaining the accuracy and proper accountability of cost accounting records and for providing financial support to the organization and the Channelview Plant. This includes daily presenting cost accounting financial information to financial and operations management; Assist with month end closing review variances, period costs, cost center reviews, balance sheet review, etc. Establish, monitor and analyze standard costs daily; Assist in the training and development of personnel in the understanding of standard costing and production variances; Participate in process improvement initiatives within the Channelview plant, departments and organization.

KEY RESPONSIBILITIES

  • Responsible for accurate production and inventory data review/report processing. Ensure achievement of corporate month-end reporting goals.

  • Responsible for accurate daily P&L reports, Operations reports, and production reports (labor and Material) at the Channelview Plant; provide organization and structure to the process.

  • Meet daily submittal of Plant Operation Reports (Daily P&L, Raw Material, Payroll Analysis, etc.) per site deadlines.

  • Ensure raw material receipts and reconciliation occurs daily. Physical inventory count monitored daily. Physical inventory witnessed for month end closing.

  • Weekly review of open/aging PO's and close or action those as needed.

  • Payroll completed and balanced daily. Processed via company database and software ADP, IFS).

  • Provide the administrative and accounting/financial support of all daily and monthly accounting functions for Channelview AP, AR, Inventory, Production, and Payroll. Support the plant manager and VP of Operations through direct involvement with plant operations. Ensure AR invoices and Credit Memos are processed as needed. Prepare month end revenue (AR) and Accruals.

  • Responsible for coordinating the monthly close in IFS ledger systems for the Channelview Plant including inventory, production and related functions. Responsible for the general ledger, account reconciliation and analysis for the inventory, production and related accounts functions and month end reporting as documented.

  • Prepare accurate reports to analyze trends, costs, revenues, financial commitments and obligations incurred to predict future revenues and expenses, forecasts and budgets. Gather and compile information pertaining to plant and product-line profitability. Assist with year-end activities: annual cost roll up, excess and obsolescence review.

  • Provide Bill 198 compliance and testing for the Channelview Plant. Provide documentation for audits as needed.

EDUCATION & MINIMUM REQUIREMENTS

Minimum of a Bachelors in Accounting, Finance or related discipline.

Minimum of 1-3 years of relevant experience.

CPA Eligible is a plus.

Oversees the operation of multiple water treatment facilities. Monitors and maintains equipment and the conveyance system, and reports malfunctions to expedite repairs. Monitors mechanical and chemical process in more than one location. Inspects and tests working conditions on all equipment. Compares readings on equipment and processes with established operational ranges to evaluate system performance. Initiates system changes within established guidelines to affect process control. Frequently performs simple chemical analysis to ensure proper chemical balances. Collects, analyzes and monitors data relevant to maintaining efficient water treatment operations. WORKING CONDITIONS The position requires lifting of heavy items of up to 60 pounds and/or walking on rough surfaces routinely and/or regular physical exertion such as climbing of ladders. This is a Department of Houston Public Works Emergency Management position at the Tier 1 Level. MINIMUM REQUIREMENTS MINIMUM EDUCATIONAL REQUIREMENTS Requires a high school diploma or GED certificate. MINIMUM EXPERIENCE REQUIREMENTS Two years of plant operation experience are required. MINIMUM LICENSE REQUIREMENTS Valid Driver License and compliance with the City of Houston's policy on driving (AP 2-2). Requires a valid Class "C" Water Operator's certificate appropriate to position location, such as surface water, groundwater, or distribution. PREFERENCES Preference will be given to the applicants who have experience entering data into computers, can read a key map, are familiar with Houston and are willing to take on supervisory duties in the absences of the supervisor. Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
