We have created a new position to lead and supervise a diverse and interdisciplinary team of permitting professionals in our?Technical Review Section of the Development Services Division. ?This team is responsible for conducting complex commercial and residential application reviews while innovating and inspiring new processes. ?Over the past year, we have been working to revamp our permit review process and adjust our organization to foster a more efficient workflow. We need your support and leadership with the implementation of the new processes, procedures, and guidance aimed at enhancing Pierce County's permitting operations.

How to be Successful in the Role:

Strong organization, technology, and communication skills, and the ability to foster teamwork and cultivate an environment of respect, trust, and equity, will be key. You will follow best practices for project management and have the ability to effectively supervise and support staff managing a high volume of work. Ideally, we want a candidate who is well-versed in applying the building code and is ready to lead a motivated group of professionals in delivering timely and reliable permitting services to the residents of Pierce County.

Throughout the training process, you will meet with the Assistant Building Official (ABO) regularly to discuss expectations and set goals for your team and learn the current policies and procedures, technology/software, and Pierce County Code. Pierce County offers professional development throughout your career to ensure your success and as a member of the PPW Expanded Management Team, you will complete the Bronze Leadership Program within your first two years.

Your Future in this Role:

You will work alongside the ABO, Building Official, and other division supervisors to meet department goals and support property owners through efficient permitting process and excellent customer service. Your work will directly impact your community and it offers a great foundation for future positions within the PPW Department and Pierce County.

Core Daily Responsibilities:

  • Support building and development plan review by providing oversight and guidance to other reviewers to resolve technical issues and handle customer inquiries.

  • Make recommendations to the Building Official for changes in ordinances and regulations governing the County permitting and building inspections programs.

  • Assist directly or indirectly with field inspections of damaged buildings in the event of a natural disaster or similar event; post notices; and secure property to prevent entry.

  • Present appeal cases to the Building Official and/or Hearing Examiner.

  • Confer with architects, engineers, designers, manufacturers, building owners, or contractors relative to their concerns with the permitting and code enforcement processes.

  • Recommend and assist in the implementation of division goals, objectives, practices, and procedures.

Qualifications

  • Seven years of relevant experience examining building plans for compliance.

  • Two years in a supervisory or lead capacity.

  • A bachelor's degree with major coursework in Architecture or Engineering, or registration as a licensed Architect or Professional Engineer may be substituted for up to four years of experience.

Licenses or Certifications Professional Certification is required in the following categories:

  • ICC Plans Examiner (Residential or Commercial)
  • ICC Mechanical (Plans Examiner or Inspector)
  • ICC or IAPMO Plumbing (Plans Examiner or Inspector)

Preferred Qualifications:

  • Additional I.C.C. certification as a Fire Inspector or Plans Examiner or Building Official is desirable. Must maintain all required certifications.

Our benefits:

Vacation (Annual Leave)

After approximately six months, employees receive six days of vacation leave.

Since we value your experience, the amount of vacation you can accrue increases the longer you work with us. Vacation accrues on a bi-weekly basis for full-time employees as follows:

During years 8-13, 20 Days

During years 14-18, 23 Days

During years 19, 24 Days

A maximum of 45 days may be carried from one year into the next.

Pro-Rated for Part-Time based on % of 1.0 FTE.

Military Leave:

Pierce County has a proud history of supporting the armed forces and provides members of the armed forces with up to 21 days paid military leave per state fiscal year.

Personal Holidays:

Paid personal holidays shall only accrue for those employees on County payroll as of January 1 of each year or the first work day following January 1 and must be taken during the calendar year in which it was accrued.

Furlough:

Some Pierce County employees may be designated to receive 10 "furlough" days per year in lieu of holidays. Furlough days are available for use on January 1 and must be scheduled and taken within the calendar year. Employees who leave employment with Pierce County must reimburse the employer for used furlough days based upon the number of remaining holidays.

Sick Leave:

Sick leave accrues on a bi-weekly basis, at the rate of one day per month.

Employees are eligible to enroll each year in a flexible spending plan, which enables them to use tax-deferred dollars toward their health care and dependent care expenses. Retirement and Deferred Compensation:

Pierce County employees are members of the State of Washington's Department of Retirement System (DRS) and depending on the position or previous DRS enrollment will be able to enroll in one of many programs DRS offers. Employees also have the ability to participate in the Nationwide Deferred Compensation Plan. This is a supplemental retirement savings program that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Social Security:

All Pierce County employees are covered by the federal Social Security and Medicare systems. The county and the employee pay an equal amount into the system.
