This is specialized, lead work in review of construction plans and specifications for compliance with County and State codes and ordinances related to building construction.Assists management and may oversee and supervise staff in the technical oversight of plan reviewprograms for both residential and commercial construction.

TOTAL COMPENSATION:$67,177 - $94,015 annually.Total compensation is anestimatebased upon base compensation, median retirement fund contributions, and current employer-paid health and related benefit contribution rates (including medical, dental, life insurance, long term disability, and leave). The actual total will vary depending upon each employee's enrollment choices.

Examples of Duties

Assist the Codes Administrator and Project Coordinators in the coordination and oversight of plan review technical activities and personnel; assist field staff in resolution of technical construction issues and review of construction plans; attend pre-application conferences; compose technical papers; coordinate plan reviews with other departments, agencies and staff; correspond with architects, contractors, engineers and property owners regarding code requirements and plan deficiencies; research and portions of varied plans; perform various special studies; research proposed alternate materials and methods of construction for conformance with applicable standards; review construction project and plat water plans, hydrant spacing, fire flows and addressing; review requests, acts upon applications and may inspect work relating to permits; review structural plans and specifications for conformance with building code loading requirements.

Advise staff on and help to write or establish changes in procedure or policy pertaining to construction plan review; assist the Codes Administrator in developing, managing, revising and administering codes and interpretations; research, compose and propose revisions or amendments to standard procedures, and adopted or proposed codes and ordinances.

Advise, review, and recommend acceptable alternatives and resolve conflicts with respect to construction issues to assure compliance; ensures the technical accuracy of work performed; analyze various plans and concepts for minimum code compliance; confer/correspond with architects, contractors, engineers and property owners regarding code requirements and project/plan deficiencies.

Assist customers, the public, staff, builders, developers, design professionals, citizens/citizen groups and/or agencies in general in their need to understand code requirements, ordinances, procedures, policies and practices as it pertains to construction plan review and processes.

Review technical, complex code related concepts and plans; examines and reviews plans and specifications to assure compliance with applicable codes and ordinances; evaluate structural calculations for snow, dead, live loads, wind seismic codes; recommends necessary changes to plans, calculations and specifications to obtain code compliance.

Determine the scope of the project, research related project files, and determine whether all required construction details are included in the application submittal for completeness.

Department representative at various hearings, deliberations, workshops, public meetings, and court hearings; testify as needed.

Exercise independent judgment with minimal supervision; duties and responsibilities include all aspects of construction and fire code plan review for residential, multifamily, commercial and industrial projects; supervise and/or participate in special/major projects.

Perform other related tasks such as prepare information and update various logs; research files/documents; respond to media requests for information/interviews; assign street addresses for incoming projects and for plats as needed; coordinate certain compliance actions as assigned; develop and/or use electronic production procedures using PC systems and programs; draft, implement and accomplish approved work programs; perform site visits for proposals when appropriate.

Assist legal counsel in construction code enforcement actions and appeals as needed; may attend court hearings and testify as appropriate.

Provide the public with information about pertinent codes and ordinances; make administrative and/or technical determinations under general supervision; directs the public to supervisory and/or other technical staff in more difficult interpretations; refers the public to other County departments as appropriate.

Maintain effective working relationships with supervisors, agencies, individuals and department employees.

Provide positive customer service; keep public areas clean.

Verify computer permit data is correct per the submittal documents.

Perform other related duties as required.

Minimum Requirements

TRAINING AND EXPERIENCE: All requirements of a Plans Examiner 2 and four (4) years of responsible experience in the various phases of building plan review or inspection work at a skill level equivalent to a Building and Planning Plans Examiner 2; or, substituting course work or training in plans examination, architecture or a related field for up to one (1) year of the experience.

LICENSE: Possession of a valid lawful driver's license at time of application and must be maintained throughout employment.

Possession of an ICC Commercial Plans Examiner and a Residential Plans Examiner Certification at time of appointment and maintain throughout employment, and one (1) additional certifications in a Commercial category within one year of acceptance of the position from the following:

  • ICC Mechanical Plans Examiner or Inspector
  • ICC Plumbing Plans Examiner or Inspector
  • ICC Fire Inspector I or II

Note: For all license requirements, ICBO Legacy Certifications sanctioned by ICC in the categories of Building Inspector, Mechanical Inspector, Plans Examiner, Uniform Fire Code Inspector, IAPMO Plumbing Inspector are considered the equivalent of: one (1) commercial and one (1) residential certification in the respective disciplines.
