Planning Technicians working within the Merit System are typically responsible for conducting land use, demographic, housing, employment, and other related surveys and studies to assist with planning and zoning determinations. Incumbents in this job class are also responsible for reviewing various plans and permit submittals. Such individuals act as a liaison to the community, contractors, and businesses and provide information regarding zoning and permits and other matters related to planning. Planning Technicians typically perform under the direction of a supervisor, and their work is reviewed for adherence to policies and procedures.

Minimum Qualifications:

  • Work experience reading maps and/or drawings (e.g., zoning maps, topographic maps, floodplain maps, site plans).

  • Experience performing clerical duties including filing, record keeping, and scheduling.

  • Experience working with the public (e.g., explaining rules and regulations, laws, handling customer complaints).

  • Experience operating computer programs and software (e.g., Microsoft Word, Microsoft Excel, Adobe, or comparable).

  • Driver's license.

Ideal/Preferred Qualifications:

Preferred Qualifications (PQs) are examples of experience and education considered to be highly desirable by hiring agencies.

  • One year of experience working in an office setting.

Typical Job Duties:

  • Communicates with various individuals (e.g., contractors, realtors, engineers, developers, general public, etc.) on the phone and in person in order to answer questions and explain ordinances relating to flood plain, zoning, signage, subdivision, etc.

  • Assists the Planners in the day-to-day activities relating to land development.

  • Reviews drawings, maps, surveys, applications to ensure compliance with departmental requirements and ordinances.

  • Performs administrative duties, including maintaining records and files, recording and dictating board meetings, and notifying agencies and citizens of hearings, approvals, recommendations, etc.

  • Reviews applications for various licenses and permits (e.g., subdivisions, rezoning, flood plains, business) in order to ensure accuracy and completeness.

  • Receives and reviews plans/drawings for compliance with the ordinances (e.g., zoning, subdivision, etc.).

  • Makes preliminary decisions on permit approval (e.g., fence, new home construction, floodplain, etc.) based upon information presented.

  • Prepares and sends memos/letters of results from BZA and Planning Commission meetings to various departments, the City Council and applicants.

  • Knowledge of laws, regulations, and ordinances pertaining to urban planning and land-use.

  • Knowledge of the routing process for building permits to direct citizens in the proper procedures.

Work Environment:

Work is conducted mostly indoors in an office setting, with periodic field visits to external indoor or outdoor locations. Work involves use of standard office equipment, such as computer, phone, copier, etc.

Physical Demands:

Job is primarily sedentary involving sitting for long periods of time, but may involve occasional walking or standing for brief periods. May involve occasional light lifting of items or objects weighing up to 25 lbs.
