The City of Lynchburg's Planning Division is seeking a Planning Technician to join our team! The Planning Technician performs administrative and technical work as an assistant to the Planning Division and other staff as needed/directed by the City Planner, by performing the following duties.

Essential Duties

TYPICAL SKILLS

  • Displays a high level of attention to detail to ensure quality work, double checks for accuracy, and corrects any errors or oversights

  • Utilizes excellent time management skills to effectively schedule/execute day-to-day tasks and track progress of projects

  • Strong communication and relationship-building skills to effectively interface with the public

  • Follows established processes to ensure that deadlines and details are not overlooked

  • Works independently when needed, taking the initiative to seek out information and learn in order to respond to citizen requests or questions

  • Executes a multitude of tasks successfully, and follows up as necessary to ensure completion

EXAMPLES OF DUTIES:

  • Provides support to various boards and commissions, such as Technical Review Committee (TRC), Historic Preservation Commission (HPC), and Planning Commission. Duties may include:
  • preparation, coordination and distribution of agendas, letters, schedules, public hearing items and follow-up information;
  • coordination of revised plans and plats;
  • creation and maintenance of office file systems;
  • ensure legal notices are advertised as required;
  • record, transcribe and maintain minutes of meetings; maintain attendance records;
  • prepare Council packets, including transmittal of packages to City Council; coordinates with developer/petitioners for plans, plats and other pertinent information to be available for Council meetings;
  • organize and coordinate transfer of agendas, reports and minutes for publication on departmental web page;

Assist citizens by telephone, email or in person with questions involving zoning classifications, fees for plans, information regarding historic districts and enterprise zones, proffers for properties, flood plain maps. etc.;Create and maintain files for Planning Division;Process Conditional Use Permits (CUP) and Rezoning files after Council action; coordinate and maintain computerized and hard copies of active records and files for all site plans, subdivisions, Conditional Use Permits and Rezonings;Serve as back up for other administrative duties for the department (i.e., retrieval and delivery of departmental mail, answering multi-line phone system, screening and directing calls and visitors to appropriate staff);Provide assistance to planners with database development, mass mailings and other duties as needed;Maintain up-to-date electronic forms database;Serve as back up Payroll Clerk.ADDITIONAL DUTIES AND RESPONSIBILITIESinclude the following:

  • Other duties to provide direct or indirect service to the citizens may be assigned.

  • When unusual situations occur and/or the City Manager declares a State of Emergency, all City employees may be required to accept special assignments and perform as needed to ensure appropriate service delivery.

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

Minimum Education and Experience Required

MINIMUM QUALIFICATIONS

Education and/or Experience

Associate's degree with knowledge of administrative work in a major municipal function, planning and geographic information systems; or equivalent combination of education and experience.

OTHER QUALIFICATIONS

Language Skills

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.

Mathematical Skills

Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.

Reasoning Ability

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.

Interpersonal Skills

Ability to use solid interpersonal skills, including conflict resolution skills, for work with citizens, suppliers, building and development professionals, and other employees.

Additional Requirements

CERTIFICATES, LICENSES, REGISTRATIONS

Virginia Notary Public

Must successfully complete IS100 and IS700 National Incident Management (NIMS) training within 90 days of employment. May also be required to complete higher levels of NIMS training as determined appropriate for the position.
