ADEM is committed to responding quickly to the needs of the citizens of Arkansas during times of disaster, whether it ne natural or man-made. All ADEM staff, regardless of position title, serve a role in the State Emergency Operations Center (SEOC)to aide in response efforts.

ROLES AND RESPONSIBILITIES: The working title of this position is an Exercise Program Coordinator within the Preparedness and Response Section. The successful applicant will be responsible for the following job functions.

1.Advise the Community Preparedness Branch Manager on all emergency management exercise matters and program recommendations.

2.Administer and train an all-hazard exercise program that adheres to the HSEEP principles.

3.Coordinated with agency leadership to design, conduct, and deliver all-hazard exercises based on Emergency Management goals and priorities.

4.Serve as a subject matter expert and provide guidance/support on all phases of the exercise planning cycle to include the design, development, conduct, post-exercise evaluation, and improvement plans.

5.Develops and maintain exercise tool-kits, situation manuals, exercise plans, evaluation guides, Master Scenario Events Lists (MSEL), etc.

6.Coordinate the development and implementation of the Integrated Preparedness Plan to include supporting documentation, assessments, and surveys.

7.Interfaces with all other programs and program staff within ADEM and other local, state, federal, and private sector partners, to include assessments to determine training and exercise needs.

8.This position requires ability to efficiently communicate verbally and written with emergency management partners and stakeholders; and understand the many tools, lessons learned, recommendations, best practices and other information to be successful.

9.Ensures all state and federal programs comply with all laws, regulations and policies.

PREFERRED QUALIFICATIONS: 1. Applicant should be able to demonstrate their knowledge and understanding of the Arkansas Division of Emergency Management mission.

2.Demonstrate leadership qualities, capable of promoting a professional team enviornment, and excellent customer service skills.

3.Applicant must be able to communicate and present information to stakeholders and agency leadership; ability to consult and provide technical assistance; and have knowledge of the National Response Framework, National Incident Management Systems, Incident Command System Principles, and the Homeland Security Exercise Evaluation Program (HSEEP).

4.Applicant must be able to comprehend, interpret, and apply regulations, procedures, and related emergency management information; ability to show and/or demonstrate knowledge and skills of gathering detailed information and summarizing this information into reports and communication to others; and have extensive knowledge of Microsoft Office products.

5.Able to obtain Master Exercise Practitioner (MEP) within five years.

6.Working knowledge of audio/visual and multimedia systems, ability to lift 75 lbs. and stand for extended periods of time.

7.Demonstrate a minimum of 40 hours of training in Adult Instructional Methodology; capable of successfully completing FEMA/EMI's E449/L449 Incident Command System Curricula Train the Trainer Certification or equivalent.

Summary

The Planning Specialist is responsible for researching, reviewing, and evaluating state programs. This position is governed by state and federal laws and agency/institution policy.

Functions

Researches and reviews applicable legislation and/or similar programs, analyzes data, and compiles information for use in the development of state plans and programs. Maintains and updates agency program plans, writes newsletters, brochures, and articles for publication, and provides information for news releases.

Monitors and evaluates the implementation of plans and programs to ensure compliance with program guidelines. Conducts and/or assists in presentations, at meetings and workshops, dealing with program related issues. May assist program participants in writing grant proposals and monitoring and approving grant activities and expenditures.

Serves as liaison to help establish working relationships between local, state, and federal agencies. Prepares and submits various activity and program-related reports. Performs other duties as assigned.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in business management or a related field; plus one year of experience in planning programs, grants processing, or a related field. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Additionally, employees are subject to random drug and alcohol tests as a condition of continued employment.

This position has a mandatory 6-month probationary period. This position also requires mandatory 5.50% contribution to the Arkansas Public Employees Retirement System.
