Position Description
POSITION OVERVIEW:
Manage projects and consultants in successful completion of planning projects conducted in Harris County Engineering Department including Harris County Transportation Plan, safety studies, multimodal transportation plans, resiliency plans, parks master plans, infrastructure needs assessments, neighborhood plans, impact studies of construction projects, performance measurement, etc.
Research and lead development of planning tools and datasets related to transportation planning, infrastructure needs assessments, and performance measurement related to Engineering Department.
Manage relationships with key stakeholders and conduct or participate in public engagement activities.
Prepare planning information and effectively communicate that information to external and internal audiences orally, in writing, and in presentations.
Work collaboratively with team, department, and county staff.
JOB DUTIES:
Lead planning projects that improve mobility, safety, multimodal connections, quality of life, parks and recreational amenities, infrastructure, and resiliency in Harris County.
Development of project scopes of work
Work with project teams including internal and/or external team members.
Data analysis using tools such as excel, ArcGIS, and other programs.
Development and/or review of report content and project recommendations.
Assist and coordinate on stakeholder and public involvement.
Development and management of project budget and timeline.
Work with consultant teams in implementation of planning projects.
Other duties as assigned, including special tasks involved in conducting planning and infrastructure needs assessments.

Experience:
Knowledge, Skill & Abilities (KSAs):
Experience in development of county, city, corridor, transportation plans, multimodal and access management plans, congestion management, safety, parks, resiliency, or bicycle-pedestrian plans.
Experience in project management contracts for transportation planning studies.
Experience with ArcGIS.
Strong communication and presentation skills.

Experience with stakeholder and public engagement.
Experience in presentations to committees.
American Institute of Certified Planners (AICP) Certification preferred.
General Information
Location:
Position Type and Typical Hours of Work:
Regular Full-Time.
Monday - Friday.
Eight (8) hours per day within normal core office hours with additional hours as required.
Must be available for on-call assignments 24/7 and early morning, weekend, and holidays, as required.
Responsible for Emergency Response operations to support Harris County in times of disasters in whatever.
Capacity is needed.
Salary:
Depends on Qualifications.
Based on 26 Pay Periods.
Employment may be contingent on passing a drug screen and meeting other standards.
