JOB SUMMARY:
Under general direction, manages the work of professional and technical personnel engaged in long-range and strategic planning, innovative project programming and implementation activities needed to carry out and ensure the department's work plan and city's policies and standards are met. Develops and implements transportation plans, develops, and implements innovative planning projects, programs, and services, develops budgets based on Council priorities, the department's work plan, and public input.
ESSENTIAL JOB FUNCTIONS:
Lead and direct the long range and strategic planning and programming activities associated with the department's work plan, including the city's comprehensive plan, strategic plans, local plans, transportation plans, neighborhood plans, special projects, ordinance revisions, zoning, platting, and miscellaneous reports, and research. Analyze and measure the effectiveness of resource allocations with respect to long and short-range objectives.
Hire, train, direct, and supervise the performance of a diverse team of professional, technical, and/or clerical employees to achieve division and department work objectives. Ability to lead organizational learning and improvement based on the establishment, tracking, and interpretation of performance measures.
Prepare strategic, business, and work plans reflecting Council priorities, public input, and
regulatory requirements to serve the needs of a diverse community. Ability to communicate plans and resource priorities to staff and community stakeholders. Ability to prepare and track complex budgets, financial reports for fiscal accountability, detailed analytics related to specific programs and projects and work progress indicators for purposes of periodic reporting and budget management.
OTHER JOB FUNCTIONS:
Develop and negotiate professional service agreements and contracts and monitor and manage the same.
Assemble, educate and guide the work of citizen staff, and technical advisory committees; ability to lead process improvement teams and internal training programs.
Serve as the Department's representative on interdepartmental projects; ability to prepare informal and formal staff reports and prepare and deliver oral and graphic presentations to the City Council, Planning and Zoning Commission, Zoning Board of Adjustment, and other groups as required.
Prepare highly technical reports on projects and services and to measure performance results against established goals and objectives.
MINIMUM QUALIFICATIONS:
Knowledge, Skills and Abilities Required:
Advanced knowledge of the fundamental principles, concepts, practices, and theories of urban planning, long range planning, strategic thinking and project management; including ability to train staff on same.
Knowledge and experience related to comprehensive and neighborhood planning principles, urban design/architecture, transportation planning
principles, economic development, finance, engineering, and/or GIS analysis.
Knowledge and experience related to professional service procurement, contract negotiation, and contract administration.
Knowledge of customer survey methods and analysis.
Knowledge and experience in human/public relations practices and techniques.
Knowledge and experience in budget development principles and procedures.
Skill in communicating both orally, graphically and in writing with persons both inside and outside the organization.
Ability to prepare analytical and feasibility reports.
Ability to build and assemble project teams representing all affected stakeholders.
Ability to effectively coordinate and supervise the work of professional and technical personnel.
Ability to conduct technical research/benchmarking and present findings in a clear and concise manner.
Ability to work independently on multiple projects under minimal supervision.
Ability to develop alternate solutions to problems, evaluate courses of action and make decisions.
Ability to operate a personal computer, project management and graphic design related software packages.
Ability to perform a variety of physical skills including, but not limited to, lifting, seeing, typing, writing and
entering data on a personal computer.
