Under general direction, is responsible for performing a variety of complex level planning work related to community development/reinvestment and housing policy, including directing and coordinating municipal planning programs and projects, researching, analyzing and interpreting data. Exercises functional supervision over assigned staff.

This position is a "grant funded" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject at-will employment status and can be terminated at any time for any reason.

Essential Job Functions:

  • Provides staff support for boards and commissions tied to housing policy such as the Mayor's Housing Policy Task Force, Housing Commission and the San Antonio Housing Trust.

  • Provides staff for the Request for Applications - Resolutions of Support or No Objection process for Texas Department of Housing and Community Affairs Low Income Housing Tax Credit applications.

  • Provides staff support for the development of affordable housing policies.

  • Responsible for developing maps utilizing Geographic Information Systems (GIS) for departmental use.

  • Plans, organizes, coordinates and participates in major long-range or current municipal planning projects and activities.

  • Initiates complex planning studies, community development projects, development applications and reviews consultant proposals.

  • Reviews and processes plan amendments, rezonings, annexations, site plans and plats.

  • Develops project budgets, administers bidding process and verifies contract expenditures and compliance.

  • Oversees field inspections to gather data relevant to development review process and to verify development projects comply with approved plans.

  • Conducts research and prepares statistical reports on land use, physical, social and economic issues.

  • Provides professional planning assistance to member communities on varied land use projects.

  • Evaluates and oversees preparation and reproduction of publications issued by the Planning Department.

  • Schedules and coordinates staff participation and attendance at public meetings.

  • Finalizes recommendations for other City Departments on planning or land development issues.

  • Performs related duties and fulfills responsibilities as required.

Job Requirements:

  • Bachelor's Degree from an accredited college or university.

  • Three (3) years increasingly responsible urban planning experience.

  • This position requires a valid Class "C" Texas Driver's License OR valid driver's license from another state with the ability to obtain a valid Class "C" Texas Driver's License within 30 days of becoming a Texas resident. Use of your own personal vehicle may at time be required and proof of Liability Insurance will be required.


  • Master's Degree in Urban Planning or closely related field.

  • At least one (1) year of experience with ArcGIS.

Entry level annual salary is at a rate of $63,074.40 with additional consideration for directly related experience Primary Purpose: The Facilities Planner maintains assigned program areas of educational specifications and design guidelines for schools. Collaborates with Project Advisory Teams for each project to develop site-specific educational specifications that support the educational program at that campus. Works with construction managers and coordinators through the design and construction process to ensure the educational specifications are correctly interpreted and applied. Minimum Qualifications: Education/Certification: * Bachelor's Degree with (4) years experience; or * Sixty semester hours of college credit with architecture, engineering or construction emphasis and eight (8) years of experience in building design, construction and management; * Must have reliable transportation and have valid Texas driver's license and a good driving record. Responsible for assigned program areas on an ongoing basis and is considered the "expert" on those areas. Serves as an information resource on those program areas on all projects during planning and design. * Collaborates with principals and Project Advisory Teams to develop site-specific adaptations of district-wide educational specifications, incorporating feedback obtained in community meetings into the site-specific planning for each school. * Partners with construction managers and design teams from site-specific educational specifications (ed spec) development through construction documents phase of assigned projects to ensure that educational specifications concepts (program square footage, space adjacencies, room proportions, etc.) have been appropriately interpreted in the design, including reviews for compliance. * Reviews shop drawings and visits job sites for assigned projects periodically during the construction phase to ensure compliance with educational standards and to develop "lessons learned" for incorporation into standards updates. * Compiles project information, e.g. net square footage, gross square footage, capacity model, site size, list of play fields, etc. for the assigned projects and for other occupied campuses. * Oversee development of architectural design guidelines for educational and support facilities. * Presents information related to planning activities to internal and external stakeholders and engages them in the process. * Plans utilization of spaces and facilities consistent with requirements. * Performs other job related duties as assigned.
