GENERAL JOB DESCRIPTION

Perform moderate/medium-level professional level work in the field of current and/or long-range planning; provide information and assistance to developers, the business community and the public on planning, zoning, subdivisions, annexations, and development-related matters as well as on historic preservation, transportation and infrastructure planning and related matters. This position is more experienced and skilled than the entry-level Planner I.

PRIMARY DUTIES AND RESPONSIBILITIES

  • Reviews development applications for compliance with the Comprehensive Plan (Plan Cheyenne), and other relevant City and regional plans; meets with applicants; schedules hearings for applications; prepares staff reports; and provides technical and professional recommendations to Planning Commission, and City Council.

  • Performs complex and specialized professional planning activities; uses professional knowledge of planning and growth management theory, public policy, and land use law to complete and manage projects and development issues.

  • Serves as liaison and performs all necessary functions in support of boards, commissions, and committees, including the Planning Commission, Board of Adjustment, Historic Preservation Board, Urban Renewal Authority, and Brownfield Revolving Loan Committee

  • Participates in the work of staff responsible for providing long-range planning and development services, including management of planning programs and/or development projects, public communication, and review of development proposal and actions for consistency with the City's Unified Development Code (UDC), Comprehensive Plan (Plan Cheyenne), and other relevant City and regional plans.

  • Evaluates the effectiveness of the UDC as used for implementing the Comprehensive Plan goals, and develops updates as needed based on planning and development trends; administers the update/change process; researches and interprets laws, regulations, court decisions, general information regarding department planning and development activities and identifies needed changes and updates.

  • Researches and writes technical reports on development review, planning, and/or special projects as assigned, coordinates comments and reviews of other Agencies; prepares and seeks review of reports and staff reports pertaining to planning, zoning or development applications; presents reports to the Planning Commission, Board of Adjustment, and/or City Council, as required.

  • Researches and contributes to the writing of planning and zoning regulations, plan documents, subdivision regulations, ordinances, and/or other City codes; assists in the identification of needed changes and updates; researches and prepares changes to regulations and, with guidance from management, circulates these to affected staff members and attorneys for comment; and ensures accuracy of materials as required.

  • Prepares reports, evaluate proposals for compliance with UDC, Plan Cheyenne, and other relevant adopted City and regional plans. Communicates those actions effectively to management, Applicants, Plan stakeholders, Boards, Planning Commission, and City Council, and other Boards and Committees as appropriate.

  • Works beyond the assigned work schedule, as required, to complete assigned work and/or to participate in Planning Commission, Board of Adjustment, City Council and/or community meetings, which are typically held after normal work hours; and represents the Department in a variety of local, county, state and other meetings associated with assigned work tasks.

  • Assigns work to professional staff and ensures appropriate training is provided.

  • Supervises Planner Is and interns as assigned by the Senior Planner.

SECONDARY DUTIES AND RESPONSIBILITIES

  • Responds to public inquiries in a courteous manner; provide information with the area of assignments; resolve complaints in an efficient and timely manner.

  • With limited guidance from supervisor(s), responds to public or other inquiries relative to planning, development, zoning regulations, and ordinances.

  • With guidance from supervisor(s), prepares proposed City resolutions and ordinances; ensures the appropriate review of City resolutions and ordinances with the City Attorney's office and other affected staff; and ensures that publication deadlines and appropriate public hearing requirements are met for adoption of resolutions and ordinances.

  • Works with other City staff, as required, when reviewing permit applications and/or researching and preparing technical reports and revisions of City codes and regulations.

  • Monitors program compliance with laws, rules and regulations related to planning, development and related services; maintains awareness of new developments in the field of planning and development; incorporates new ideas and concepts as appropriate into programs and customer service delivery approaches and systems; and attends conferences, webinars and other training meetings to keep abreast of current trends in the profession; maintains records and develops reports concerning projects; maintains records for planning activities; maintains and archives reports and documents; and prepares statistical reports as needed.

  • Conducts site visits, sometimes in inclement weather, regarding Department-related applications, plans, and projects.

  • Delivers work products and services to team members, managers, and customers in a timely-fashion and within the work schedule.

  • Develops and implements civic engagement tools and programs.

  • With guidance from supervisors, serves as project manager for moderately complex planning programs, plan implementation projects and/or development applications.

  • Utilizes and maintains the department's permit software for development applications and approvals and keeps property files updated with pertinent development review paperwork.

Development (Current Planning):

  • Ensure appropriate staff review of development proposals and permit applications as appropriate; assist the Deputy Director with the plan intake process for land development including accepting plans, checking plans for completeness, and distributing plans and schedule to other departments and reviewing agencies.

  • Provides support to the Building Division during and after development approval and compares building plans with development permit plans.

  • Perform site inspections to ensure compliance with approved development plans.

  • Assists in code enforcement research and actions, as assigned.

  • Provides staff support for special projects and programs administered by the department, and may serve as a project manager, as assigned.

  • Assists with management of fiscal assurances for private construction of public improvements such as letters of credit and bonds.

  • Maintains systems and processes to ensure that all files, correspondence, reports, plans and other data or materials are maintained in an organized manner.

Long Range Planning

  • Serves as clerk to the Historic Preservation Board, Urban Renewal Authority, Brownfield Revolving Loan Committee and manages related funds.

  • Manages consultants, develops Requests for Proposals/Qualifications, coordinates consultant selection, oversees contracts and scopes of work, and responsible for administration of contract budgets.

  • Develops community outreach and participation efforts for long-range planning efforts; prepares and completes special projects, including researching regulatory approaches by other communities, locating technical ordinance language, reviewing federal and state environmental impact statements.

  • Prepares grant applications for Department projects and administers grants as assigned/necessary.

  • Manages development-related aspects of the City's permit tracking system, creates modules related to the Planning and Development Department and departments as assigned; trains employees and users to use the system; and evaluates system for needed changes and efficiency upgrades.

  • Maintains the department's database and graphic information system (GIS) for planning-related projects as assigned; develops reports concerning development trends and projects; maintains records for planning activities; maintains and archives reports and documents; and prepares statistical reports as needed.

  • Perform other duties and responsibilities as required.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of urban planning and development principles and practices and current, comprehensive and transportation planning principles and procedures. Ability to interpret and apply Federal, State, and local policies, laws and regulations and read and interpret laws underlying general plans, zoning, and land divisions.

  • Knowledge of word processing, including effective working knowledge of Microsoft Word, Excel, PowerPoint, and GIS.

  • Knowledge of current literature, information sources and research techniques in the field of planning and development. Knowledge of statistical, algebraic, or geometric knowledge and ability to apply such knowledge in practical situations.

  • Skills to clearly interpret planning and zoning programs and codes to the public.

  • Skills to perform professional level work in current planning including managing annexations, subdivisions, development plans and permits. Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.

  • Creative problem-solving skills to gather relevant information to solve vaguely defined practical problems.

  • Ability to multitask and maintain a course of action to timely completion.

  • Ability to create graphic designs, development strategies, and render site plans via sketches and/or computer graphics highly desirable.

  • Ability to understand and carry out oral and written directions and communicate clearly and concisely, both orally and in writing.

  • Ability to respond to difficult and sensitive public inquiries and maintain good customer service practices.

  • Ability to establish and maintain cooperative and effective working relationships.

QUALIFICATIONS FOR THE JOB

Required:

Bachelor's degree in urban planning, architecture, community development, public administration, or closely related field and two to five years of experience.

Preferred:

Master's degree in urban planning, architecture, community development, public administration or closely related field and two years of experience.

PHYSICAL REQUIREMENTS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is required to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading, and writing. The employee is also required to maintain the physical condition necessary for operating assigned equipment, walking, standing, kneeling, repeated bending or sitting for prolonged periods of time and lifting to 30 pounds. Maintain mental capacity which allows the capability of making sound decisions demonstrating intellectual capabilities.

Working Environment:

Work closely with others in an office environment utilizing a computer and other office equipment. Must be able to operate personal computer and associated software for data entry and word processing, which may include repetitive motion for up to three hours per day. Irregular work hours and attendance of after-hours meetings.
