The Planner in Network Planning will plan and prepare implementation designs and drawings for construction of new, removal and rearrangement of existing network, access and customer premise elements for optimum utilization of communications facilities and equipment. The Planner analyzes traffic/capacity loads, available and existing lines/ports, forecasts projected traffic/growth to determine new, removal or rearrangements required. The Planner develops detailed, broad-gauge estimates of costs and initiates work authorization requests to engineering, directs work activities to ensure conformance with Planning guidelines and specifications utilizing stable or emerging platforms where requirements are specific and well defined, and requires basic understanding in one or more of the following categories:

  • Transport networks

  • MPLS and/or packet networks

  • Video networks

  • Wireless networks

  • VoIP networks

  • TDM data networks

  • Access networks

  • FTTP/FTTN designs

  • BBDLC network designs

  • Ethernet Services

  • Feeder/Distribution facilities

The Planner will closely collaborate with other members of the Technology organization to develop the overall technology, network architecture, roadmaps and vision. The Planner will incorporate and use data analytics to drive Long Term plans developed by Architecture, Solutions Development, Capacity Management, Strategic Initiatives, Emerging Technologies, and other stakeholder teams in Systems Support, Marketing, REO, Field and Operations.

The primary objective of the Planner role is to develop data-driven solutions and Long Term enterprise risk management approaches to support the Planning organization in developing

World-class network architectures, capital efficient network plans, and competitively performing networks.

Essential Functions and

  • Develop and implement planning decisions that will impact customer service

  • Manage, plan, and optimize company assets and floor space, power requirements, and cable routes within designated planning areas

  • Analyze and manage physical and logical resources of existing network capacity and incorporate high-level and/or detailed forecasts into meaningful network build plans.

  • Develop initiatives, quantify impact, and provide input to Network Planning's architectural plans & budgets.

  • Develop and implement planning decisions that will impact near term customer service

  • Formulate budget inputs and projections according to the business plan

  • Prepare inventory and reference charts and reports on system usage, system capacity, system quality, and system performance

Supervisory Responsibilities

This position has no supervisory responsibilities.


  • Technical expertise in different telecommunication solutions

  • In-depth working knowledge of Telephony concepts. (FTTP, FTTN, BDLC, MPLS, Ethernet Services, Optical Networks)

  • Extensive hands on experience in the planning, design, and implementation and optimization of Core/Edge/Access platforms and Operational Support Systems (OSS).

Education and/or Experience:

  • Bachelor's Degree in Electrical Engineering, Information Technology, Computer Science, Data Communications, Telecommunications, Computer Science, or three (3) years equivalent educational and/or professional experience.

  • Former Nortel NCDE, NCA, and/or other Nortel Voice Certifications highly desirable

  • Cisco CIPT, CCVP, CCIE (VOIP) certifications highly desirable

  • Alcatel-Lucent 3RP/SRA Service Routing certification highly desirable

Work experience:

  • Minimum three (3) years of professional experience in a large, diverse, multi-location WAN and Telecommunications environments in Engineering, Planning, Operations or Systems Support in Outside Plant, Inside Plant, or Network functional organizations.

  • Minimum three (3) years of hands-on experience with session/queue management, session border controllers, MPLS-based network elements, subscriber location servers, PSTN gateways, VOIP networks, unified/integrated messaging systems, OSP and Remote application network elements, Operational Support Systems or database experience.

  • Minimum one (1) year of work experience in leading a team-based environment on large-scale projects and networks.

Computer / Technical Skills or Experience:

Work experience in the design and operational deployment of the following:

(Candidates need not have experience in all technology areas).

  • Detailed knowledge of Ethernet, ATM, SDH/SONET, Frame Relay, Packet over SDH/SONET, WDM, wireless technologies, Access technologies (xDSL, FTTP), Layer 3 Traffic Engineering and L2 Traffic Management

  • IP routing protocols such as BGP, IS-IS, OSPF, IGP, IGRP, EIGRP and RIP and of signaling protocols such as RSVP-TE and LDP

  • VoIP Skills, including VoIP Equipment, SIP Protocols, Protocols and MGCP

  • IBM Blade Center w/ Border Control Point and Media Access Server

  • Genband G6/CS2000 family of products

  • Nortel 6616 NFS Firewalls

  • Class 5 Central Office Switches (5ESS, GTD-5, DMS100)

  • VOIP switches

  • Outside Plant (OSP) Components, including underground, direct buried, and pole applications.

  • Network elements associated with FTTP, FTTN, xPON, BDLC, TDM, Broadband services and other common network elements associated with customer applications.

  • Software and Hardware configuration of Session Border Controllers.

  • Extensive knowledge of SIP, MGCP, H.248, SS7, and traditional TDM signaling protocols (i.e. GR303).

  • Design, implementation, and management of the following:

  • Large multi-site enterprise deployments (Nortel, NEC, Cisco)

  • Hosted VOIP solutions

  • Media Servers

  • VOIP Server Farms

  • Unified Messaging Solutions

  • Peer-to-peer session management

  • Juniper ISG2000 Firewalls, Netscreen

  • Work may be performed a various locations under varying conditions.

Duties Summary Develops and maintains civil defense operational plans for the prevention and/or mitigation of major disasters and/or implementation of disaster response; coordinates the development and maintenance of disaster response plans required of State departments and county civil defense agencies; develops and conducts disaster operational readiness evaluation programs for State departments and counties; assists in the coordination of field operations upon implementation of disaster response plans; may coordinate and direct assistance programs following major disasters; and performs other related duties as assigned. This class is distinguished by its responsibility for the preparation and maintenance of major civil defense disaster plans involving nuclear war, natural and/or man-caused disasters. Such plans concern the prevention of disasters, the mitigation of major disasters, and/or the operational requirements to be implemented during and after major disasters. The work also includes evaluating disaster response plans prepared by State departments and county civil defense agencies, assisting in the coordination of field operations during disasters including operations of emergency operation centers, and providing staff support in the coordination and direction of public and individual assistance programs following major natural or man-caused disasters. This position is located in the Hawaii State Department of Defense and serves as the State Hazard Mitigation Officer (SHMO). This position performs oversight and management of the State Hazard Mitigation Plan preparation process, working with government agencies, private sector and volunteer organizations to identify, reduce, eliminate, or avoid the effects of natural, manmade or technological hazards. The SHMO is responsible for the implementation of the state's hazard mitigation strategy, planning and coordinating post disaster mitigation activities and the administration of the State Hazard Mitigation Assistance grants program. This position is the official representative of State government, primary point of contact with the Federal Emergency Management Agency (FEMA), other Federal agencies, and local government units in activities required under the Stafford Act (CFR 44, 201.2). DESIRABLE Qualifications: Experience: Two (2) years of professional experience working on hazard mitigation or disaster risk reduction programs and plans. Such experience should demonstrate knowledge of hazard mitigation in writing and executing including developing, maintaining and administering a State Multi-Hazard Mitigation Plan. This includes an understanding of strategies that can be implemented to reduce or eliminate long-term risk to human life and property from natural hazards. In addition, experience includes administering a federal grant program, including grant solicitation, development, monitoring and closeout, preferably experience with FEMA's Hazard Mitigation Assistance grant program. Duties preferred include mitigation program strategy development and implementation, and grant management and technical assistance in order to properly monitor and implement federal grant funding in compliance with grant requirements.
