Duties Summary

Conducts community planning projects; assists in the conduct, design, and development of major community planning projects through the analysis and application of social, economic, and physical data and reports; conducts or supervises research studies involving the collection and analysis of data for a phase or phases of a planning project; and performs other related duties as required.

There are two (2) immediate vacancies with the Planning Department:

  • One (1) full-time temporary vacancy not-to-exceed 12/02/2024 (noon) with the Planning Division
  • Planning Commissions Section in Hilo: Processes discretionary permit applications for consideration by Planning Commission and County Council. Research and analyze information, prepare background reports and recommendations, create visual presentations, and present applications to Planning Commission. Review and comment on reports from other agencies related to any Planning Department action. May be eligible to receive a $2,000 Recruitment Incentive. Conditions apply.
  • One (1) full-time permanent vacancy with the Planning Division
  • Coastal Planning Section in Hilo: Performs duties related to the issuance of coastal planning permits which may include making recommendations at public meetings to the planning commissions. Reviews and drafts planning documents related to environmental reviews, natural and coastal resources, coastal hazards, public access, historic preservation, and the like. Collaborates with county and state agencies, community groups, and the public. May be eligible to receive a $2,000 Recruitment Incentive. Conditions apply.

(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Examples of Duties

  • Assists in the design, development, and processing of developmental and general plans, involving present and future zoning, land use, housing, recreation, transportation, urban renewal, capital improvement program, and other planning areas.

  • Analyzes and utilizes social, economic, demographic, and physical data and reports and recommends proper zoning, land uses, building types, remedial course of action, etc.

  • Plans and supervises the conduct of data collection surveys necessary for sound planning.

  • Conducts analytical studies to establish standards of measurement relating to land use mixes, emerging patterns and trends, and other similar problems.

  • Supervises and participates in the preparation of technical reports and planning recommendations with charts, maps, graphs, etc. to support or illustrate plans.

  • Reviews and drafts legislation, ordinances, and rules in relation to the development of planning goals and programs.

  • Interviews governmental and business officials for factual information, judgments, and opinions related to the assigned study.

  • Evaluates data on new concepts from technical journals, bulletins, books, etc. and prepares interpretive reports on their application to local situations.

  • Reviews and processes applications for various permits and approvals.

  • Responds to inquiries.

  • May act as liaison between the department and any community planning group involved in an assigned project; may conduct or facilitate meetings with community groups, other governmental agencies, and others regarding projects; prepares informational materials and follows up on inquiries.

  • Performs other related duties as assigned.

Minimum Qualification Requirements

Training and Experience:

A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree in urban planning, geography, architecture, engineering, economics, sociology, political science, public administration, or a related field(attach a copy of your official college transcript to your application), and
  • three (3) years of work experience in community planning, environmental planning, architecture, engineering, socio-economic research, land development, or related community planning activities, and
  • ability to travel independently to various geographic locations. This requirement may be fulfilled by the possession of a valid State of Hawai'i driver's license (Class 3), a valid comparable driver's license, or use of other means of transportation that meets position needs.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.

Knowledge of: the principles, practices, purposes, scope, and techniques of community planning; purpose, principles, trends, and practices in federal, state, and local planning; research methods and statistical preparations; general and technical research sources; state and local laws and ordinances relative to community planning; government organizations and functions; report writing; public relations; and personal computer operation and various software applications.

Ability to: understand and apply planning concepts and methods; understand the planning process and principles; read, comprehend, and analyzea broad range of subjects; collect, compile, correlate, and analyze facts and data, and draw sound conclusions;communicate effectively both orally and in writing;prepare clear and concise reports;prepare charts, graphs, and other presentations;conduct site inspections, field studies, and surveys around the island;operate desktop computers and peripheral equipment; conduct/facilitate training/meetings around the island of Hawai`i; and deal effectively and establish rapport with officials of government, private organizations, and the public.
