Major Functions

The County of Volusia is seeking an experienced Planner II for the Planning and Development Services Division. This position is located in DeLand, Florida, and will be responsible for gathering, analyzing, and presenting planning, environmental, and socio-economic information used to develop public policy and/or to support the Planning Division. All candidates applying for this position must have excellent writing, presentation and analytical skills; the ability to communicate effectively with staff, applicants, and the public, as well as elected and appointed officials. The candidate must be able to meet deadlines and manage multiple assignments and projects. Candidates must have a practical knowledge of planning practices, urban design principles, subdivision, and zoning regulations. Excellent customer service is a must, in keeping with Volusia County's customer service standards.

NOTE: Candidates will submit at least two reports that he/she presented to a Planning Board or City/County Council or Commission at the time of application.

  • Analyzesinformationanddata,andmakesestimatesandprojectionsbasedonthis information.

  • Conferswithappointedandelectedofficialsandseniorstafftodefineandeffectsolutions toplanningproblems.

  • Makes recommendations on rezoning, special exceptions, and variance requests.

  • Helps formulate land use goals, objectives, and policies.

  • Preparesstudiesandplansaspartof the Comprehensive PlanningProgram.

  • Reviewsandcritiquessiteplans,subdivisionlayouts,plannedunitdevelopments,etc.

  • Provides technical planning assistance to the County Council and various boards.

  • Preparesandpresentspublicinformation/educationprograms.

  • Maybeassignedtoothercountylocationsbaseduponoperationalneeds. Attendsworkonaregularandconsistentbasis.

  • Must adhere to Federal, State, County, and Local ordinances.

  • Respondstoemergencysituations.

  • Performs other duties as assigned.

Minimum Requirements

Master's degree in Planning or related field;orBachelor's degree in Planning or related field and two (2) years progressively responsible work in a public or private land development, zoning, or planning organization. A comparable amount of education, training, or experience may be substituted for the minimum experience.

  • Candidates who possess the American Institute of Certified Planners (AICP) certification are desirable.

Knowledge, Skills & Abilities

  • Demonstrates all knowledge, abilities and skills of the lower level.

  • Demonstrates strong knowledge of Microsoft Word and Adobe, or similar software.

  • Knowledge of subdivision and zoning regulations and how they affect long and short range planning.

  • Knowledge of various tools and resources available for gathering data.

  • Ability to analyze data and make estimates and projections based on available information.

  • Ability to formulate goals, objectives, and policies and prepare land use plans.

  • Ability to identify land use issues and solutions.

  • Ability to prepare and deliver oral presentations and write reports that are clearly understood.

  • Ability to comprehend complex concepts and communicate them effectively to others.

  • Ability to critique development plans to achieve better designs and to insure conformity with established policies, standards and requirements.

  • Ability to prepare and implement public information/education programs.

  • Ability to work under stressful conditions.

  • Ability to interact effectively with others.

  • Ability to provide great customer service.

  • Must be able to relocate to other county locations based upon operational needs.

Mental Demands:Ability to read and comprehend technical and professional journals, manuals, reports, abstracts, statistical data, and legal documents. Ability to perform general mathematical functions. Ability to write comprehensive reports relaying detail, data, and information. Ability to speak publicly. Ability to analyze data and develop conclusions.

Environmental Demands:Generally inside work.

Physical Demands:Sedentary work. Visual acuity (peripheral vision, depth perception) to operate motorized vehicles.

This position is located in DeLand, Florida, and will be responsible for coordinating the land development review process. Additional responsibilities will include but are not limited to supervising and training personnel, technical review of engineered drawings, facilitating problem-solving in the design process, and evaluating workflow and available technology for improvements in efficiency and accuracy. Candidates with knowledge of Public Land Survey System, Zoning and Land Development Regulations, and State of Florida growth management laws are highly preferable. The omission of specific duties does not exclude them from the position.) * Administers the Volusia County Land Development Code. * Receives all land development applications such as site plans, subdivisions, roadway improvements, and other "horizontal work". * Reviews applications for completeness. * Verifies that all technical data has been submitted. * Distributes applications, plans, and technical data to Development Review Committee members for their critique and review. * Establishes and maintains development tracking system to monitor status of applications and land development projects. * Prepares agendas and technical staff reports for the Development Review Committee. * Prepares and presents agenda items for County Council review regarding Development Review Committee recommendations. * Prepares correspondence to the developer regarding comments, revisions, and changes recommended by the Committee. * Maintains communications and serves as the primary point of contact between the County and developers. * Verifies that all fees are paid and all final inspections have passed. * Issues development orders and permits in accordance with applicable policies and procedures. * Performs related work as required. Minimum Requirements Bachelor's degree in Business Administration, Public Administration, planning or closely related field, and four (4) years of land development experience. A comparable amount of education, training, and experience may be substituted for the minimum requirements.
