Job Summary

Ensures compliance with City ordinances and codes by reviewing residential and commercial construction plans as well as coordinating administrative duties associated with permit techs. Under general direction, carries out all responsibilities in accordance with clearly established departmental policies & procedures, City codes and ordinances, and state and federal regulations. Interfaces extensively with external builders, engineers, architects, developers, and sub-contractors. Frequently interfaces with City management and other City employees.

Essential Job Functions and Other Important Duties

  • Review residential and commercial plans for compliance with city ordinances, model codes, and state and federal requirements; compile written reports of plan reviews.
  • Examines building plans for new construction, tenant finish outs, and remodels, and specifications of proposed building prior to the issuance of a building permit; discuss technical requirements of plans with engineers, contractors, builders or owners; computes square footage of buildings, estimates cost and determines occupant load.
  • Meets with construction permit applicants such as engineers, architects, contractors, builders and property owners in regard to the approval or disapproval of plans and to discuss proposed construction to determine compliance with the building, plumbing, mechanical and electrical codes; subdivision/ site plan and zoning ordinances related regulations and directives.
  • Reviews, explains and interprets the building code and regulations relative to the construction plans submitted; explains the methods of modifying plans submitted to comply with the building codes and regulations; and, gives advice to building inspectors.
  • Inspect for compliance and enforce the City's Zoning Ordinance, Sign Ordinance, and codes; communicate in writing with property owners.
  • Coordinates the distribution of plans to other agencies and checks to see that appropriate approvals from other agencies are obtained before releasing proposals for permit issuance.
  • Issue permits as necessary.
  • Prepare reports for Building Official and other City management as requested.
  • Other duties as assigned.

Job Qualifications

Formal Education:High School Diploma or equivalent.

Relatable Work Experience: 5 years' experience directly related to construction, plan review, construction inspection, or construction related education.

Training (Licenses(s) and/or Certification(s): Class C Texas Driver License; ICC Residential Plan Examiner R3, ICC Building Plans Examiner B3. Must attain a combination of at least 2 additional ICC Plan Examiner certifications within first year of employment.

Preferred Qualifications: Plumbing Plans Examiner, Mechanical Plans Examiner, Electrical Plans Examiner, Accessibility Inspector/Plans Examiner, Residential Energy Plans Examiner, Commercial Energy Plans Examiner.

Disclaimer: Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is define as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

Knowledge, Skills, and Abilities Needed:

  • Sound working knowledge of model codes, state and federal laws governing building construction.
  • Ability to establish and maintain professionally effective relationships with external public, vendors, internal management and non-management employees, and City and other government officials.
  • Excellent communication (verbal and written) skills; ability to effectively communicate technical information to varying audiences.
  • Ability to coordinate multiple tasks and deadlines.
  • Excellent organization skills, with ability to apply considerable attention to detail.
  • Ability to operate assigned City vehicles in accordance with safe and effective driving practices.

Environmental Factors and Other Physical Requirements:

  • Subject to sitting and standing to perform essential functions in an office environment.
  • Visual acuity, speech, and hearing; hand and eye coordination and manual dexterity necessary to operate office equipment.
  • Constant walking, climbing and wrist movements.
  • Frequent stooping, bending, kneeling, reaching overhead, and lifting between 25 and 35 lbs.
  • Vision must be correctable to 20/20.
  • Safe vehicle operation.
  • Regularly scheduled for 5-day, 40-hour workweek, Monday through Friday, or department's adopted time schedule; overtime occasionally required.
