DESCRIPTION The Plan Reviewer performs the full range of technical professional work in the review of building and construction plans for compliance with building codes and ordinances; to provide necessary corrections to bring plans up to code; and to provide other technical support to inspection and engineering staff.
DISTINGUISHING CHARACTERISTICS This is the journey level class in the Plan Reviewer series.
This class is distinguished by the full range of plan review work, the scope and magnitude of job responsibilities, and discretion in decision-making.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from the Building Official.
This position exercises no supervision.
EXAMPLES OF ESSENTIAL DUTIES Essential and other important responsibilities and duties may include, but are not limited to, the following: Review building plans for conformance to City codes and California Building Codes; ensure compliance with California Building Codes including handicap provisions, energy, mechanical and electrical codes.
Review test results from laboratories and consulting engineers; make field inspections as required; review engineering calculations; assist architects, engineers and developers regarding specific problems or questions.
Review and check residential and commercial building plans or related structures for conformance with City zoning requirements.
Assist individuals at the counter with technical questions or problems regarding anticipated construction projects.
Assist building inspection staff with technical code related problems.
Coordinate assigned activities with consultants, engineers, developers, contractors, other City departments and divisions, and with outside agencies; interpret various codes.
Maintain records of plans and related documents.
Calculate and determine a variety of fees for plan checks and permits; determine building valuations based upon established standards.
Perform related duties as assigned.
EXPERIENCE & TRAINING / LICENSE AND/OR CERTIFICATE Any combination of experience and training that would provide the required knowledge and abilities is qualifying.
A typical way to obtain the required knowledge and abilities would be:
One year of plan check experience or two years of journey level building inspection experience.
Training: Equivalent to an Associate degree from an accredited college or university in civil engineering, architecture, structural or building construction or inspection.
Possession of, or ability to obtain, a valid California driver's license and legally required vehicle insurance.
Must also be able to meet driving record standards set by the city's driving policy.
Possession of an ICBO or ICC certification as a plans examiner within six months of employment.
MINIMUM QUALIFICATIONS Knowledge of: Principles and practices of the Uniform Building, Plumbing, Mechanical, and Electrical Codes, and pertinent state and county codes and ordinances.
Approved building construction methods, materials, and proper inspection methods.
Principles of structural design, engineering mathematics, and soil engineering.
Legal procedures involved in enforcing building regulations.
Technical level principles and practices of civil and structural engineering.
Pertinent Federal, State, and local laws, codes and regulations.
Principles and procedures of record keeping.
Principles and practices of technical civil and structural engineering.
Pertinent Federal, State, and local laws, codes and regulations.
Principles and procedures of record keeping.
Ability to:
Analyze, interpret and check complex plans, specification, and calculations.
Interpret and apply related codes, laws, rules and regulations.
Understand and interpret routine engineering construction plans, specifications and other contract documents.
Prepare technical reports.
Communicate clearly and concisely, both orally and in writing.
Establish and maintain effective working relationships with those contacted in the course of work.
PHYSICAL AND MENTAL REQUIREMENTS: Mobility: frequent use of keyboard; frequent sitting and standing for long periods of time; occasional climbing, bending and squatting.
Lifting: frequently up to 10 pounds; occasionally up to 40 pounds.
Vision: constant use of overall vision; frequent reading and close-up work; occasional color and depth vision.
Dexterity: frequent repetitive motion; frequent writing; frequent grasping, holding, and reaching.
Hearing/Talking: frequent hearing and talking, in person and on the phone.
Emotional/Psychological: frequent decision-making and concentration; frequent public and/or coworker contact; occasional working alone.
Environmental: frequent exposure to noise.
Work is performed in a typical temperature controlled office environment subject to typical office noise and environment.
Positions may require occasional overtime; weekend work and travel is rare.
