DISTINGUISHING FEATURES OF THE CLASS:
This position is responsible for reviewing all proposed building plans for compliance with state and local building and zoning ordinances and construction codes. The incumbent works with builders, owners, architects, engineers and staff in obtaining compliance with all codes. The work includes coordinating inspection activities with inspectors regarding the issuance/approval of building permits and certificates of occupancy for alterations, additions or construction of private homes, low rise multiple dwellings and commercial buildings, etc. While the ability to exercise independent judgment and make independent decisions is required, general supervision is received from administrative personnel. General supervision may be exercised over assigned personnel. Does related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
Reviews and evaluates building plans, designs and applications;
Coordinates inspection activities and recommends the issuance of building permits and certificates of occupancy for alterations, additions or construction of private homes, multiple dwellings, commercial buildings, etc. in accordance with state and local building and zoning codes and ordinances;
Answers inquiries by telephone, in person or in writing;
Confers with and obtains necessary data from other City Departments, State and County agencies involved in the department's review process;
Meets with appropriate departments, Building Review Board officials and other City officials and provides technical information on building permit related matters;
Represents the department at Zoning Board of Appeals meetings, researches cases appearing before the Board and may provide expert witness testimony;
Participates in the inspection of building and construction projects and recommends the issuance of building permits, certificates of occupancy and certificates of completion;
Checks applications for appropriate insurance coverage such as liability, workmen's compensation, etc.;
Provides Counsel with technical data regarding cases of suspended or revoked permits, violations on applications, lawsuits, etc. that have been referred to them for legal action;
Prepares and maintains all necessary reports, documents, applications, etc.;
Prepares correspondence to respond to communication and inquiries received by the department;
Inspects fire damaged and vacant or dangerous buildings and structures;
Assists senior professional personnel in evaluating structural integrity of buildings;
May supervise the work of a small clerical/non-technical staff
May use computer applications software in the performance of the job.
FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Good knowledge of the principles and practices of civil and structural engineering as applied to the investigation, analysis and construction of all types of buildings;
Good knowledge of municipal zoning and construction codes and regulations;
Ability to read and analyze blueprints and plans;
Ability to understand and carry out complex oral and written directions;
Ability to present material both orally and in writing;
Ability to plan and layout the work of others;
Ability to establish and maintain cooperative relationships with public officials, contractors, owners, and general public;
Ability to effectively use computer applications software;
Resourcefulness;
Reliability;
Physical condition commensurate with the duties of the position.
MINIMUM QUALIFICATIONS: EITHER
A) Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor's Degree in Civil Engineering, Mechanical Engineering or Architecture and (2) years of engineering or construction experience which must have included the development of construction plans, building design or review of plans and/or blueprints; or
B) Graduation from a regionally accredited or New York State registered two year college or university with an Associate's Degree in Civil Engineering, Mechanical Engineering or Architecture and four (4) years of experience as described in (A), two (2) years of which must have included the development of construction plans, building design or review of plans and/or blueprints; or
C) An equivalent combination of education/training and experience as defined by the limits of (A) and (B).
SPECIAL REQUIREMENTS:
Possession of a Class D Driver's License valid in the State of New York State.
Possession of certification as a code official as a required by New York State Uniform Fire Prevention and Building Code Title 19, of the Official Compilation of Codes Rules and Regulations of the State of New York (NYCRR) within twelve (12) months of appointment.
