  • Classification Review

This position is currently undergoing review as part of a class study and therefore both the title and the pay range assigned may be subject to change upon completion of the study.

Under general supervision, to check building plans for compliance with building codes and ordinances; to issue, process, and approve building permits; to answer questions concerning code enforcement and structural requirements for the public, architects, and engineers; and to do related work as required.

SUPERVISION EXERCISED

May exercise technical and functional supervision over assigned staff.

Examples of Duties

Checks building plans for compliance with building codes and ordinances; identifies potential safety and structural failures, and alteration needs; calculates foundation, stress, square footage, and support requirements for plan checks; prepares lists of corrections for plans and specifications; explains and interprets applicable codes and ordinances for contractors and the general public; approves the issuance of building permits; may perform some field inspections to determine compliance with applicable codes and ordinances; responds to correspondence concerning building plans, specifications, and code compliance; maintains records and files; provides general information about structural and code requirements to interested individuals; works cooperatively with other departments; and keeps apprised of applicable ordinances related to departmental projects.

Employment Standards / Minimum Qualifications

Knowledgeof:

  • Make arithmetical calculations related to building plan checks and reviews. Maintain accurate records.

  • Maintain accurate records.

  • Explain building codes, ordinances, and permit requirements to contractors, developers, and the general public.

  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education & Training

Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

Experience:

Three (3) years of responsible work experience in building plan checking and building design review comparable to that of a Plan Checker I/II with Madera County, including at least one (1) year comparable to a Plan Checker II.

Training:

Equivalent to completion of sixty (60) semester units from an accredited college or university with major coursework in construction technology or a related field.

License or Certificate:

  • Possession of I.C.C. (International Code Council) certification as a Plans Examiner is desirable.

  • Possession of, or ability to obtain, an appropriate, valid driver's license.

Special Requirements:

Essential duties require the following physical skills and work environment:

Ability to work in a standard office environment including the ability to sit, stand, walk kneel crouch, stoop, squat, and lift 45 lbs.; some exposure to outdoors and confining work space; ability to travel to different sites and locations within the county; and ability to work non-traditional office hours, including occasional weekends and early morning through late night hours.

Application Process

The application review process will include screening to ensure applications are complete and meet all minimum qualifications. In addition to the application, the applicant is required to complete the Supplemental Questions to further evaluate their education, training and experience relative to the required knowledge and abilities for the position. Only qualified applicants, who pass the minimum qualifications review, will be invited to the examination process which may be administered by a written examination, oral interview, or any combination of qualifications appraisal determined by the Department of Human Resources to be appropriate. The Department of Human Resources will make reasonable accommodation in the examination process for disabled applicants. The examination will include an interview appraisal panel (100% weight), and a physical agility test (pass/fail). Passing score for the oral examination is 70% out of 100%.

Placement on Eligible List:

The Civil Service Commission may limit the number of qualified applicants eligible to participate in the examination process. If two or more candidates have the same total final score on an examination, they shall be ranked in order of their scores in that portion of the examination which has the greatest weight. The names of two or more eligible candidates having final ratings which are identical shall be grouped on the eligible list as tie names with equal rank for certification and appointment purposes.

Candidates who are successful in all phases of the examination process will be placed on an eligible list, in rank order based on a calculation of their total score from the examination process. The eligible list established by this recruitment will be active for a minimum of six (6) months or one (1) year, unless otherwise determined by the Director pursuant to section 6-4 (b) and may be extended for up to an additional year by the Commission.

PRE-EMPLOYMENT MEDICAL REQUIREMENTS:

As a condition of employment with the County of Madera, a candidate must submit to a Tuberculosis (TB) screening, and related follow up testing as necessary. Designated classifications* are also subject to a medical examination, which includes a review of medical history. TB screenings and medical exams are administered by the Madera County Public Health Department and/or health care professional designated by the County.

Designated classifications required to submit to an employment medical examination generally include those that are physical in nature or as may be required by law.
