Description
Job Summary / Purpose
Oversee the safe operation of the Golden Pass Pipeline. Responsible to drive Operational Excellence with regards to meeting our scheduled gas transportation volumes, developing contingency plans, efficient facility operations, MOC stewardship, and collaborating across the Golden Pass organization and with the Golden Pass Project Team surrounding Ops Readiness and OpCo work efforts. Responsible to ensure that regulatory compliance is being validated and stewarding to our license to operate. Responsible for the yearly Operations budget planning and stewardship process. The role is a DOT covered position (PHMSA).
Essential Duties / Functions
Responsible for verifying and validating that all Golden Pass Leadership Expectations are being met within the GPPL Operations and Maintenance Teams
Responsible for setting standards and define priorities within the GPPL O&M Team
Support employee development by providing new opportunities for Pipeline O&M FLS' to take the lead/ownership of Projects and institution of new programs
Mentor and supervise direct reports by providing leadership and administrative oversight
Responsible for leading daily Pipeline Operations Cross-Functional Team meetings. Outlining the daily expectations and setting work priorities when conflicts arise
Point of contact coordinating with the Project Team on Operational Readiness, providing O&M resource support for Commissioning and Start-Up activities, and supporting turnover and acceptance of newly constructed assets
Fulfill key responsibilities of the designated role within WMS, ensuring operational risks and being managed effectively
Development of emergency response contingency plans and activity implementation
Responsible to drive Operational Excellence within WMS (Work Management System), PSMS (Personnel Safety Management System) and in regards to Process Safety
Fulfill key responsibilities of designated role within the MOC system, ensuring processes are being followed, driving and reinforcing organizational behaviors and providing final signoff within the process
Ensuring that all Pipeline O&M Team members meet applicable Safety, Security, Health, and Environmental (SSH&E) requirements
Verify and validate that the Pipeline O&M function meets the expectations within the Golden Pass Management Systems, is in compliance with all Corporate, Local, and Legal requirements and Regulatory standards
Fulfill key responsibilities within the Emergency Response Team, and act at the Incident Commander (IC), if/when needed
Support and manage the team and functions within the budget, identify efficiencies, optimize process and production, and maintain compliance to the daily nominations, while looking for OPEX and continuous improvement efficiencies

Drive Safety Performance
Demonstrate leadership by driving safety performance and adherence to standards. Reinforcing the behaviors necessary to achieve zero "Life Altering Injuries" in support of the Golden Pass Personnel Safety Management System, while supporting the Pipeline organization in achieving our stated and committed to "Must Wins"
Lead by example in the use of safety tools to reduce personal and workforce risk tolerance
Be an active and visible presence in the field
Coach, mentor, and guide Pipeline O&M Team members in safety behaviors
Set monthly Target Areas for the Pipeline O&M Teams regarding Personnel Safety Management
Visible presence in the field to drive the verification & validation of safety expectations, and the utilization of work procedures and processes - driving accountability and setting standards
Support the team through the continuous reinforcement of our safety culture and safety behaviors; interventions, last minute risk assessments and utilization of supporting tools
Lead monthly Pipeline Safety Meetings, and establish pertinent content to support this effort
Operational Excellence
Set and communicate Pipeline business objectives and goals to the O&M Teams
Ownership of daily Pipeline Operations meetings; establishing priorities, identifying potential issues, defining required support, and setting operating priorities
Establish Pipeline Operations surveillance and reporting metrics to drive performance and efficiency, identify areas for improvement, and support projects and enhancement opportunities
Provide mentorship to all direct reports
Foster a culture of caring and support, while continuously driving the Pipeline O&M Team towards a mindset of continuous improvement
Business Unit Interface
Personnel
Approve Key Position training plans, overall site training programs, and competency gap mitigations efforts
Review and endorse the overall unit training programs and training plans
Implement job restrictions on FLS consistent with approved mitigations
Ensure personnel are available and qualified to meet the staffing needs during normal operations, off-shift times, weekends, rotational, and other special relief assignment situations
Qualifications

10+ years direct applicable experience:
Prior site operations experience; knowledge of Pipeline processes, practices, and procedures
Demonstrated leadership skills in being able to motivate, inspire, and drive team performance
Provide direct supervision for the Pipeline Operations Control Room and Field Team
Support/Advise Business Unit as necessary, to deliver Business Unit objectives
Demonstrated knowledge of the SSHE/WMS/GPMS/CIMS/FIMS requirements. Experience in the application of these management systems, including monitoring effectiveness and driving improvement
Knowledge of the safety and work permitting process and procedures, HAZOP Program, Incident Reporting, and Environmental Response
A reputation of setting high standards and promoting effective communication and strong teamwork across organizations - viewed as a strong, positive partner by Business Unit members
Ability to manage during a crisis situation and make decisions during an emergency
