This position is in the Maintenance & Operation Section of the Facility Management Service at the James J. Peters VA Medical Center in Bronx, New York. This position compliments the Plumbing Shop Supervisor and serves as a lead over several employees performing as Plumbers and Pipefitters. The work leader has responsibility toward the efficient operation of the Plumbing shop for the accomplishment of work orders or directions received from Plumbing and/or Maintenance & Operations supervision.

Duties

Major Duties:

  • Work leader improves efficiency by passing on to other Plumbers and Pipefitters, instructions received from the Plumbing Shop Supervisor.

  • Leads the repairs and maintenance of the campus plumbing building operations including water and sewage, air generating systems, mechanical, sprinkler, hydraulic and automated control systems which includes the use of subordinate worker, equipment, facilities, and materials on a week-to-week and/or month-to-month basis.

  • Assists the supervisor in establishing deadlines, priorities, and work sequences, including helping plan work assignments based on general work schedules, methods, and policies.

  • Discusses with the Supervisor the number of workers needed to accomplish specific projects assigned; assists the Supervisor in redirecting individual workers and resources to accomplish unanticipated work; informs higher level supervisors of the need to revise work schedules and re-estimates labor and other resources; and participates with the Plumbing supervisor in the initial planning of current and future work schedules (e.g., the need for overtime), budget requests, staffing needs; and estimates and recommendations as to scheduling projected work.

  • Work leader starts work by assigning the immediate tasks to individual members of the work group. Work leader also checks on work in progress, for compliance with procedures and regulations, and makes sure deadlines and schedules are met.

  • Makes the supervisor aware of work related problems such as excessive costs or low productivity and determines causes. The supervisor will then implement corrective actions within his/her authority to resolve work problems. The incumbent recommends solutions to staffing problems, work operations directed by other supervisors; and as required, engineering requirements.

  • The work leader has responsibility toward the efficient operation of the Plumbing shop for the accomplishment of work orders or directions received from Plumbing supervision and/or Maintenance & Operations supervision.

  • Work leader assist with the planning of overall leave schedule; determines training needs of subordinates and arranges for its accomplishment.

  • Maintains a current knowledge, and answers questions from other workers on procedures,

policies, written instructions, and other directives.

  • Exercises authority for technical direction, coordination, and oversight of trades and labor work programs, projects, and operations when such authority does not include either direct or indirect responsibility for supervising nonsupervisory workers in accomplishing the work involved.

  • Spot checks work in progress to ensure chain of supervision's intent is being met and conforms to regulatory compliance. Reports progress and issues to the supervisor as well as the need for resources to overcome obstacles.

  • Work leader assists the Plumbing supervisor by making timely decisions, readily understands complex issues and develops solutions that effectively address problems.

  • Ensures actions are timely, warranted and in accordance with merit practices/principles.

  • Motivates team members to perform at their best; leverages the unique talents of others to enhance organizational effectiveness.

  • Provides constructive feedback and encouragement as appropriate.

  • Maintains high standards for working conditions and ensures a safe and healthful work environment exists for all employees, by ensuring good housekeeping practices and adherence to proper safety procedures.

  • Shows support for safety and health programs, exercises safe practices, conducts Safety

meetings/instructional sessions as required. Accomplish 90% of organizations training and development objectives by end of Fiscal Year.

  • Work leader assists Plumbing supervisor by enforcing application of sound financial management principles. Aligns resources to accomplish key objectives and assigns clear accountability for achieving these objectives.

  • Applies organizational process improvements in all areas to enhance productivity and cost savings.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/27/2024.

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements/Working Conditions:

The employee is required to stand, stoop, bend, kneel, climb and work in tiring and uncomfortable positions. The employee works from ladders, scaffolding, and platforms where the systems and

equipment worked on are in hard-to-reach places. The employee handles, lifts, carries, and sets up parts and equipment that weigh up to 50 pounds. Occasionally items may weigh more than 50 pounds.

Plumbers usually work in tight spaces, typically indoors, but some may work outside, even in

poor weather conditions.
