Worcester Recovery Center and Hospital (WRCH) operated by the Department of Mental Health (DMH) is seeking an experienced, dynamic, innovative Physician who will serve as the Medical Clinic Director. The selected candidate will communicate vision, set performance objectives, and provide leadership to the Medical Services Department and staff clinicians in accordance with service needs, educational programs, business requirements and Medical Staff bylaws. Direct reports include Physicians, Physician Assistants, Nurse Practitioners, Nurse Manager and Dentist. The incumbent will be responsible for ensuring that medical services provide safe and high-quality care, appropriate educational programming, utilization review and performance improvement functions that are in compliance with Joint Commission and other regulatory standards.

WRCH is a Joint Commission accredited 320-bed recovery center and hospital that serves 290 adults and 30 adolescents through an innovative design and provides a state-of-the-art environment for patients and staff. 10 beds are dedicated to DMH's Inpatient Deaf MH Service. The hospital serves a diverse patient population from throughout Massachusetts and seeks staff able to meet the needs of our multi-cultural and multi-lingual population. DMH inpatient facilities promote recovery and resiliency and are integral to the continuum of care for all consumers across Massachusetts. Duties and Responsibilities (these duties are a general summary and not all inclusive):

  • Provides leadership, medical oversight, clinical supervision, and implementation of exceptional health care delivery systems for WRCH.

  • Serves as a senior member of hospitals' senior management team and an advisor to the CEO in policy and review setting, service, quality, budget management, clinical outcomes, patient safety and efficient practice.

  • Provides direct, ongoing medical care to patients on designated units; assumes medical coverage as needed for continuity of care at the Hospital.

  • Participates in the development of the medical activities budget, including staffing and support plan and equipment needs projection; ensure that departmental business and financial operations conform to Commonwealth purchasing and contract requirements.

  • Develops and implements departmental goals, plans, and standards consistent with the clinical, administrative, legal, and all Joint Commission, CMS, and DPH Health Care Quality standards.

  • Participates in WRCH leadership through committee work and chairs/participates in a variety of in-house and state-wide committees and workgroups (Admissions and Utilization Review).

  • Recommends qualifications for credentialing, job descriptions, and evaluation standards for all clinical staff; lead efforts to recruit physicians and mid-level providers in conjunction with Human Resources, contracts, and the CEO.

  • Supports Quality Improvement projects in medical services that are consistent with Joint Commission and CMS standards.

  • Serves as primary clinical liaison with other hospitals in the state system, DMH, and other patient referral sources.

  • Champions the quality of patient care services by monitoring, directing, and collaborating with departmental and hospital inter-disciplinary processes and functions that promote safety, timeliness, efficacy, collaboration, efficiency, and patient-centeredness of clinical service delivery.

  • Assesses and conducts all necessary medical procedures pursuant to WRCH protocols.

  • Liaises with external entities with which hospital business is conducted, including patient referral sources, public and non-profit clinical partners, professional organizations, academic programs, and community relations.

  • Chairs the Infection Control and Emergency Response Review Committees; supervises all aspects of the infection control program and oversees the Code Blue program.

  • Plans and monitors staffing activities, including hiring, evaluating, disciplinary actions, and continuing education initiatives; Create and foster an environment that encourages professional growth.

Required Qualifications:

  • Current and valid registration as a physician under the Massachusetts Board of Registration in Medicine.

  • Certification by the American Board of Medical Specialties in area of specialization.

  • Thorough knowledge of clinical medicine based on experience and training.

  • Ability to identify and respond to emergency situations throughout the campus.

  • Skilled in the referral of patients/staff to appropriate facilities as needed.

  • Demonstrated experience working with physicians, physician assistants, nurse practitioners, and other clinical staff.

  • Prior experience working effectively with patients with chronic or mental illness.

  • Knowledge of diagnostic and treatment methods and techniques used in the field of medicine

  • Demonstrated leadership role in a complex healthcare delivery system.

  • Visionary leader with the traits of an influencer which include being an educator, facilitator, communicator, negotiator, mentor, and a philosophy of collaboration and teamwork.

  • Capacity to adjust to changing situations to meet emergency or changing program requirements

  • General understanding of the factors, trends, and problems in providing medical care services and emergency services under extreme circumstances.

  • Familiarity and experience with process of TJC accreditation, CMS certification, QA review, and other hospital practice review processes.

  • Knowledge of credentialing process, delineation of clinical privileges and peer review.

  • An appreciation of the importance of the clinical team, and what patient care departments and operations brings to the patient care endeavor, and the strength of that clinical partnership.

  • Ability to develop and maintain effective working relationships with a variety of stakeholders and communicate complex information to various audiences.

  • Skilled in managing/supervising a diverse workforce including bargaining unit environment; ability to embrace diversity as a strategic advantage.

  • Proficiency in using and navigating electronic medical record system.

  • Strong written and oral communication skills, and proficiency in Microsoft Office applications including Excel, Outlook, and Word.

  • Given the population served, bilingual or multilingual fluency.

Minimum Entrance Requirements:

Applicants must have at least five years (5) of full-time or equivalent part-time, professional experience as a registered physician three years (3) of which must have been in a specialized field such as pediatrics, geriatrics, oncology, endocrinology, neurology or infectious disease.

Special Requirements:Current and valid registration as a physician under the Massachusetts Board of Registration in Medicine.

Must also be certified by the American Board of Medical Specialties in area of specialization.
