The Physician II works part time at the Rio Grande State Center (RGSC) OUTPATIENT ADULT MEDICAL Clinic (OPC) and flexible for someone in need of Work Life Balance close to South Padre Island. Under the direct supervision of the Chief of Medical Services or designee the OPC is looking for a flexible part-time Family or Internal Medicine Physician interested in serving the community patients by providing OUTPATIENT MEDICAL care to underserved people of the Rio Grande Valley.

The scheduled clinic services are provided as fast ½ day clinics of 8-10 patients between 8-5 Monday thru Friday with NO clinics on nights, weekends or Holidays. There is rotating Phone OnCall duties after hours that includes nights, weekends and Holidays for only the OUTPATIENT MEDICAL clinic patients. OUTPATIENT MEDICAL care is also coordinated via Phone or telehealth video services.

Most care is in-person with comprehensive medical histories with pertinent physical exam to provide assessments, diagnosis and treatments. Physicians documentation is paperless electronic documentation with order entry and e-prescribing of medications including controlled substances. The clinic serves primarily Hispanic patients and communication in Spanish is very helpful.

There is ONSITE Social Services, Phlebotomy for labs, Pharmacy and Radiology for Diagnostic X-rays, General Ultrasound (US) and Vascular US, Echocardiography and Diabetic Retinal Screens to facilitate services. Team based care is provided for same/next day services by walk-in triage with Nursing staff who work closely with each department to coordinate health care and referrals. On occasion may cover as designated clinical supervisor for the clinic's PA/ANP.

If interested may have preceptorship opportunity for clinical rotations of PA/ANP students, medical students, and Resident doctors. Will become an active member of the RGSC Medical Executive staff with monthly meeting participation. Will be included in the quality improvement processes and serve in a supportive role to meet the agency's obligation for disaster response and/or recovery or Continuity of Operations (COOP) activation as assigned.

Complies with/and is compliant with the current immunization policy. When needed, provides on-site medical treatment to HHS employees injured during the course of their employment. Essential Job Functions:

Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

Outpatient Clinic Medical Services:

Medical care services provided for patients of the OUTPATIENT clinic (OPC) in ½ clinic scheduled Mon thru Friday AM or PM blocks. Participates in the daily rotation for clinic triage walk ins and provides services to patients without appointments.

Performs Phone, Telehealth video, or In-person patient interviews, accurate medical histories, comprehensive or pertinent physical exam to provide diagnosis and treatments. Maintain accurate paperless electronic medical record documentation, order entry and e-prescribing of medications including controlled substances compliant with regulatory agencies. Communicates effectively with patients, explains results of labs and diagnostic tests and documents conversations.

Perform and documents general minor procedures including joint injections or wound care services. Provides medical decision making and justification for medical treatments and procedures within current up to date medical standards of care. Complies with immunization policies and implements CDC immunization Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned.

On call and Referrals services:

Responds in a timely manner to texts, phone calls, either during the day, after hours and on nights when on call and provides phone medical consultation services. Pertinent progress notes; documented in the electronic record in a timely manner identifying the patient's clinical problems correlated with specific orders and treatments. Generates and coordinate referrals to consultant specialists for patients and Post Hospital assessments and coordination of discharge care from the referral/contract hospitals.

Maintains an unrestricted, active Texas State Board of Medical Examiners License and all required CME. Attends scheduled staff meetings as required.

Comply with immunization policy and mandatory trainings required by employment. Abides by medical staff by laws, rules and regulations, and facility wide policies. Employee will participate and/or serve in role assigned by supervisor.

Participate in facility wide disaster plan and recall roster. Rarely may provide medical services for individuals of the mental health or state supported living center on campus.

Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:

Knowledge of principles and practices of up to date evidence based medical treatment related to comprehensive medical health care services.

Knowledge of accepted medical treatment and office procedures and preventive health care.

Knowledge of medical education and teaching principles and procedure techniques.

Knowledge of documentation for medical office billing and coding terminology, methods, and procedures.

Skilled in the use of medical diagnostics and treatment tools to perform physical examinations.

Skilled in typing documentation into electronic medical records and E-prescribing

Skilled in the use of Universal precaution and infection control practices.

Skilled in reviewing and interpreting laboratory and radiology reports.

Skilled in written and oral communication.

Skilled in using a personal computer, email, Microsoft Office, and office equipment.

Ability to provide patient care; to prepare and maintain records; to explain medical care.

Ability to view computer details and maintain current all electronic medical records and files.

Ability to work effectively with persons of various socioeconomic and developmental levels.

Ability to communicate, interact, and maintain effective working relationships.

Ability to exhibit cultural awareness and competency in dealing with diverse people.

Ability to bend, stoop and lift over 15 lbs.

Ability to sit for long periods of time to complete work.

Ability to communicate effectively and speak both English and Spanish.

Registration or Licensure Requirements:

Unrestricted Current Texas Medical License

Board Eligible in Internal Medicine or Family Medicine preferred.

Initial Selection Criteria:

Unrestricted current Texas Medical License;

Graduation from an accredited college of medicine with a degree as a medical doctor (MD) or osteopathic doctor (DO).

Successful completion of ONE year of an ACGME accredited Residency in Family or Internal Medicine.
