The Department of Public Health (DPH) is dedicated to the mission to prevent illness, injury and premature death, to assure access to high quality public health and health care services, and to promote wellness and health equity for all people in the Commonwealth. The goal of the Office of Population Health is to bring together resources across DPH and from external partners to utilize data to assess, determine, and define best practices that can drive evidence-based, outcomes-driven improvements in health and health equity for communities and populations in MA.

The Population Health Information Tool (PHIT) is an interactive, web-based data and reporting portal that will be launched in 2018. It provides a centralized resource to organize, manage and disseminate data from a wide array of sources using a health equity framework and visualizations to address the information needs of local and statewide stakeholders. The Population Health Information Tool integrates communication strategies and data across the Department to promote Departmental policy and programmatic goals.

Duties and Responsibilities:

Oversight and Coordination of Health Data Integration

  • Supports the regular release of the PHIT data interface.

  • Supports the continued incorporation of new datasets and updated data into PHIT.

  • Works with cross-bureau team to further develop Operations Manual, Governance Document, Data Use Agreements and other legal documents as necessary.

  • Negotiates with legal staff and data stewards across the department to expand what is included in PHIT.

  • Provides technical assistance where necessary, including: defining geographies to be incorporated into the system, assisting with epidemiological methods to define measures in system, reformatting data, working with developers and staff to ensure proper presentation of the data measures.

  • Meets with programs to ensure a thorough understanding of goals and objective and develop strategies that support their programmatic efforts.

Management of Day to Day Operations

  • Supervises PHIT staff including a front-end developer/DBA support, and epidemiologist.

  • Develops, documents, and monitors workflow of team members.

  • Continues coordination with programs throughout the fiscal year to ensure projects are on time and on budget.

  • Supports program staff on RFQ development for vendors. Review final RFQ documents and oversee vendor selection.

  • Complete annual EPRS in collaboration with staff and provides ongoing feedback in regular meetings.

  • Assists in writing and/or developing grant proposals, data and policy briefs, and other reports as needed for the Office of Population Health.

Oversight and Coordination of strategic efforts

  • Conducts outreach to build, support and maintain relationships with external and internal stakeholders; Represents OPH at various meetings in order to move program goals forward.

  • Develops presentations and talking points for other leadership to present on PHIT.

  • Participates in evaluation data collection and analysis, report quality control and review of any final publications or public releases.

  • Understands the Department's policy priorities and provides support for DPH staff to promote those priorities through data visualization and context development.

  • Develops and implements overall communication strategy for the PHIT, promoting policy and programmatic goals.

  • Supports Department staff during the development of data campaigns, and manages the approval process with the Commissioner's Office.

Manage PHIT Presentation of data, including the Social Determinants of Health

  • Ensures the messaging for PHIT aligns with the Department's mission of promoting wellness and health for all Massachusetts residents: Emphasizes a racial and health equity framework throughout data presentation.

  • Directs program staff on appropriate and effective data framing to reach their target audience(s).

Management of budget and reporting

  • Oversees compilation of required progress reports for funders.

  • Prepares reports, memoranda, etc. as requested, and reviews for completeness, accuracy and content.

  • Leads the preparation of spending plans.

Preferred Qualifications:

  • Familiarity with SAS, STATA, HTML, Javascript, SQL, Python and other data supporting languages is preferred.

  • At least five (5) years of experience in a management role.

  • Knowledge of the principles and practices of data systems development, including database administration, data visualizations, geographical information systems, and epidemiology.

  • Skilled in problem solving, consensus building, conflict resolution and team building.

  • Ability to identify risks and develop and apply logical and effective mitigation strategies.

  • Demonstrated strengths and experience in program development, analysis and evaluation.

  • Ability to establish credibility and be decisive; recognize and support organizational priorities.

  • Demonstrated ability to engage partners and a solid understanding of the formal and informal processes of individuals and groups collaborating.

  • Proven leadership, communication, strategic planning, project management, visionary, and interpersonal skills.

  • Confident and able to effectively engage stakeholders in challenging or deadline-oriented situations.

  • Proven ability to supervise, including the planning and assigning work according to the nature of the job to be accomplished.

  • Strong written and verbal communication skills with proficiency in Microsoft Office applications including Outlook, Word, PowerPoint and Excel.

The specialist will work with data stewards, data owners, and content experts across the Department to develop and maintain publicly accessible data visualization applications. The specialist will support the Office of Population Health's data initiatives. The primary responsibility of the specialist will be to support the PHIT initiative in its effort to serve as the primary hub for public health data available within the Department. Secondarily, the Data Visualization Specialist will support other initiatives within the Office of Population Health and across the Department. The specialist will be responsible for assisting with overseeing internal Departmental processes related to updating, creating, and controlling the quality of presentations and content development for the publicly accessible data products. This individual will also be responsible for providing guidance to programs throughout the Department on what data visualization tools are available and support for using them. This individual will be responsible for ensuring quality representation of the evidence base and data in order to maintain the highest quality of products. This will involve consulting with the PHIT Epidemiologist, dataset-specific data stewards and content experts department-wide. Duties and Responsibilities (these duties are a general summary and not all inclusive): Overarching Responsibilities * Supports the launch and maintenance of the PHIT data interface. * Serves as staff to PHIT Manager and, working with PHIT Epidemiologist, provides data visualization support to the Office of Population Health and staff working on PHIT. Technical Assistance / Support * Supports the Department's GIS analyst with various data-related tasks to ensure quality data presentation. * Assists PHIT Manager to expand data visualization capacity for PHIT and other Departmental initiatives. Website Development and Maintenance * Communicates with data stewards and data owners throughout the Department to ensure appropriate and informative data presentation. * Develops new and maintains existing data dashboards for Department priorities. * Develops webpages that incorporate Mass.gov's content management theming. * Participates in PHIT strategic planning to reflect current realities and prepare for future needs and priorities. Data Management Support * Supports the PHIT Data Base Administrator with basic data handling and database development. * Works with the PHIT Epidemiologist to support PHIT's evaluation, data presentation, and content development efforts.
