Contractor personnel shall perform a full range of duties consistent with their labor category, education, training, experience, clinical privileges (as applicable), and assigned position. General duties that apply to all personnel or across certain labor categories are given below. Duties that apply to all contractor personnel are as follows:

ROLES & RESPONSIBILITIES:

5.5.3.1.1. Maintain a level of productivity comparable with that of other individuals performing similar services.

5.5.3.1.2. Participate in peer review and performance improvement activities.

5.5.3.1.3. Practice aseptic techniques as necessary. Comply with infection control guidelines to include the proper handling, storage, and disposal of infectious wastes, and the use of universal precautions to prevent the spread of infection.

5.5.3.1.4. Function with an awareness and application of safety procedures.

5.5.3.1.5. Perform efficiently in emergency patient situations following established protocols, remaining calm, informing appropriate persons, and documenting events.

Anticipate potential problems/emergencies and make appropriate interventions. Notify supervisor, director, or other designated person regarding problems that the HCW is unable to manage.

5.5.3.1.6. Apply an awareness of legal issues in all aspects of patient care and strive to manage situations in a reduced risk manner.

5.5.3.1.7. Participate in the implementation of the Family Advocacy Program as directed. Participation shall include, but not be limited to, appropriate medical examination, documentation, and reporting.

5.5.3.1.8. Exercise awareness and sensitivity to patient/significant others' rights, as identified within the MTF.

5.5.3.1.9. Maintain an awareness of responsibility and accountability for own professional practice.

5.5.3.1.10. Participate in continuing education to meet own professional growth.

5.5.3.1.11. Attend and/or comply with all annual training classes required by the Command, to include but not limited to online annual training provided by the MTF: disaster training, infection control, Sexual Harassment, Bloodborne Pathogens, Fire and Safety, Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE), and all other required training.

5.5.3.1.12. Actively participate in the command's Performance Improvement Program. Participate in meetings to review and evaluate the care provided to patients, identify opportunities to improve the care delivered, and recommend corrective action when problems exist.

5.5.3.1.13. Participate in the provision of in-service training to clinic staff members. Provide training and/or direction as applicable to supporting government employees (e.g., hospital corpsmen, students, etc.).

5.5.3.1.14. Attend and participate in various meetings as directed.

5.5.3.1.15. Perform timely, accurate, and concise documentation of patient care.

5.5.3.1.16. Operate and manipulate automated systems such as CHCS, AHLTA, ADS, Essentris, MHS Genesis and Clinical Information System (CIS), participate in clinical staff Performance Improvement (PI) and Risk Management (RM) functions, as prescribed by the Commander.

Maintain DOD email account as directed. The HCW shall be responsive to all email and voicemail communications.

5.5.3.1.17. Maintain documentation of all treatment provided in accordance with clinic directives, and prepare such records and reports as may be required.

All records and reports must be legible. Abbreviations must be only those listed in local instructions.

5.5.3.2. Duties- Specific:

5.5.3.2.1. Pharmacy Technician. The HCW shall provide services within the scope of their competencies, the applicable duties provided in the basic contract, and the following:

5.5.3.2.1.1. Utilize pharmacy computer and robotic systems in accordance with MTF protocols.

5.5.3.2.1.2. Adhere to essential policies and procedures, including those relating to proper use of medications and the formulary.

5.5.3.2.1.3. As prescribed by pharmacists, the HCWs will fill outpatient prescription orders, perform narcotic breakout/vault duties, and inpatient pharmacy duties if needed based on current staffing levels and if HCW has successfully completed the Personnel Qualification Standards (PQS) for these areas.

5.5.3.2.1.4. Perform extemporaneous compounding and provision of bulk medications, ensuring there are no chemical and/or physical incompatibilities.

5.5.3.2.1.5. Utilize available medication information reference materials.

5.5.3.2.1.6. Provide patient medication information and counseling.

5.5.3.2.1.7. Order medications using the DMLSS system as allowable per Department of Defense policies.

5.5.3.2.1.8. Educate and orient self and other staff members to the operations and policies of the pharmacy department and clinic.

5.5.3.2.1.9. Answer telephone call questions from patients or hospital staff on pharmacy related issues.

5.5.3.2.1.10. Customer Service Accountability - Contract employees providing services at NH Jacksonville and supporting facilities shall adhere to the Customer Service standards specified in NAVHOSPJAXINST 6320.7F or updated versions. A copy of the instruction will be made available upon request or at the time of commencement of services.

QUALIFICATIONS - EDUCATION, WORK EXPERIENCE, CERTIFICATIONS:

HCW Qualifications:

  • Degree: Certificate.

  • Education: Graduate from a formal pharmacy technician program accredited by the American Society of Health-System Pharmacists (ASHP) or a formal pharmacy technician program (i.e., technical, hospital, or retail-based program)or a formal medical services training program of the United States Military.

  • Certification: Certified by the Pharmacy Technician Certification Board (PTCB).

  • Experience: One year of experience as a pharmacy technician after graduation.

  • References: Provide three letters of recommendation from practicing Pharmacists or pharmacy supervisors attesting to his/her professional skills, competencies, patient rapport, etc.

    Reference letters must include name, title, phone number, date of reference, address and signature of the individual providing reference. Letters of reference must have been written within the preceding one year.

TRAVEL REQUIREMENTS & WORKING CONDITIONS:

Location: Naval Hospital Jacksonville, FL, to include the Satellite Pharmacy, NBHCs Jacksonville and Mayport, FL.

Service: Pharmacy Technician

Place of Performance: The work to be performed under this contract will be at Naval Hospital Jacksonville, FL and associated branch medical clinics.

Recognized Holidays: Contract HCWs may be required to work on federally recognized holidays. It is anticipated that each HCW shall provide services on no more than 5 federal holidays.

Hours of Performance: The Pharmacy Department operates 24 hours a day, 365 days per year.

Shifts are generally scheduled on a flexible basis for an 8.5-to-13-hour period (to include an uncompensated 30 to 60 minute lunch break, depending on shift length). Shifts are normally scheduled between the hours of 0600 and 1800 Sunday through Saturday. Depending on staffing levels, actual shift times may vary as determined by the Department Head or designated government representative. Weekday, weekend, and holiday services shall be rotated with other Pharmacy Technicians, and it is anticipated that the HCWs may provide services up to every other weekend and no more than 5 federal holidays.

The Government, with the agreement of the Contractor, may designate one HCW as a "floater" for a seven-day period provided that it does not adversely impact patient care. With 48 hours advanced notice, the floater may be scheduled for occasional evening or night shifts. This advanced notice may be waived at the mutual agreement of the HCW and the government. In no instance will a HCW (including the floater), be required to provide services in excess of 80 hours per 2-week period.

Scheduling: The schedule or scheduling process is as follows:

Specific days, hours, and shift length will be scheduled by the designated government representative. The specific schedule for each two-week period will be provided 1 month in advance by the government supervisor or designee.

Any planned absences of the HCW shall be communicated to the government supervisor in advance. At the mutual agreement of the contractor and the Government, alternative schedules may be implemented such as a compressed work schedule. Any changes in the schedule shall be coordinated between the HCW and the government. The Government reserves the right to change shift hours with 72 hours' notice to accommodate patient care needs and mission requirements.

Closures: During a planned closure of the facility due to training, holiday or unplanned closure due to unusual and compelling circumstances (e.g., natural disasters, military emergencies, severe weather), the Contractor will be compensated for the unplanned closure.
