Summary
Under limited supervision, is responsible for overall Vector Control Program and Vegetation Control Program in County Right of Ways and surrounding areas by chemical and mechanical means; is responsible for operating and maintaining various types of light to heavy equipment used in the construction and maintenance of County roadways, drainage structures, and associated rights of way (see list under "Working Conditions" below); performs full range of construction and maintenance related tasks at journeyman level; performs various routine construction and maintenance related tasks and performs related duties as required.
Duties and Responsibilities
Applies larvicide/adulticide on a scheduled basis to control mosquito population
Applies herbicide on a scheduled basis to control vegetation
Responds to daily calls concerning immediate Vector or Vegetation control problems
Maintains a daily log recording all chemicals utilized, location of use and all relevant information
Orders and maintains an inventory of chemicals and other needed supplies
Set up and maintain mosquito traps, collects species and ships for testing
Attends seminars on latest products and techniques and obtains certification to apply said products
Completes administrative logs, documentation, forms and reports
Provides on-the-job training to less experienced and lower level employees
Exercises technical supervision over employees in the performance of chemical applications
Operates various types of equipment including, but not limited to, mosquito spraying equipment, herbicide truck, mowers, forklifts, and other equipment used in construction and maintenance of roadways, drainage structures and parking facilities
Completes service checks, maintenance and minor repairs of various pieces of road equipment
Performs various safety related procedures at job sites, including installation of various types of traffic control devices and directing traffic
Performs related duties as required
Minimum Qualifications
Graduation from High School or General Education Development (GED) certificate, two (2) years' experience in operating light to medium road construction equipment; and two (2) years' experience in the preparation and application of chemicals and other pest control methods; or an equivalent combination of education and experience
Considerable knowledge of pest control practices and procedures; considerable knowledge of chemicals and gases used in vector and vegetation control; considerable knowledge of related tools and equipment; considerable good knowledge of safety standards and practices
Skill in performing mathematical calculations; skill in utilizing all functions of Microsoft Office software; skill in utilizing all functions of Operations Management System software; skill in the operation of hand tools; skill in operating all related tools and equipment
Ability to execute proper vector and vegetation control procedures; ability to exercise independent judgment when necessary; ability to record and interpret written information; ability to follow verbal and written instructions including label requirements; ability to utilize independent judgment; ability to supervise a crew; ability perform minor mechanical repairs; ability to establish and maintain effective working relationships with co-workers, County employees, and the general public
Must be certified and licensed to apply all chemical products or have the ability to obtain a Noncommercial Political Pesticide Applicator license from the State of Texas within 3 months of employment
Must maintain yearly requirements (CEU) for licenses
Must be able and willing to attend training at department's discretion
Must secure and maintain a favorable background investigation and clearance
Must clear a pre-employment physical and a pre-employment drug screen test
Must have a valid Texas Class A Commercial Driver's License (CDL) with tanker endorsement within 3 months of employment
This position is subject to reassignment within the department at any time during employment tenure
When required, shall work extra hours, holidays, weekends and other shifts
May be required to work more than 40 hours during the workweek
Required to be on call 24-hours a day
Working Environment and Physical Demands:
Working conditions are primarily outdoors
Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions (i.e. oily, damp/wet surfaces)
Work involves moderate exposure to unusual elements, such as extreme temperature variations (i.e. rainy and icy conditions), dirt, dust, fumes, vapor, smoke, unpleasant odors, hazardous chemicals, overhead power lines, poisonous plants, loud noises, insect and/or animal bites
Frequently moves equipment weighing up to 25 pounds, occasionally moves objects weighing up to 100 pounds
Will frequently communicate with co-workers; must be able to exchange accurate information
Constantly positions self to perform essential functions
Constantly operates tools and equipment
The following equipment is representative of the size, weight and complexity appropriate for Pesticide Operator: Mosquito Spraying Equipment, Fork Lift, Crack Sealer, Tractor Mowers (5-7 gang, slope, Batwing and Boom); Temporary assignment to higher level equipment may occur when necessary
