Duties Description Duties Description:
Reporting to the Bureau Director, the incumbent will oversee the implementation of the enforcement and compliance program in the Bureau of Pesticides Management. Specific duties will include supervising the Pesticide Enforcement and Compliance Assurance Section staff; interpreting pesticide laws and regulations; assigning projects to staff and overseeing the completion of projects; overseeing the education, outreach, and technical assistance efforts for the section; managing statewide enforcement activities; overseeing the statewide aquatic pesticide program; developing and managing the Section work plans, assignments, initiatives, and administrative procedures to ensure goals are met; developing regulations, policies, and guidance pertaining to pesticides; representing the Bureau of Pesticides Management at statewide and large training events; overseeing the upkeep of the pesticide inspection and aquatic databases; overseeing the USEPA workplan, reporting, and cooperative agreement process; responding to inquiries and correspondence from the public, division and DEC management; and coordinating laboratory services for the Bureau of Pesticides Management.
Essential Functions:
Preparing rulemaking packages including the collection of technical information to support and advance rulemakings and program implementation. Effectively preparing and communicating orally and in writing. Interacting professionally with department staff, the general public, regulated community, and other state agencies. Effectively reviewing and editing documents and maintaining records. Conducting outreach to the public. Conducting staff training. Preparing guidance. Overseeing the Bureau of Pesticides Management's USEPA work plan and grant. Use of databases.
Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas.
Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training.
Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Telecommuting may be available, will be discussed at interview.

Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
